FEBRUARY 11, 1997
The St. Croix County Health and Human Services Board met on
February 11, 1997, at the St. Croix Industries in New Richmond,
Wisconsin.

Chair Stephens called the meeting to order at 8:00 a.m., noting the
meeting was properly and legally publicized.
NEXT MEETING: The next Health andHuman Services Board meeting is
scheduled for Thursday, February 27, 1997 at 6:30 p.m. at the St.
Croix County Health and Human Services/Nursing Home complex.
AGENDA: Motion: A motion was introduced by Berenschot, seconded
Bethke, and unanimously adopted: That the agenda be approved as
circulated.
MINUTES: Motion: A motion was introduced by Bethke, seconded by
Johnson, and unanimously adopted: That the minutes of the 01/23/97
Health and Human Services Board meeting be approved as circulated.

ANNOUNCEMENTS: Stephens read a letter from Raymond Giannini from
Marcus and Millichap Real Estate Investment Brokerage Company.
This firm recently brokered the successful sale of the Center of
Care in Eau Claire. In summary, he requested to meet with the
Board regarding presenting a proposal on a potential sale of the
St. Croix County skilled nursing facility. Stephens said Dorsey
and Boche also received a similar letter from this company. He
said Dorsey threw the letter away and Boche responded saying there
is no consideration by the County Board to sell the Nursing Home
and no action is contemplated to sell the nursing home at this
time. Stephens instructed the recording secretary to send a copy
of the minutes to this company to reinforce that the Human Services
Board also is not considering selling the Nursing Home and no
action is contemplated to sell the nursing home at this time.
Sinclear wants to know who contacted this company to prompt this
Letter. He said no Board member has the authority to act on his
own in a matter like this without Board direction. He said someone
is trying to destroy the morale at the Center.
JUVENILE YOUTH SHELTER/GROUP HOME REQUEST FOR PROPOSAL UPDATE: Fred
Johnson reviewed and explained the advantages of having a juvenile
youth shelter/ group home near New Richmond. Current contract
shelter rates are $80 to $110.50 and the proposed rates for a local
facility from the RFP's received are $75 to $76 per day. Current
contract group home rates are $80 to $100.00 and the proposed rates
for a local facility from the RFP's received are $75 to $76 per
day. Johnson said there are more males put into placement than
there are females. Griffin said the group home vendor would pay
rent and utilities on the building they use and have already
factored this into the rates proposed. Horne wanted to know how
much the committee would save. Johnson said there are a lot of
untraceable costs, i.e. transportation, travel time, phone calls,
etc. and could not put a dollar figure on savings. Discussion
followed.
Motion: A motion was introduced by Sinclear, seconded by
Berenschot, and unanimously adopted: That Dunlap, Johnson, and
Griffin select a vendor from the RFPs received and request that
vendor to come to the next Board meeting to answer the Board's
questions and to give the Board more knowledge on the juvenile
youth shelter/group home and how they would work with the school
system and law enforcement.
Horne requested Borup to check with the Sheriff's department as to
the savings they would realize having a juvenile youth shelter/
group home in New Richmond. Dowd said the savings would be mainly
in overtime paid.
1974 BUILDING ROOF MAINTENANCE BID SPECIFICATIONS: Ralph Robole
has bid specs for repair of the 1974 building roof. Stephens said
he was directed by the Finance Chair to repair the roof. Robole

said asbestos was found on the roof. It can be encapsulated, the
major concern is to keep the asbestos from becoming airborne. He
said all companies are recommending more insulation on the roof.
Robole said we currently have about R-4 value on the roof and is
proposing going to at least R-20. He said the white versus black
roof would also change the reflective factor and may also save
money on air conditioning costs. Discussion followed.
Motion: A motion was introduced by Berenschot, seconded by
Sinclear, and unanimously adopted: That the Board approves
advertising for bids to re -roof the 1974 building for spray -on
covering only and to not remove the asbestos.
COUNTY BARN AND FARM HOUSE: Timmerman said the barn and house
lease expire 06/01/97. Bethke said Van Dyk is under the impression
from a County Board member that the barn will be knocked down if
Van Dyk doesn�t rent it. Bethke wants to know who that member is.
The contents of the barn has value to the county and the contents
cannot be stripped from the barn. Discussion held on shared
ownership of equipment in the barn. Timmerman asked what the
future of the lease is�beyond 05/31/97. Borup contacted Van Dyk
regarding his intentions for extending the lease, but has not heard
back from Van Dyk. Bethke was instructed to do a monthly review of
what is in the barn. Stephens said it is not in the best interest
of the Board to continue the leases with Van Dyk, they have not
been friendly leases.. Stephens suggested video taping the
equipment in the barn. The Board needs to decide whether or not to
lease the barn and whether to keep the equipment in the barn before
the end of the lease with Van Dyk. More discussion followed.
In the farm manager house, Van Dyk replaced the carpet downstairs
due to animal damage, but he did not replace the upstairs carpet
which was also damaged. The cost for the upstairs carpet would be
around $1,600. Discussion followed.
Motion: A motion was introduced by Bethke, seconded by Berenschot,
and unanimously adopted: The Board instructed Corporation Counsel
to contact Van Dyk to have him replace the carpet that was damaged
by cats in the upstairs of the farm house as per the lease
agreement.
CONSIDERATION OF CLAIMS: Judy Ziegler, Accountant/Accounting
Supervisor, distributed the following reports: unemployment,
transfer of funds report, fixed assets purchased, and cash report.
Rod Paulson, CPA, will be at the Center in April and the reconciled
numbers should be available by the May Board meeting. Stephens
said we will be unable to come in with a zero budget if the roof
repair is paid by Health and Human Services
Health and Human Services Board member, Horne, reviewed the January
vouchers and questioned or reviewed the following vouchers:

HUMAN SERVICES:
5911: Northern States Power, $6,279.37, gas. Explanation
should be electric bill. This was for December, 1996
electric bill.
5916: YMCA, $705.00, LTS purchased services. A one-year family
membership for a Family Support client and family.
5849: St. Croix County Department on Aging, $2,533.45, LTS
purchased services. Cost of Meals on Wheels and Day Away
Program provided by the Department on Aging for Long Term
Support clients.
5966: Aurora Residential Alternatives, $117,005.05,
transitional living. Monthly cost for Long Term Support
clients residing in Aurora provided group home
6101: Natural Gas, Inc. $16,220.07, gas. January gas bill for
Nursing Home and Human Services.
NURSING HOME:
22: Jacobson Supply Co., $9,275.62, nursing supplies. This
is our major supplier of dri-prides, gloves, needles,
bandages, etc.
Motion: A motion was introduced by Horne, seconded by Stephens,
and unanimously adopted: The following vouchers be approved and be
made a part of the supplemental minute book pages 567 through 610:
Home Health voucher 5905, dated December 29, 1996 in the amount of
$1,341.90.
Home Health vouchers 6008 through 6032, dated January 31, 1997 in
the amount of $5,397.70.
Human Services vouchers 5794 through 5806, dated January 11, 1997,
in the amount of $207,887.56.
Human Services vouchers 5824 through 5851, dated December 31, 1996,
in the amount of $69,335.41.
Human Services vouchers 5807 through 5867, dated January 17, 1997,
in the amount of $1,621.89.

BOARD OF HEALTH UPDATE -CARRY GILBERTSON-STATE BUREAU OF PUBLIC
HEALTH: Larry Gilbertson, Regional Director -Division of Health,
gave a brief report on the role of the "local board of health." He
said Public Health is primarily in a prevention mode. Public
Health is there to protect all citizens in the community. He said
he is pleased with the work done by Borup and Nelson and
appreciates the support from the Board. Stephens thanked
Gilbertson for attending the meeting
The Board recessed from 9:55 to 10:00 a.m.
PERSONNEL ISSUES: The Board reviewed the report on the two "job
share" positions.
LOW INCOME ENERGY ASSISTANCE PROGRAM REPORT: Kathleen Waldal, the
Department's Energy Assistance Coordinator, gave a brief report on

the Low Income Energy Assistance Program. She said it is a Federal
program administered by each state which helps people pay for the
cost of heating in their homes. She said it is a one time benefit
for each heating season which is intended to pay a portion of the
household's heating cost, not the entire annual cost. Applications
are accepted at various locations throughout the county and to date
for the 1996-97 season 335 applications have been received.

HEALTH AND HUMAN SERVICES/NURSING HOME REPORT: Nursing Home census
is 97 with one in the hospital and one admission pending. Krieger
said Eau Claire has hired a marketing director to address census
issues. She said pool staff are still being used in the dietary
department and on 02/23 there will be a change in dietary staff
positions, allowing for more benefit positions.
Fruit gave an update on W-2. She said no contract has been
received as yet. Training is starting in February. She
recommended the members for the Community Steering Committee for W-
2 be appointed by the Vice Chair at this time.
Stephens reminded the Board that his term ends in April and the
Board will need to re -organize at the last meeting in April.
Stephens asked if there were any other issues to bring before the
Board.
Griffin said eleven RFP grants were received. Staff will be
meeting 02/17/97 to rank and award grants. Olson originally worked
with staff on this project, but will be out of town at that time.
Stephens appointed Johnson to meet with staff at 1:00 p.m. on
02/17/97 to review the grants. Stephens told Johnson to claim per
diem for the meeting on 02/17.
Nelson announced there is a satellite conference on Community
Planning for Care Coordination in a Medical Assistance Managed Care
Environment on 02/24 in Baldwin, if any Board members would like to
attend, Nelson has applications to sign up for the conference.
Borup referred to an article published in a recent New Richmond
News regarding tax payer alliance data that was taken out of
context. He has sent a letter to the editor to clarify the Health
and Human Services position.
Motion: A motion was introduced by Horne, seconded by Dowd, and
unanimously adopted: That the meeting be adjourned. Time: 10:35
a.m.
