DECEMBER 10, 1997
The St. Croix County Health and Human Services Board met on
December 10, 1997, at St. Croix County Health and Human Services
complex in New Richmond, Wisconsin.

Chair Stephens called the meeting to order at 8:00 a.m., noting the
meeting was properly and legally publicized.
NEXT MEETING: The next Health and Human Services Board meeting is
scheduled for Tuesday, January 13, 1998 at 8:00 a.m. at the St.
Croix County Health and Human Services/Nursing Home complex.
AGENDA: Motion: A motion was introduced by Bethke, seconded by
Berenschot, and unanimously adopted: That the agenda be approved
as circulated.
MINUTES: Motion: A motion was introduced by Berenschot, seconded
by Johnson and unanimously adopted: That the minutes of the
11/11/97 Health and Human Services Board meeting be approved as
circulated.
CONSIDERATION OF CLAIMS: Ziegler distributed the following
reports: transfer of funds report, fixed assets purchased,
unemployment, and cash report for November.
Health and Human Services Board member, Stephens reviewed the
November vouchers.

Motion: A motion was introduced by Stephens, seconded by Limberg,
and unanimously adopted: The following vouchers be approved and be
made a part of the supplemental minute book pages 983 through 1023:
Home Health voucher 11079, dated November 30, 1997, in the amount
of $23,159.09.
Human Services vouchers 10869 through 10934, dated November 13,
19971 in the amount of $78,073.56.
Human Services vouchers 10935 through 10976, dated November 20,
== 1997, in the amount of $111,202.35.
Human Services vouchers 10977 through 11006, dated November 26,
19971 in the amount of $173,797.15.

Stephens said the City of New Richmond is interested in County land
to develop a railroad spur. No offer has been received from the
City for purchase land. Discussion followed.
PERSONNEL ISSUES: Borup announced that Marcey Backes, Home Health
Supervisor, will retire effective 01/09/98 after 23% years of
service to St. Croix County. The county is in the process of
internal recruitment to fill her position.
HEALTH AND HUMAN SERVICES/NURSING HOME REPORT: Krieger distributed
the newsletter for the Nursing Home.
Krieger clarified the Nursing Home bed banking subject. She said
after 12/31/97, bed banking will not be an issue due to the "rate
on rate" formula used for the Medical Assistance rate. She said it
will not come up again until 1999.
Discussion held on installing an Internet site at St. Croix
Industries. It was the consensus of the Board to approve
installing a site at St. Croix Industries.
Discussion held on Long Term Support Committee minutes. Horne
wanted to know if the numbers on the waiting list for Long Term
support were duplicated. Stephens said the lay members do not get
the minutes from the Long Term Support Committee meetings and asked
that the lay members also receive these minutes in the future.
Hall said the extra monies included in the 1998 budget for Long
Term Support were to reduce the waiting list from six to three
months. Hall said the waiting list numbers given to the Board for
the budget were not duplicated numbers. She said clients have a
right to be on CIP-2/COP-W (both Medical Assistance funded) and COP
(State funded) waiting lists. A program report regarding Long Term
Support will be given at the 01/13/98 Board meeting. Horne wanted
to know how many people are on the waiting list now and how many
were on at the time of the budget.
CROIX INDUSTRIES: Ron Eichstaedt requested permission to bid or
a new 19-20 passenger bussette for St. Croix Industries. Another
bussette will be requested later in the year. Monies are in the
budget for these vehicles. In the past, these vehicles have been
obtained on a lease/purchase basis with four annual payments and a
dollar buy out at the end of the contract. Horne questioned taking
monies from the farm account rather than using a lease/purchase
arrangement. Discussion followed. It was the consensus of the
Board to take monies for the bussette from the farm account. The

Board gave permission to advertise for bids for the bussette and to
return to the Board in late January or early February.
REQUEST FOR "TEMPORARY ASSISTANCE FOR NEEDY FAMILIES --EMPLOYMENT
TRANSPORTATION PROGRAM" GRANT PARTICIPATION: The purpose of this
grant is to provide transportation assistance to W-2 participants
and Food Stamp Employment and Training Participants. Borup said
the W-2 Steering Committee supports this grant application. There
is no County cost. Borup said WESTCAP would act as the lead agency
to assist low-income population in Chippewa, Dunn, Pierce, Polk and
St. Croix to lease cars. Discussion followed. Horne said WESTCAP
is not necessary for what the county does with W-2. Horne said the
=-- grant should be submitted from St. Croix County and WESTCAP should
be eliminated from the cycle as they don't need to be involved with
this project. Borup stated WESTCAP came to us soliciting our

nvolvement. Borup stated that up to 30 cars for the five counties
could be purchased. Grant monies would cover down payments up to
$l, 500 .

That St. Croix County participate in the Temporary Assistance for
Needy Families --Employment Transportation Program Grant.
