Members present: Don Brown, John Bradley, Tom O'Connell, Tom Dorsey and Robert Boche. Staff present: Administrative Coordinator John Krizek, Finance Director Rich Loney, Corporation Counsel Greg Timmerman, County Clerk Sue Nelson. Others present: Suprs. Raymond, Standafer, Giese, Gunderson and Dowd. Motion by O'Connell, 2nd by Bradley to adopt the agenda. Carried. Next meeting scheduled for November 10 at 9:00 a.m. Budget Review Continued: Loney and Timmerman reported some changes in the Corporation Counsel budget. Motion by Boche, 2nd by Bradley, to reduce Employee Travel by $400, add $200 to Subscriptions and remove $540 from Law Books. The State Bar will pay Timmerman's mileage for Directors' meetings, a subscription price increased $200 and Timmerman will not need the WI Statutes Annotated Pocket Parts. Carried. Motion by Bradley, 2nd by Dorsey to remove $733 for County Board dues to WCA. An actual invoice was received for correct amount needed. Carried. Motion by O'Connell, 2nd by Boche to add $505 to the Educational Telephone Network budget. A billing for $1500 was received and only $995 was budgeted. Carried. Clues Maintenance Fund: Loney said District Attorney, Emergency Communications, Jail, Shers Dept. and Victim Witness all budgeted a CLUES maintenance fee for a total of $2650. Krizek said this fund should not be a supplement for outside users and a good guideline for use of this fund is needed. Supr. Giese advised these dues are set up for municipalities to join this system and is not to buy equipment but only to maintain the CLUES system. O'Connell asked who authorized this $50 per terminal fee charge. Information Services Committee was not included in this decision. Giese replied it was instituted when the CLUES program was started. Supr. Raymond said the Sheriff's Dept. and Information Services did not see the need for this fee which is not enough for maintenance or to buy new equipment. Supr. Dowd commented the City of Hudson and the Village of North Hudson are on the CLUES systems but it should be available to other municipalities in the county. New Richmond, Glenwood City and Baldwin have all budgeted for computers to enable them to join. Krizek said the actual maintenance contract for CLUES totals $18,000. Raymond suggested holding the dollars and study what would be a rational fee. Motion by Bradley, 2nd by O'Connell to suspend this assessing for CLUES maintenance fees and study the issue further. Carried. Closed Session: Motion by O'Connell, 2nd by Boche to move into closed session per WI Statute, 19.85 (1)(e) to conduct specified public business where competitive or bargaining reasons require a closed session. Motion by O'Connell to come out of closed session. Action from closed session: Motion by Bradley, 2nd by Dorsey to deny 14 day extension request from Pat Collins for purchase of Onstott property.
