Borup September 12, 1997 Farm Land to John STo CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD September 25, 1997 The St. Croix County Health and Human Services Board met on September 25, 1997, at the St. Croix County Health and Human Services/Health Center complex. MEMBERS PRESENT: MEMBERS ABSENT: Robert Stephens, Chair Leon Berenschot Chris Bethke Jack Dowd Fern Johnson Allen Limberg Mary Louise Olson George Sinclear Einar Horne STAFF PRESENT: John Borup, Health and Human Services Director Carolyn Krieger, Nursing Home Administrator Ron Kiesler, Mental Health/AODA Coordinator Mary Coty, CSP Social Worker Judy Aronson, Secretary OTHERS PRESENT: Robert Boche, County Board Chair Tom Dorsey, County Board Vice Chair John Schottler Dennis Horner, City of New Richmond Maurice Smith, Cooper Engineering Company, Inc. Holly Koehler, Student Margie Koehler Chair Stephens, called the meeting to order at 630 P.M. noting the meeting was properly and legally publicized. NEXT MEETING: The next Health and Human Services Board meeting is scheduled for Friday, October 10, 1997 at 8*00 a.m. at the St. Croix County Health and Human Services/Health Center complex. Limberg will review the vouchers at 7:30 a.m. Dowd will not be at the October loth meeting. AGENDA: MOTION: A motion was introduced by Berenschot, seconded by Bethke, and unanimously adopted: That the agenda be approved as circulated. MINUTES: MOTION: A motion was introduced by Bethke, seconded by Dowd, and unanimously adopted: That the minutes of the 09/10/97 Health and Human Services Board meeting be approved as circulated. Mental Health Awareness Week Activities: Kiesler and Coty stated the week of October Sth is Mental Illness Awareness Week. A Mental Health awareness "walk" is being planned for October 8th at 11:30 a.m., starting at the New Richmond Library, with a one mile walk through downtown New Richmond, followed by a chili luncheon (donated by area businesses). Coty stated they hope to reduce the stigma of mental illness by getting information out to the community. The ultimate goal is to get an alliance for people with a mental illness. Stephens stated he would do the walk, if the St. Croix County Board would. Boche stated if there were 100 % participation of the Health and Human Services Board then they would. Stephens asked Borup to send a letter to all members of the Health and Human Services Board asking 100% participation of all members for the "walk". It is a goal of St. Croix County Community Support Program to re-establish an alliance for the mentally ill in this area which has been absent for 10 years. Reserve Program (CRP) and County Farm Land: Stephens stated we contacted Schottler, he di not contact us when we found 60 acres that was not rented. This 60 acres of land has to be prepared, there is a lot of fence work, clean up, etc. to be done. A tentative was agreement reached on approximately 60 acres at $47/acre, increasing to $52/acre (contingent upon the Boot Camp clearing the land). If Schottler has to clear the land at his expense, contract would remain at $47/acre for nine years. Stephens stated Schottler has been a very good tenant. Bethke stated Schottler has been very faithful in cropping the land. Discussion followed. MOTION: A motion was introduced by Bethke, seconded by Stephens, and unanimously adopted: That the 25.8 acres be removed from the CRP program and that Schottler will rent approximately 60 acres at $47/acres for two years, increasing to $52/acre (contingent upon the Boot Camp clearing the land). If Schottler has to clear the land at his expense, contract would remain at $47/acre for the remaining nine years. Sinclear arrived at 6:45 p.m. Presentation by City of New Richmond for Possible Railroad Spur on County Land: Dennis Horner, City of New Richmond and Maurice Smith, Cooper Engineering, Inc. were present to give a presentation. Smith stated they would need over 600 acres for the railroad spur. Smith stated they looked at sites all over town for railway access and possibility of industrial sites with water, sewer, and electricity available. While conducting their research for this project, they Found relatively few with railway access. He stated the industrial sites near Minneapolis are expensive and have limited access. Smith stated the key element is the development cost. They want some place to develop that would be fairly easy to construct and would need to be able to complete construction of the railway spur prior to the proposed highway coming through in the r� year 2004. This is the only area the city has for an industrial park with railway access. When constructing the facility, they stated they need to provide for growth of that park. Smith stated the spur would come off the track and run north of the Health Center. Also needed would be about 150 acres for an irrigation system for Friday canning Company as a regulated disposal system, for waste water. Stephens stated that our first priority is human frailties, and our second priority is to oversee the land that was dealt to us. It is difficult to project what the value of the land will be. We are the stewards of the land, we can't manufacture land. We have an obligation to the people we serve here and to the county. We have no idea what this land is worth or what needs for expansion the future will bring. We should hang on to it. We are in no position to recommend to the County to sell this land. Bethke stated, "You are right." Dorsey stated when that road comes through, he would not want to guess what this land would be worth. Dorsey said he has no idea of selling it. Boche questioned why New Richmond was wanting to develop land they do not own. Boche stated we cannot make land, so sooner or later we will need this land and is opposed to selling any of this land at this time, Bethke stated we should preserve this farm land, we have good revenue from this land every year. MOTION: A motion was introduced by Stephens, seconded by Bethke, and unanimously adopted: That at this time no recommendation will be made to the County Board on the above and the Board stands firm on holding on to the county land. Horner asked if there could be a cooperative agreement with this Board. Berenschot asked what cooperative venture. Horner stated where we both would benefit from the value of industry coming in. It was decided Health and Human Services stands firm and makes no recommendation to annex land to the City of New Richmond. Personnel Issues: Borup stated Scott Sutton, Social Worker in the Family and Children's Unit, has resigned effective 09/26/974 Scott has accepted a position with Prairie Island Communities. Kathy Dunlap will be recruiting for a replacement. Activity Director Job Description Review: Krieger distributed copies of the old job description along with the new job description. Krieger is requesting a Hay Committee review of this job description because of the age of the old job description and the many changes in the new job description. The Hay system requires a review of any job description that changes significantly, and; will be graded to determine the points scored. Krieger stated that the Hay review will achieve fairness for the pay scale for the same educational requirements. Sinclear asked if the Activity's Director pay would decrease. Is stated the level may be moved down but the salary would be "frozen or redlined" until the salary is equal to the scale the Hay Committee reached. This would be at the discretion of the Personnel Committee. Krieger stated the new level would become the grid for an Activity Director with a 2 year degree and the present level would become the grid for an Activity Director with a 4 year degree which was the intent of the present salary level. Borup stated the job descriptions of Mental Health/Alcohol and Drug Abuse Coordinator, Long Term Support Coordinator, Mental Health/Alcohol and Drug Abuse Clinical Services Supervisor,- and Social Work Supervisors that went to the Personnel Office for a Hay System Review were reviewed and none of the five positions generated an increase in salary. Borup stated managers are administering the Hay System as directed by the County Board and is used for non -union personnel. This is the process being used here. Stephens, Sinclear, and other Board members expressed strong support for Cindy Prokash and hoped her salary would not be reduced. MOTION: A motion was introduced by Olson, seconded by Bethke. Motion passed with Sinclear and Limberg opposing: That the Health and Human Services approve the Activity Director job description updates to go on to the Personnel Office for a "Hay" System Review. Health and Human Services/Nursinb Home Report: Krieger stated the nursing home census is 112. Krieger stated there is a little construction going on in the nursing home. Maintenance is pouring concrete to make the sidewalk larger so there is easier wheelchair access. There was some discussion on building the garage for St. Croix Industries' vehicles. Boche stated he thought we had the money for the garage. Stephens stated he would like to build this garage but right now we don't have the money. Stephens stated that we will not do anything until Sinclear comes back with a cost for building the garage. Announcements: Loney has invited the Health and Human Services Board to attend the Finance Committee meeting on Monday, September 29, 1997. Stephens asked if there were any other issues to bring before the Board.
