CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD March 27, 1997 The St. Croix County Health and Human Services Board met on March 27, 1997, at the 5t. Croix County Health and Human Services/Health Center complex. MEMBERS PRESENT: Robert Stephens, Chair Leon Berenschot Chris Bethke Jack Dowd Fern Johnson Allen Limberg Mary Louise Olson George Sinclear MEMBERS ABSENT: Einar Horne, excused STAFF PRESENT: Cindy Griffin, Deputy Director Carolyn Krieger, Nursing Home Administrator Fred Johnson, Family & Children Supervisor Kathy Dunlap, Family & Children Supervisor Ralph Robole, Facilities Manager Barbara Nelson, Public Health Supervisor Judy Aronson, Secretary OTHERS PRESENT: Tom Dorsey, Vice Chair County Board Paulette Anderson, Hammond Arts Alliance Jim Wold, Superintendent of N.R. School Dan Golden, Assistant Principal Tim Emholtz, N.R. High School Principal Chair Stephens, called the meeting to order at 6:30 P.M. noting the meeting was properly and legally publicized. NEXT MEETING: The next meeting of the Health and Human Services Board will be Thursday, April 10, 1997 at 8:00 a.m. at the St. Croix County Health and Human Services/Health Center complex. Berenschot will review vouchers at 7:30 a.m. AGENDA: MOTION: A motion was introduced by Berenschot, seconded by Olson, and unanimously adopted: That the agenda be approved as circulated. MINUTES: MOTION: A motion was introduced by Dowd, seconded by Johnson, and unanimously adopted: That the minutes of the 03/11/97 Health and Human Services Board meeting be approved as circulated. awards: Chair Stephens stated Anderson contacted him with complaints about the use of the Family Preservation grant money. Anderson was not satisfied with the grant distribution and as wondering why the Hammond Art Alliance was denied. Anderson stated they were gi wven the application which did not specify for At Risk Children and thought they had covered all the criteria. Discussion followed. Stephens asked if the Board wished to take any action. Motion: A motion was introduced by Sinclear, seconded by Dowd, that the Board approve to give $6,000.00 of the Family Preservation Grant monies to the Hammond Arts Alliance. Motion defeated - 5 No, 3 Yes. Olson referred to the minutes from 03/11/97: The Regional Office gave verbal permission for St. Croix County to deviate from the Family Preservation first year plan and utilize some or all A the $25,500 for traditional child welfare services such as the in -home team. Olson stated that seemed reasonable as that would not just target certain kinds of children. Stephens thanked Anderson for coming to the meeting. Olson stated a consideration for next year, if we do something similar, would be to read the proposals carefully and be more precise, then ask a representative for each application to attend the meeting. Juvenile Youth Shelter/Group Home Request for Proposal Update: Jim Wold, Dan Golden, Tim Emholtz were present to represent the New Richmond School District. Emholtz expressed concerns regarding the juvenile youth shelter/group home proposal. One concern was not knowing if these students would be in the special education class. If so, another special education teacher would need to be added which would mean a cut of some other program would be needed to fit this in the budget. How long would these children be attending the school? Stephens suggested, due to lack of information, that a van be arranged to transport two designated persons from each: law enforcement, New Richmond School District, and Health & Human Services to travel to Ashland to get firsthand information as to how these children do affect the school district/community and talk to the teachers, administration, and law enforcement. Stephens appointed Fred Johnson and Mary Louise Olson as the designees from Health & Human Services with Horne as an alternate. Any knowledge that is picked up would not be lost. Emholtz stated he has contacted Ashland School and they were very complimentary towards Prentice House but also was told it depends on who is at the house, a fluctuation, kind of ebb and flow. Under the law, if a student is expelled from his school district, the next school district does not have to take that student. Vold stated this is an opportunity to work together to educate all children, but that this can't be at the expense of the other children in the school. Olson stated what happens in the school does have an impact on other children, so this should be looked at very carefully. Stephens stated we better acquire the knowledge even if we don't do it this year. Johnson stated a lot of work has gone into exploring the information and believes we all can work together. Johnson stated when juveniles need group home care, they go out of the county because we have no group home in our community. Stephens asked that Johnson line up a van for the six representatives, and if possible before April 8th, 1997, to go to Ashland and one other facility and speak with the school districts, law enforcement and community regarding group homes. We will pay for the meals and the van mileage. Stephens thanked the gentlemen for their input and attending our meeting. Action on bids to re -roof 1974 Health and Human Services Building: The bids were rejected on 03/11/97. A meeting was held with Corporation Counsel and modified bid specs, resolving the polyurethane versus silicone issue. Robole readvertised new bid specs for re -roofing for polyurethane foam and coating roofing system. Robole talked with Dr. Renee DuPois and confirmed the high quality of the product offered by our low bid - North Central. He also emphasized the need for the job to be performed by an experienced vendor. Robole read the bids that came in. Discussion followed. Motion: A motion was introduced by Stephens, seconded by Berenschot, and unanimously adopted: That the Health and Human Services Board accept North Central's bid of $1709594 for re -roofing. Robole stated Polfus Implement has a leased mower unit we can buy with a purchase option, or should we put more money into the one we have. To be discussed at the April loth meeting. Action on lease of farm land: Van Dyke to let us know his plans by the 15th of April. Schottler wants to meet with us again. Stephens thanked Bethke. Health and Human Services/Nursing Home Report: Griffin stated three Circuit Court Judges haVC; signed an order significantly changing juvenile court intake policies. We are working now with Corporation Counsel and the District Attorney. The District Attorney feels this may infringe on his "prosecutorial authority. it are concerned about labor costs, fax costs, etc. Dunlap stated she attended a meeting with the judges and the latest development is they are in the process of writing a new order somewhat different from the original order. Stephens stated our staff are bounced around trying to comply and do what they are supposed to do. He stated the Board will stand behind our people. Dunlap stated she tries to find the positive in everything and says it is a good learning experience. Timmerman is our attorney and he will advise us. [It, Krieger stated the nursing home census is at 101. Krieger stated the impact of the Governor's 1997.98 Biennial Budget Bill is reflected in the projected MA 07/01/97 rate for nursing home. If the occupancy penalty is applied, the nursing home will lose 4.41 % of the MA rate. If the occupancy penalty is alleviated by banking or decertifying beds (this decision should be final by 06/30/97), the nursing home would only be expecting a 1 % increase at best. Long Term are Redesign Resolution: Brian Sc en" Finance Director %J WAHSA (Wisconsin Association of Homes and Services for the Aging) has agreed to speak to the Health and Human Services Board about the Long Term Care Redesign's impact on nursing homes. He is available if the June 26th, 6:30 p.m. meeting could be changed to June 19th at 6030 p.m. The State of Wisconsin is trying to do in one year what the State of Minnesota took 5 years to accomplish. Announcements: Nelson announced Monday, April 7th from 12:00 p.m. to 5:00 p.m. there is an Open House in Public Health celebrating 60 years of service in St. Croix Co. Public Health is Everywhere. Nelson invited all to attend the Legislative Breakfast on April 14, 1997, from 9:00-11:00 a.m. in the Health Center Conference Room. Stephens read a letter from County Chair Boche confirming the reappointments of Fern Johnson, Allen Limberg, and Robert Stephens to the Health and Human Services Board.
