Emergency Government Committee
April 16, 1997
PRESENT: Art Jacobson, John Mortensen, Chuck Mehls - County
Board, Jack Colvard, Pam Benson - Emergency Government; Bruce
Brantner - 911. The following attended for item #5 under New
Business: Jason Amborn - St. Joseph First Responders and
Fire; Mike Mounce - Glenwood City EMS; Ben DeGross - Glenwood
City Fire; Chuck Weishaar, Mary Shemon, Howard Kruschke -
Roberts -Warren Fire/Rescue; Andy Jensen - United Fire and
Rescue -Hammond; Chuck Larsen - Lakeview EMS; Jay Penfield -
St. Croix EMS & Rescue; Jenny Manske - River Falls Area
Ambulance; Jeff Rixmann - Osceola and River Falls Ambulance,
County -Line 1st Responders; Carol DeYoung - New Richmond
Ambulance & Rescues and Jim Vander-Wyst - New Richmond Fire.
Chairman Jacobson called the meeting to order at 6:00 p.m. The meeting
agenda was adopted on a Mortensen/Mehls MOTION. The minutes of the
February 17, 1997 meeting were approved on a Mehls/Mortensen MOTION.
OLD BUSINESS
#1. WEMA Conference Participation
Colvard spoke about the upcoming WEMA (Wisconsin Emergency
Management Association) Conference which will be held in Hurley,
Wisconsin on May 22nd and 23rd this year. Presentations at the
conference were discussed. Colvard, Jacobson and Mortensen plan on
attending.
NEW BUSINESS
#1. Alternate EOC (Emergency Operations Center) Desicination
Mehls spoke about an alternate EOC being located at the new
Agriculture building (Community Room) to be built in Baldwin. This
was first brought up at Finance Committee. Colvard and Brantner
have spoken to the County Administrator regarding phone line and
storage needs for an alternate EOC. After further discussion, a
Mehls/Mortensen MOTION was approved that the Committee recommend
that the new agricultural facility in Baldwin be equipped as an
alternate St. Croix County EOC with provision for inside storage
for the ECC (Emergency Communications Center) van and to include
electrical hook-up capability for the mobile Emergency Government
generator presently stored in Baldwin.
92. Approve February and March Bills
Handouts were given to the Committee, showing the February and
March bills. After discussion, those bills were approved on a
Mortensen/Jacobson MOTION.

93. Review Emergency Government Director Position Description
Colvard handed out copies of his current position description.
After discussion, the description was changed to include the
following under V. Other Duties: Teach Hazardous Material
Awareness Level Response courses, Assist other county departments
with safety training and planning as requested, Coordinate first
aid training for county employees, and Maintain an inventory of
supplies in the Health and Safety Room.
#4 Glenwood City EOP LEmergency Operations Plan
The Glenwood City EOP was handed out to Committee members. After
looking at the plan, it was recommended that Emergency Government
meet with Glenwood City personnel to assist with revisions.
#6. Public Comments
Areas of discussion included the following.
-A new video was received from the Wisconsin Central Railroad
regarding the Weyauwega incident, to be shown only for training
purposes.
-Tornado Awareness Week is next week, April 21-27, 1997.
-The 2nd Quarter Report was passed out to Committee members.
-The Town of Hudson's EOP and Ordinance 97-1 was shown to the
Committee and reviewed.
#5. MART (Mutual Aid Response Team) Development Concerns
MART handouts were given to those present by Mehls and all
introduced themselves. There are 12 different EMS/First Responder
groups responding in the county, per Mehls. Mehls identified
response agencies and unincorporated settlement areas in the County
which are a concern for responding medical services.
Mehls then spoke about the composition of a MART as well as
equipment and supplies needed.
A proposed concept of operations was next discussed as well as-ID's
for response personnel. Brantner stated that the on -site commander
at a mass casualty incident would need to request what supplies and
personnel were needed during a first call to 911. Other response
protocol was also brought up at this time.

A discussion followed on mutual aid agreements. Presently there
aren't any formal agreements between the EMS/First Responder

agencies in the County. Fire agencies do have these agreements and
how they work was then brought up. After further conversation on
mutual aid agreements, it was decided to break out into a separate
EMS/First Responder meeting.
ANNOUNCEMENTS AND CORRESPONDENCE
A letter was received from Ron Kind, Congressman, thanking this office
for assisting the City of Hudson during the recent flooding on the St.
Croix River.
