The St. Croix County Health and Human Services Board met on June
10, 1997, at St. Croix County Health and Human Services complex in
New Richmond, Wisconsin.

Vice Chair Dowd called the meeting to order at 8:00 a.m., noting
the meeting was properly and legally publicized.
NEXT MEETING: The next Health and Human Services Board meeting is
scheduled for Thursday, June 19, 1997 at the St. Croix County
Health and Human Services/Nursing Home complex immediately
following the Open Hearing, which begins at 5:30 p.m.
AGENDA: Motion: A motion was introduced by Horne, seconded
Bethke, and unanimously adopted: That the agenda be approved as
circulated.
MINUTES: Motion: A motion was introduced by Bethke, seconded by
Johnson, and unanimously adopted: That the minutes of the 05/22/97
Health and Human Services Board meeting be approved as circulated.
Horne referred to page 2, paragraph 5, and asked the amount of
increased cost for non -union salaries. Borup said the increased
cost is approximately $50,000 above the 3% which was already
factored into the budget. Borup asked how Health and Human
Services could come up with the money to cover these costs without
increases from the State or County other than using program
dollars.

PERSONNEL ISSUES: Fruit explained a change in staf=ing in co<- gamic
support which. will result in the reduction of fie pos °ti°.:..{k in
Economic Support.
Borup said with the elimination of the deputy dir^ctor pwition the
job descriptions for AODA/Mental Health Coordintor any Long Term
Support Coordinator are being updated and will :: s forw -ry ded to the
Hay Committee for review as per procedure. The job �#scriptions
will be ready for the Health and Human Services Board's review and
action at the 06/19/97 meeting.
Borup said contract arbitration will begin at 1:00 on 06/10/97 for
the Nursing Home and will be held on 06/11/97 at the Government
Center.
CONSIDERATION OF CLAIMS: Ziegler said the year-to-date child
care expenses are $104,453, with $27,420 for May. June bills for
child care will be paid by the State in July. Borup announced that
the work on the roof was completed on 06/04/97. He is pleased with
the company and the work they did.
Health and Human Services Board member, Johnson, reviewed the May
vouchers and questioned or reviewed the following vouchers:
HUMAN SERVICES:
7881: A-Children's House, $1,243.57, day care. All families
receiving aid for child care are interviewed by Economic
Support staff. The amount of aid received is based on
the family's income level.
7894: Children's Service Society of Wisconsin, $1,935.00,
treatment foster care. This is a foster care setting for
children with special needs.
8258: Ann Mike, $612.63, workshop learning center expense.
Consultant works one-on-one and in small groups with
workshop clients on social and group problems.
8316: Schweizer, Gary or Cathy, $1,436.00, family support.
Registration expense for a family of four to attend a
conference on children with special needs.
NURSING HOME:
288: Lintex Corporation, $1,101.00, purchased linens for the
Nursing Home.

PAYROLL:
897: St. Croix County Human Services, $1,977.50, group health
insurance (HMO). Insurance premiums deducted from
employee's pay.
Motion: A motion was introduced by Bethke, seconded by Berenschot,
and unanimously adopted: The following vouchers be approved and be
made a part of the supplemental minute book pages 735 through 774:
Home Health voucher 7961, dated May 21, 1997 in the amount of
$500.00.
Home Health vouchers 8098 through 8118, dated May 31, 1997, in the
amount of $2,633.02.
Human Services vouchers 7881 through 7960, dated May 15, 1997, in
the amount of $36,056.32.
Human Services vouchers 7962 through 8005, dated May 21, 1997, in
the amount of $51,803.35.
Human Services vouchers 8007 through 8040, dated May 28, 1997, in
the amount of $21,477.27.
Human Services vouchers 8041 through 8097, dated May 30, 1997, in
the amount of $202,349.21.
Human Services vouchers 8120 through 8370, dated May 31, 1997, in
the amount of $88,685.36.
Farm voucher 4, dated June 10, 1997, in the amount of $76.63.

Human Services and Nursing Home vouchers 924 through 945, dated May
28, 1997, in the amount of $228,492.40.
Social Services and Human Services vouchers 167 through 181, dated
May 28, 1997, in the amount of $78,939.73.

FAMILY PRESERVATION GRANT AWARDS: Dunlap and Borup; met with Don
Gjesfjeld regarding grant awards. Dunlap visited tir Roberti site
and was pleased with the site. She said Roberts i,plit from the
Baldwin site due to a difference in philosophy and 1.he Roberts site
is based on community, not church. Discussion frtlowed. Dunlap
recommended the Board recommit money to this sit .
Motion: A motion was introduced by Horne, secor�ed by Olson, and
unanimously adopted: That the Board recommit $4,000 grant monies
to the Roberts Lighthouse Community Youth Center from the Family
Preservation Grant.
FINANCIAL REPORT: Health and Human Services is on the Finance
Committee's July 9th agenda to discuss County allocation "freeze"
and fixed cost increases that we are mandated to absorb. There is
concern that the state minimum for county match is at 9.89% and St.
Croix County's match is much higher at about $2.2 million. Borup
said St. Croix County is underfunded by at least $1.4 million in
community and youth aids so St. Croix County has a higher
overmatch. Borup said the funding formula is about 20 years old,
it ignores population growth. He has contacted the Governor and
legislators regarding trying to change it, but has had no success.
He said it is just a matter of when Health and Human Services will
run out of money with no increase in funding or a freeze each year
and paying for mandated salary increases, roof repairs, etc. and
still meet mandated services. Borup said the Long Term Care
Redesign should eliminate the State aids inequities for Long Term
Support programs, which is $795,244 of county money. As the
population increases, so does the need for services. Health and
Human Services serves only St. Croix County residents. Discussion
followed.
Krieger received a letter stating the ITP monies will be increased
slightly by $8,300.
Motion: A motion was introduced by Berenschot, seconded by Bethke,
and unanimously adopted: That the Board approves the Nursing Home
report.
Judy Ziegler, Accountant/Accounting Supervisor, distributed the
following reports: transfer of funds report, fixed assets
purchased, and cash report. Ziegler said we have not received any
1997 financial information from the Hudson Finance Department. No
statements were sent out in May due to computers being down.
Borup said 8.8 acres was approved to go into the CRP program.

WISCONSIN WORKS (W-2) AND SUBCONTRACTING FOR JOB_ DEVE 'MENT:
Borup introduced Larry Willkom, State of Wisconsl__, as Ar W-2
contact. Full implementation of W-2 is scheduled fir Sept,:aber 11
1997 , but we have not yet received the implementati c .� contract from
the State. Plans for subcontracting for job deveiopmenl are now
taking place with Wisconsin Job Service and the Private industry
Council (PIC). We are mandated by the State to subcontract at
least a portion for job development with Job Service. Job Service
is a state funded program and PIC is a federally funded program.
Fruit said PIC has worked with W-2 to get W-2 where it is now.
Discussion followed. Horne asked why go through so much work for
35 people, they should just remain on welfare. Fruit said clients
are sanctioned if they fail to participate in W-2. She said the
caseload is lower than she anticipated. Willkom said clients
have a maximum of five years for their lifetime on this program.
There is an increased emphasis on child support. There is also
consistency in the department regarding the work concept.
The next W-2 steering committee meeting will be 06/23 at 3:00 p.mo
at the Job Service Center.
Motion: A motion was introduced by Olson, seconded by Berenschot,
and unanimously adopted: That the Board recommends the department
subcontract with Wisconsin Job Service with the specifics of the
contract costs to be forthcoming at the July 24th meeting.
