Emergency Government Committee
June 16, 1997
PRESENT: Robert Boche, Art Jacobson, John Mortensen, Chuck Mehls -
County Board; Jack Colvard, Pam Benson - Emergency Governments
Bruce Brantner - 911; Al Schrank, Glenwood City Alderman;
Carlton DeWitt, Glenwood City Fire, and Douglas Karau,
Glenhaven, Inc.
Chairman Jacobson called the meeting to order at 9:00 a.m. The meeting
agenda was adopted on a Boche/Mortensen MOTION. The minutes of the
April 16, 1997 meeting were approved on a Mehls/Mortensen MOTION.
OLD BUSINESS
#1. Report from WEMA (Wisconsin Emergency Management Association)
Conference
Mortensen and Jacobson spoke about the WEMA Conference
presentations which they attended on May 22 and 23. Brought up
were the difficulties facing the northeast area due to sparse
population, including maintaining and equipping response
departments. Per Mortensen, three counties in that area do work
together. Also mentioned was the Civil Air Patrol presentation
which showed what that organization does in search and rescue
missions.
Colvard spoke about meeting with Dave Manning from the State DOT
(Department of Transportation) Highway Safety. Colvard volunteered
St. Croix County's participation in a State sponsored revenue
funding pilot project.
NEW BUSINESS
#1. Glenwood City EOP (Emergency Operations Plan)
The Glenwood City EOP was shown to the Committee and all present.
Changes needed in the plan were then discussed. A State
Information and Guidance memo received May 1 requires that local
communities declare a disaster before requesting assistance from
the County. Then, according to the memo, the County Board would
need to meet and pass a resolution indicating the cost of the
disaster was beyond local resources. At that point, aid from the
State could be requested. Sample disaster declarations were then
shown to the Committee. A good plan lets everyone (officials,
police, fire and EMS) know what their responsibilities are in the
event of a disaster. Mortensen next spoke about documenting
damages that occur using the State PDA (Preliminary Damage
Assessment) form as he did after the May, 1996 storm. Schrank will
be giving Glenwood City's EOP to the Mayor so a committee can be
appointed to update the plan. The Emergency Government office will
assist as needed.

#4. Town of Hudson Emergency Plan
The newly finished Town of Hudson's Emergency Plan was shown to the
Committee and to Glenwood City personnel as an example of an
Emergency Operations Plan.
92. Glenhaven Nursing Home Disaster Plan
Karau spoke about Glenhaven being interested in working on an
emergency plan since hearing about the Weyauwega incident last year
where many people, including nursing home residents, were
evacuated. Brought up was the fact that the American Red Cross
already has signed agreements for shelters all around the County,
including four in Glenwood City. The purpose of a nursing home
disaster plan would be to let staff know what to do in the event of
a disaster. The Emergency Government office will assist Glenhaven
with its emergency plan as requested. Per Karau, Glenhaven wants
to participate in the upcoming training exercise. A mock
evacuation of the nursing home could take place, with boy scouts
acting as nursing home residents. Transportation capabilities were
next discussed. In an actual evacuation, Karau stated, nursing
home personnel would accompany residents to a shelter or alternate
facility.

#3. Glenwood City Functional Exercise Planninct
Colvard stated that a functional training exercise is to be held on
August 23, 1997 using a hands-on approach. Areas of concern will
include communications, mutual aid, evacuation, fire/medical
response and public safety. Participants will not know exactly
what will happen in the simulated disaster and will be required to
act as they would during an actual incident. Carlton DeWitt,
Glenwood City Fire Chief, will be an evaluator for fire personnel
during the exercise. The St. Croix County Sheriff will also assist
during the exercise and provide deputy support, as there are only
two policemen in Glenwood City.
95 Approve April and May Bills
Handouts were given to the Committee showing the April and May
bills. After discussion, those bills were approved on a
Boche/Mortensen MOTION.
#6. Public Comments
Areas of discussion included the following:
-Brantner felt the best way to have communities participate in
training was to "invite" their participation as well as help them
update their Emergency Operations/Disaster Plans. Municipalities
also need to know planning requirements and what training is
available through the Emergency Government office.

-Barb Levine from the Baldwin Hospital went to Baldwin area
elementary schools and gave presentations to students on tornado
awareness. Colvard will write a letter to thank Barb and the
Baldwin Hospital for their participation.
-Colvard read the Committee a letter he received from the State
endorsing the plan for an Emergency Management Associate degree
program at area vocational schools.
Colvard will assist Boche in writing a letter to townships and
villages in the County that have not yet designated that the
Emergency Government office be in charge of emergency management
services in their municipality. If an Intergovernmental Agreement
is signed between a town or village and the County, the Emergency
Government office would identify damages incurred, initiate a
disaster declaration and request assistance from appropriate
agencies in the event of a disaster. Otherwise, each township or
village would need to have its own head of emergency management and
adopt a State -approved program of emergency management.
-Colvard stated that he spoke with Dave Fodroczi from Planning
about the Flood Mitigation Assistance Program. This is a federal
grant program providing pre -disaster financial assistance to States
and local communities for flood mitigation planning and activities.
For FFY (Federal Fiscal Year) 1997, ending September 1997, the
State of Wisconsin was allocated only $11,700 for planning and
$117,100 in project grants. In order to be eligible for these
funds, a municipality must have a FEMA-approved Flood Mitigation
Plan.
