Regular Meeting November 10, 1997
Meeting called to order by Chair Brown at 9:00 a.m. Members
present: Don Brown, John Bradley, Robert Boche, Tom Dorsey.
Absent and excused - Tom O'Connell. Staff present: Administrative
Coordinator John Krizek, Finance Director Rich Loney, Corporation
Counsel Greg Timmerman, County Clerk Sue Nelson. Others present:
Public Protection Committee members Herb Giese, Chuck Mehls, Jack
Dowd and Bob Gunderson. Members of the press.
Motion by Bradley, 2nd by Dorsey to adopt the agenda. Carried.
Next meeting is December 9, 9:00 a.m. Motion by Dorsey, 2nd by
Boche to approve the minutes of October 8, 21 and November 5.
Carried.
Vouchers: Brown reviewed and found no discrepancies. Motion by
Bradley, 2nd by Boche to approve remaining October vouchers and the
November vouchers. Carried.
Government Center Security: Judge Lundell, Judge Needham, Chief
Deputy Max Ihrke and members of Public Protection present. Krizek
reported a QI team was formed for Safety and Security in 1994.
After many meetings, a report was given to Finance in December,
1996. A security officer was hired, signage was done, armored car
service was implemented and a building intercom installed. This
team no longer functions.
Another security team has been established by authority of the
State Court Commissioner consisting of Circuit Court Judges,
Private Bar Attorneys, District Attorney and Clerk of Court. This
group met on November 7 and outlined the following issues:
1. Have security officer patrol second floor only but would
respond to first floor incidents.
2. Security officer have flexible hours and be allowed to stay
after 4:00 p.m. if court is in session.
3. Lunch hour covered for security officer.
4. Additional panic buttons in hearing rooms and Clerk of Court.
5. Clarifying use of panic buttons. Buttons to be used in case
of emergency only. Emergency Communications Director Bruce
Brantner indicated anyone who is not comfortable with a situation
may call 911.
6. Employee only signs on lunch rooms.
7. Security cameras and monitoring procedures.
8. Exit doors for courtrooms.
9. Procedures for delivery of money to Treasurer's office.
10. Have a "security sweep" of Government Center every morning.
Judge Lundell stated if two hearings that may be volatile are being
held in court and family court, a second officer or back up would
be most helpful.

Chief Deputy Ihrke noted the Sheriff's Dept. was not involved in
the Security Teams' meeting. The County Board approved a half time
person for Courthouse security (other time delegated to court
duties) and a walk through metal detector and hand held detector
were purchased. The Sheriff's Dept. does not have any one for
back-up personnel. The security officer can stay later if known in
advance. There is no back-up available for his lunch hour.
Judge Needham cited the angry people who come to court for Small
Claims or Child Support hearings. For a court appearance at 1*00
p.m., many of these people arrive by noon or shortly after and
gather in the hallways. Security is needed at this time. Judge
Needham has seen unknown individuals walking in the back corridor
but the doors from the Courtroom cannot be locked due to fire
emergency exit requirements.
Chair Brown advised the Judges' chambers need to be secure and
since the whole perimeter cannot be secured, the focus will be on
certain areas.
Corporation Counsel Timmerman suggested placing an additional door
between both adjoining courtrooms for another fire exit, then the
back doors to the chambers area could be locked.
Ihrke stated the panic buttons should only be used for true
emergencies and 911 can be called for other incidents. The
security officer should be on call to assist with delivery of
money. The Jailers do not have time to check the surveillance
camera on lower parking lot unless there is an anticipated problem.
They are busy monitoring cell blocks, the sally port and sometimes
the Huber people coming and going.
Public Protection member Chuck Mehls requested a panic button be
added to the County Board room. He cited an incident when an
appellant came to Board of Adjustment and started throwing things.
The security officer was gone that day. There are 10 positions
available on the central panel for panic buttons and space remains
for two more. Judge Lundell commented each Courtroom has two
buttons and only one is needed in his opinion.
Mehls recommended advising employees of procedure for internal 911
calls, learn how to diffuse a situation before it becomes volatile,
and meet with staff face to face. He also suggested money be
deposited with the Treasurer in pairs with a concealed or disguised
bank bag. Mirrors in the hall by the County Clerk's office would
be helpful.
Judge Lundell indicated a uniformed officer walking the halls is a
good deterrent and some day the County will have to hire more help.
He also suggested a security camera with tape be placed to monitor
the front entrance.
Public Protection Vice Chair Giese asked if the schedule is known
ahead for potential problem cases, can extra security be found.
Ihrke said that is done now but can' t be counted on because the
road officer may be busy with an accident or another call.
Following a break, Ihrke reported the Sheriff's Dept . is willing to
meet with the Judges to try and be more flexible with the security
officers time. Consideration will be given to having people in-
house such as the Chief Deputy, Jail Captain and Patrol Captain
covering the lunch hour.
Chair Brown said the items discussed today will continue at future
meetings. Staff will work on solutions to the proposed items and
report back at the next meeting.
Line Item Transfer: Judge Lundell requested a line item transfer
for a new plain paper FAX machine. Motion by Bradley, 2nd by Boche
to approve $1, 095 from the Telephone/Dictaphone line item for a FAX
machine for Circuit Court office. Carried.
Supr. Giese commented security issues never go away and recommended
some improvements be made each year such as motion detectors and a
front entrance surveillance camera. Supr. Mehls asked where do we
go from here and Chair Brown said Krizek will check out the issues
brought forward today for the next Finance Committee meeting.
Krizek commented the security rating for the Government Center (46
out of a 100 points) was based on national judicial security book
which did not have realistic guidelines.
AQ. Center Update: Krizek reported carpenters are closing in the
walls and beginning to install sheet rock. No more change orders
have occurred.
Wausau Insurance has checked the air quality in the Dispatch
Center; found no excessive carbon dioxide and fresh air is double
the requirement. Building ventilation was checked and no.mold or
spores were found.
Finance Director: Rich Loney indicated the apportionment sheets
have been sent to municipalities and those with libraries have been
notified of payment amount for 1998. He also filed the County's
compliance with the tax rate freeze with the WI Dept. of Revenue.
County Clerk: Sue Nelson advised the refreshment fund was
depleted. Chair Brown donated to this fund and committee members
expressed their appreciation.
Dog Damage Claim: Motion by Bradley, 2nd by Boche to approve $280
claim to John Lamb, Town of Cady, for loss of a Hereford heifer.
Carried.

Bids on Boody Garage: Two bids were received for $100 and $250.
Motion by Boche, 2nd by Bradley to accept $250 bid from Wm. Gilland
with the stipulation the garage be removed in 30 days. Carried.
Closed Session. Motion by Boche, 211d by Dorsey to moved into
closed session per WI Statute 19.85 (1)(e) to conduct specified
public business where competitive or bargaining reasons require a
closed session. Roll call vote: all yes. Planning Director Dave
Fodroczi, Parks Director Joe Grant and Assistant zoning
Administrator Jim Thompson were present. Motion by Boche, 2nd by
Bradley to come out of closed session. Carried.
Action from Closed Session: Motion by Bradley, 2nd by Boche to
accept Sean O'Connells' offer on the Onstott property with the
provision the septic system will not be replaced until spring of
1998. Carried.
Motion by Bradley, 2nd by Boche to adjourn.
