Chairman Jacobson called the meeting to order at 9:06 a.m. The meeting agenda was adopted on a Mortensen/Boche MOTION. The minutes of the July 29, 1997 meeting were approved on a Mehls/Boche MOTION. OLD BUSINESS #1. Report from Governor's Conference Mortensen, Jacobson and Colvard attended the Governor's Conference (on Emergency Management) held at Stevens Point on September 30 and October 1 this year. The City of Hudson also sent their Public Works Director and City Administrator. Jacobson and Mortensen discussed different sessions that they attended while at the conference. A fact sheet was handed out at the Governor's Conference, "Who Can Declare an Emergency," along with supporting State Statutes. After discussion, Boche requested that this Committee have the Corporation Counsel draft a County Emergency Government ordinance designating who in this county can legally declare an emergency without having the entire County Board meet, for expediency. This would at least include the County Board Chair first, then the Vice Chair or Emergency Government Committee Chair as available. The Committee will review this draft ordinance at the next meeting before sending it to the Administration Committee. #2. Review of 1997 Plan of Work Copies of the letter submitted to the State, detailing this office's 4th quarter FFY (Federal Fiscal Year) 1997 activities, were given to all Committee members for review. NEW BUSINESS #1. 1998 Budget and Plan of Work Copies of the 1998 SARA (Superfund Amendment and Reauthorization Act) and Emergency Government budget summaries were given to Committee members. The FFY '98 (October 197-September 198) Plan of Work was also available for Committee members to review. 9 2. Exercise Planning for 1998 Colvard stated that a tabletop exercise has been scheduled on the 1998 Plan of Work for the second quarter of FFY 1998. A follow-up functional exercise is also scheduled to be held during the fourth quarter of FFY 1998. Discussion followed on holding those training exercises in New Richmond with a transportation incident scenario. Colvard showed the Committee a letter and application he prepared for an HMEP Planning subgrant approved by the LEPC (Local Emergency Planning Committee). A $2500 subgrant is being requested for a series of 4 exercises which all have the same tornado/high winds/hazardous materials release as a scenario. The letter and grant application will be submitted to the State later this week. 1 #3. Development of Damage Assessment Training for Communities The State will provide damage assessment training if requested. The City of New Richmond building inspector would like to have a course presented and is checking with other municipal building inspectors to request their attendance at a class, if it can be scheduled. #4. Approve July, August and September Bills Handouts were given to the Committee showing the July, August and September bills. After discussion, those bills were approved on a Mehls/Roche MOTION. #5 Public Comments Areas of discussion included the following. Per Mehls, FEMA (Federal Emergency Management Agency) will not be able to spend as much on future disasters as they did in the Fargo/Grand Forks area. FEMA's goal now is to spend money to lessen the impact of disasters, for example with flood control projects and buyouts of property prone to flooding. Municipalities and Counties will be required to spend more of their monies for mitigation and recovery activities if an incident occurs. Mehls recommended that the First Aid Room be equipped with a portable oxygen tank. If this were purchased from the first aid supplies budget, training in its use would also need to be provided and could be funded through the Emergency Government office. Mehls will check with Personnel on course recruitment. Colvard attended the Highway Safety Committee meeting held on October 14, 1997. Jacobson stated that it was good to have cooperation between committees. Discussion followed concerning First Responder training being coordinated through this office which costs $149.10 per person but is 100% reimbursable through a Highway Safety grant. Persons completing the training would also be eligible to purchase a trauma kit with 75% of the cost being reimbursed by the State DOT (Department of Transportation) and the remaining 25% reimbursable by the attendee's sponsoring agency. Per Colvard, the initial class and kit costs may have to be approved through Finance, even though the County would be reimbursed for all costs.
