Chairman Jacobson called the meeting to order at 9:00 a.m. The meeting agenda was adopted on a Mehls/Mortensen MOTION. The minutes of the December 18, 1996 meeting were approved on a Mortensen/Mehls MOTION. NEW BUSINESS (1st item only) #1. Update on New Richmond Airport Expansion Mehls introduced Mike Demulling, New Richmond Airport Manager, to the Committee. Demulling handed out fact sheets and a diagram of current ,airport operations and the proposed airport expansion project. If the expansion is approved, the primary runway would be lengthened, widened and strengthened to allow larger planes use of the facility. Construction may start this summer if the project is okayed. New Richmond Airport.is a new customs point of entry. A National Weather Service computer terminal was also recently. installed in the main hangar for local and world-wide weather. Per Demulling, 23,000-50,000 people fly over St. Croix County each day in commercial aircraft as they leave from and arrive at the Minneapolis/St. Paul International Airport. Final discussion involved holding a training exercise at the airport in 1998. Demulling left the meeting after the above topic was discussed... OLD BUSINESS 4 1. Update of First Aid Employee Trainincf Mehls spoke about ongoing first aid training for St. Croix County employees. Two classes were held in January, 1997, with 28 persons receiving 4-hour refresher training. A basic first aid class is being held February 17 and 18. Another refresher class is being planned for March, for those unable to attend the January classes. Mehls also mentioned holding a two-hour oxygen/airway management training class in the future. All in all, employee participation in the first aid classes has been good this year. Next year, refresher classes will be held one or two weeks later. 1 NEW BUSINESS (continued) #2. Approve December and January �llls Handouts were given to the Committee, showing the December and January bills. After discussion, those bills were approved on a Mehls/Mortensen MOTION. #3. FFY (Federal Fiscal Year) 97 1st Quarter Plan of Work Colvard handed out copies of the letter sent to the State"s Regional Director after the end of December, 1996. Also shown to the Committee was the letter the Regional Director sent in response. Essentially, the 1st Quarter Plan of Work was approved and EMA (Emergency Management Assistance) and EPCRA (Emergency Planning and Community Right to Know Act) grant funding was recommended for the quarter. #4 1996 Grant Revenue and State -funded Training St. Croix County Emergency Government will be receiving approximately $3000 more for training in 1997 than in 1996. #5. 1997 WEMA (Wisconsin Emergency Management Association) Conference The 1997 WEMA Conference will be hosted by zne State's Northwest Region in Hurley, Wisconsin on May 22nd and 23rd. All Committee members were invited to attend and will let Colvard know if they would like to go. Discussion followed on presentations that will be given at the Conference. Colvard stated that registration information will be mailed out the first week of March. #6. Public Comments Areas %J discussion included the following: -Colvard stated that the LEPC (Local Emergency Planning Committee) Conference will be held April 9 and 10 in Appleton at the Paper Valley Inn. -The Maintenance Department is repairing the screen in the St. Croix County primary EOC (Emergency Operations Center) Community Room and will be purchasing locks for the storage cabinets also. -Bob Waxon from the Town of Hudson is working on that township's EOP (Emergency Operations Plan). Colvard will check on how that is going. -Colvard spoke about plans for an Associate Degree program in Emergency Management at WITC-New Richmond. Only three or four colleges/schools in the nation have training programs in Emergency Management, and those are at the bachelor's or master's level. -Mehls discussed the importance of area EMS organizations being able to use local equipment in the event of an emergency. Minh ls will draft a letter to inquire as to the status of that equipment. 9 -Mehls next addressed EMS mutual aid team organization for Sr.. Croix County and the fact that some communities may be short on personnel during daytime hours. After discussion, an organizational meeting date was set for Wednesday, April 16 at 7:00 p.m. in the Government Center Community Room. A letter will be sent out to local EMS/First Responder and Fire services. -Brantner stated that a WATF (Wisconsin Advanced Telecommunications Foundation) Grant is being considered by the Public Protection Committee. If the grant is pursued, laptop computers may be obtained for the Sheriff's, Emergency Government and Emergency Communications Departments. These computers could be utilized in the County EOC and would be compatible with current equipment. Purchases under this grant would be reimbursed 75%. ANNOUNCEMENTS AND CORRESPONDENCE Thank you letters were received from the St. Croix County American Red Cross for help with their Emergency Plan and from Vernon County for participating in a 911 survey. POSSIBLE AGENDA ITEMS FOR NEXT MEETING: Local Nursing Home Emergency/Disaster Plans; Updating Director's Job Description ADJOURNMENT The meeting adjourned at 11:25 a.m. on a Mehls/Mortensen MOTION.
