JULY 10, 1997
The St. Croix County Health and Human Services Board met on July
10, 1997, at St. Croix County Health and Human Services complex in
New Richmond, Wisconsin:

Chair Stephens called the meeting to order at 8:00 a.m., noting the
meeting was properly and legally publicized.
NEXT MEETING: The next Health and Human Services Board meeting is
scheduled for Thursday, July 24, 1997 at 6:30 p.m. at the St. Croix
County Health and Human Services/Nursing Home complex.
AGENDA: Motion: A motion was introduced by Berenschot, seconded
Bethke, and unanimously adopted: That the agenda be approved as
circulated.
MINUTES: Motion: A motion was introduced by Bethke, seconded by
Johnson, and unanimously adopted: That the minutes of the 06/19/97
Health and Human Services Board meeting and Open Hearing be
approved as circulated.
ANNOUNCEMENTS: Stephens attended the Finance Committee meeting on
07/09/97. He said there is a disagreement with the Finance
Committee over the amount of funds held at Health and Human
Services. He asked that the auditors, Loney and Krizek be at -the
07/24/97 Board meeting to reach an agreement between Hudson and New
Richmond on the amount of spendable cash there is for Health and
Human Services. Discussion followed.

Representatives from the City of New Richmond were present to
discuss the possibility of obtaining some county property for a
railroad spur for economic development. The City has received
inquiries from companies needing a railroad site near their
business. The spur would be built when the new highway is built
and the City would like to acquire the land before the road is
built. Dowd asked the amount of land the City was discussing and
the City cannot be specific as to the exact location or acreage at
this time. Stephens said the City will need to give a presentation
to the Health and Human Services Board with specific requests
regarding acreage and location. The Board would then forward to
Finance, then Zoning, and back to Finance, who would make a
recommendation to the Board. Bethke said the County Board is not
in a hurry to part with any county land. He would like to see the
County Fair move here, which would include about 45 acres, and the
farm buildings. Sinclear said there may be some merits to this
proposal if there are no other locations in the county and if this
I the best location. Horne said we currently lease the land and
is possible we could lease the land for this at a high enough price
so the County can make some money. Discussion followed. The City
will prepare a presentation for the Board for early September.
CONSIDERATION OF CLAIMS: Ziegler said the year-to-date child care
expenses are $127,473.29, with $23,565.39 for May. June bills for
child care will be paid by the State in July.
Judy Zieglerl Accountant/Accounting Supervisor, distributed the
following reportse transfer of funds report, fixed assets
purchased, and cash report. The invoice for North Central, the
contractor who repaired the roof of the 1974 building, was less
because less work needed to be done than was anticipated. Nursing
Home census is 104.
Health and Human Services Board member, Olson, reviewed the June,
vouchers and questioned or reviewed the following vouchers:
HUMAN SERVICES:
8423: Lighthouse Community Youth Center, $1,300.00, Family
Preservation Grant. Issued check to new organization for
the Family Preservation Grant.
8484: Aurora Residential Alternatives I, $4,043.95,
transitional living. This facility provides supported
living accommodations for Long Term Support clients.
8689: Food for Health, $49.00, subscription. Subscription for
use by the Public Health dietitian.
8729• Mark or Elissa Highstrom, $32.18, restitution. This is
money collected from juvenile offenders to pay back this

victim per court order.
This is not a County expense.
8738: Hospital Sisters Health Care West, $3,350.00, AODA
purchased services. Cost of care for two female clients
for AODA inpatient services.
8767: Indianhead Residential Care Facility, $5,104.001 AODA
transitional living. Cost for two AODA clients for 13
days of service at this facility.
8818: Prentice House I, $1,950.00, group home. Cost of care
for one Family and Children's client.
NURSING HOME:
411: Moffat Personnel Services, $1,996.82, cost of pool staff
for Nursing Home Bookkeeping (11884.00) and Dietary
(112.82).
440: Wisconsin Counties Association, $1,290.00, fee Lo enter
the State ITP program.
Motion: A motion was introduced by Olson, seconded by Stephens,
and unanimously adopted: The following vouchers be approved and be
made a part of the supplemental minute book pages 775 through 821:
Home Health vouchers 8373 through 8374, dated June 12, 1997, in the
amount of $66..34.
Home Health vouchers 8897 through 8919, dated June 30, 1997, in the
amount of $9,420.73.
Human Services vouchers 8375 through 8481, dated June 12, 1997, in
the amount of $87,271.25.
Human Services vouchers 8482 through 8515, dated June 19, 1997, in
the amount of $89,193.15.
Human Services vouchers 8516 through 8551, dated June 26, 1997, in

FINANCIAL REPORT: Stephens said we need a consistent, uniform cash
flow report between Health and Human Services financial reporting
and the Courthouse reporting. Borup said surplus has been applied
from prior years. He said we are not out of money now, but the
balance keeps dropping and future years are going to be difficult
to come in with a balanced budget. He said this is the fifth year
with no additional•.county monies.
Borup distributed a list of changes and position cuts since 1986
for Health and Human Services and the Nursing Home. He said we are
facing wage increases that are not reimbursed by the county, which
will also drop the fund balance. Stephens asked for the Board's
support when he goes to the Finance Committee in August. Horne
said the County Board has spent money on Perch Lake, the ag
building, etco but no additional monies have been allocated for
services. He said priorities need to be set. Discussion followed.

The Board recessed from 9:30 CO 9:40 a.m.
PERSONNEL ISSUES: Computer services are interviewing to replace
Mark Gleason's position. Rick Kinning will be leaving as of
07/18/97 and that position will be replaced as well as the position
that was vacated when Kathryn Beutel moved to her current position.
Horne said the county should consider consultant services for

Sam Kemski, Public Health, is retiring the end of July and Patty
Marson will fill her position.
Krieger announced that Centennial cookbooks are available for sale.
PROPOSITION 56: Barb Nelson presented a resolution to support
Proposition 56, United for a Healthy Wisconsin.
Motion: A motion was introduced by Horne, seconded by Limberg:
That the Board support the resolution to support Proposition 56,
United for a Healthy Wisconsin.
Discussion followed. Olson is concerned there is a duplication of
effort. She said there are mandated health classes for ninth
graders in the state and that the dangers of smoking should be
taught in that class. She said we are already spending tax dollars
on education_on the dangers of smoking. Nelson said resources for
prevention come from American Heart Association, American Cancer
Society, American Lung Association, not from the State of
Wisconsin. Nelson said it is proven that having numerous
encounters is more successful in getting people to make a change.
Stephens said he would rather table the motion with no action than
to have opposition to the resolution.
Motion: A motion was introduced by Stephens, seconded by Horne:
That the above motion on supporting the resolution to support
Proposition 56, United for a Healthy Wisconsin be tabled.

MANDATED SERVICES: Materials were given to the Board on mandated
services. Discussion followed. Borup stated more and more
questions regarding privatization of AODA services have arisen
recently. Borup stated that while it is possible to contract out
services, he urged caution as AODA fits well with other programs.
Borup will schedule an AODA report for the July 24th meeting. Dowd
would like information included as to the cost for each program and
how much is funded for each program. Board members were advised to
keep these materials as they will be referred to in future
meetings. Members will be notified when to bring this information
along to the meeting.
HOME HEALTH RATES: Administration met with Rod Paulson, CPA, to
establish 1997 Home Health rates. Borup said they are in the low
average range.
Motion: A motion was introduced by Dowd, seconded by Sinclear, and
unanimously adopted:
That the Board approves the following Home Health rates effective
08/Ol/97:
Skilled Nursing $112.00
Physical Therapy 96.00
Occupational Therapy 101.00
Home Health Aide 52.00
COUNTY FARM LAND AND CONSERVATION RESERVE PROGRAM: 25 acres of
County farm land is in the CRP program. 8.8 acres have been
approved at $40/acre, the balance has been denied. Bethke and
Borup met with CRP officials and issued an appeal for review of our
denial, but are not optimistic. Schottler has indicated he would
rent the 17 acres, but not at the same rate as the other land.
Stephens, Bethke, Borup will meet with Schottler and will have the
Board's support to reach a rental agreement for the 17 acres.

AUDIT REPORTS: The Board received copies of the certified audit
report for Health and Human Services and Nursing Home.
Stephens asked if there were any other issues to bring before the
Board.
Horne would like a discussion on decertifying beds separate of the
State's decision. Stephens said there is no reason to discuss
unless there is a dramatic change.
Motion: A motion was introduced by Berenschot, seconded by Bethke,
and unanimously adopted: that the meeting be adjourned. Time:
