Chairman Jacobson called the meeting to order at 9:04 a.m. The agenda was adopted on a Mortensen/Boche MOTION. Minutes from the October 23, 1997 meeting were approved on a Boche/Mortensen MOTION. The next meeting will be held on December 22, 1997. NEW BUSINESS #1. Emergency Government Ordinance/Who Can Declare an Emergency Colvard met with the Corporation Counsel regarding drafting a resolution to address this subject. Currently, the entire County Board would have to meet to declare an emergency. After discussion, a Mehls/Boche MOTION was approved that the chain of command for declaring an emergency should be 1) County Board Chair, 2) County Board Vice Chair, and 3) Emergency Government Committee Chair. When the draft resolution is completed, it will be put on the Agenda for the following County Board meeting. #2. State Hazard Mitigation Course Offered in 1998 Two State -sponsored courses which deal with pre -disaster planning are being offered to local officials. These workshop classes are being held in Appleton on Wednesday, 1/14/98 and in LaCrosse on Wednesday, 2/18/98, #3. First Aid Room Equipment/Training Mehls stated two classes on oxygen administration are being held for employees. These classes will enable the County to have personnel trained to administer oxygen if needed. Per Mehls, the recovery outlook is better the sooner a person with breathing problems is given oxygen. After discussion, a Boche/Mortensen MOTION was approved that Emergency Government purchase an oxygen unit for the First Aid/Health room in the Government Center. #4. Nursing Home Planning Area nursing home staff will be invited to a joint meeting with Emergency Government early in 1998. Colvard stated that a multiple exercise program grant has been awarded to St. Croix County and this grant could be used to fund training exercises at a local nursing home or homes to help assist with their planning objectives. #5. Approve October Bills Handouts were given to the Committee showing the October bills. Those bills were then approved on a Boche/Mehls MOTION. #6. Mutual Aid Agreement with St Croix Valley American Red Cross Mortensen stated the St. Croix County Chapter of the American Red Cross is joining with the St. Croix Valley American Red Cross in Stillwater, Minnesota, A Memo of Understanding and Mutual Aid Agreement regarding this merger were shown to committee members. The merger will be taking place early in 1998. After discussion, a Mehls/Mortensen MOTION was made to approve and sign the Mutual Aid Agreement with the St. Croix Valley American Red Cross. MOTION carried. #7. Public Comments Areas of discussion included the following. Colvard stated that Benson was awarded a Level 1 Emergency Manager certificate at the November regional meeting for completing required course work. Colvard informed the Committee of a letter referred to him by Boche from FEMA (Federal Emergency Management Agency) concerning the updating of flood inundation areas within the County. After discussion, Colvard stated that he will contact FEMA for further information. The Administrative Coordinator informed Colvard of an upcoming Lake Mallalieu Dam Project. New gates and other improvements are to be done in mid 1998. In order for the project to be partially funded (50%) by the DNR (Department of Natural Resources) an EAP (Emergency Action Plan) needs to be written. Colvard stated he should be able to write an EAP, thus saving $4, 000 of the total project cost. A sample see -through container for use in the County EOC (Emergency Operations Center) was shown to the Committee. Mehls mentioned the Committee visiting the new Agriculture Center Dung in Baldwin to see the designated alternate EOC location. ^0UVTM0 AND CORRESPONDENCE Boche said good-bye to Committee members, as he will be resigning from the County Board on December 11th.
