HUMAN RESOURCE NETWORK OF ST. CROIX COUNTY MINUTES MARCH,5,1997 Present: Paula Welch, Turning Point. Barb Blaisdell, Dept. On Agiug; Ellen Denzer, Planner, St. Croix Co. Planning Dept.: Ton Holland, YMCA; Mary Lestrud. U.W. Extension; Kris Pawlowski, West CAP The meeting was called to order at 1:30 pan, by Chair, Tom Holland. BlaisdelUWelch moved to adopt the agenda. Approved unanimously. Motion made by Welch/Blaisdell to approve minutes of the January 8 meeting. Approved Uuanunously. Unfinished Business: Chair, Holland noted that uo action could be taken on the Housing Resolution because a quonuu was not present. Ne«r Bushuess: St. Croix County Planner, Ellen Denzer was present to report on St. Croix County Development Plan and how it relates to affordable housing issues throughout the county. Ellen provided the group with copies of the St. Croix County Development Management Plan Goals and Objectives, Mission and vision statements, a surmnary of the development plan survey, The Trends analysis for housing, and a flow chart of where the department is in the process. Ms. Denzer focused her report on the housing trends analysis and noted that there are a variety of opinions on the definition of "affordable housing" throughout the county. Also noted was a great amount of objection to multi family units, (excluding duplexes): The development team plans to add goals and objectives for multi family housing to the analysis. Some important points to note in the Trend Analysis include an increase of 78.5% in housing units from 1970 to 1990, the decade fi•om 1970 to 1980 experienced the greatest change, (42%). During the period of 1990 to 1994, a total of 2,125 housing units were built in St. Croix County t, averaging 425 housing units per year during that period. 28% of that activity occurred during 1994. It was noted that St. Croix County expects an overall growth of 50% within the next 20 years. The County would like to manage all growth in terms of type, location, and quality, not quantity. Overall, there vas much discussion ou the analysis and how to address the need for affordable housing in the county. Some discussion also focused on transportation needs throughout the county. Announce[rrents and Correspondence: West CAP: Kris Pawlowski reported ou the affordable housing project that West CAP anticipates funding for iu Glenwood City. Kris reported that the City has applied for a Cormnunity Development Block Grant, which if funded would include coustrlictiou of a 8 - three bedroom apartment unit in Glenwood City. The project would be of similar design to the Colfax Prairie Home Project which West CAP is in the process of building. This project will include an energy efficient design, including ecological use of "green space". Rents will be based on Dunn County Affordable Rents and families who are behveen 50 and 60 % of County Median Income would be eligible. Kris also reported that West CAP has been providing emergency rent assistance for homeless and at risk of homeless households in recent _years. Federal Mckinney finds were eliminated iu 1997. West CAP had use of FEMA fiends iu the amount of $2,800.00 for 1997. These finds have been exhausted. West CAP tracking of requests for rent and utility assistance shows a great need for additional funds. U.W. Extension: Mary Lestrud reported that the Extension will be offering "Learn The Basics" cooking classes for beginning cooks of all ages. Free child care will be available, classes are open to people of all ages. Classes will be offered April 3, 10, 17 and 24 at BaldwinN odville High School. Contact the Extension for more information. Mary also reported that the Extension will also be offering 30 minute "Money Talks" sessions in conjunction with WIC throughout 1997 and 1998. Contact the Extension for more information. The Extension is still working with the Youth Chant Project in Baldwin and refunding for the project looks hopeful. Turning Point: Paula reported that their annual meeting/dinner will be held March 20 at Susanna's Restaurant in New Richmond. Cost is $15.00. Take Back The Night Rally will be held in River Falls on April 25. The focus of the rally is to bring awareness of the need to feel safe on our streets. Booth space is available to any organization. A sexual assault workshop is scheduled for late March in River Falls. The out -reach office is still operating in New Richmond. Support groups are held in River Falls every Monday and Thursday. Turning added a full time staff person to provide support/counseling services. Paula also provided the group with the shelter statistics from 1995-1996. Department of Aging: Mary Blaisdell reminded the group that area agencies in need of occasional "outreach" office space may be able to make arrangements with area Senior Centers. Sandy is recovering from her hip surgery and is expected to be back at work in six weeks. Baldwin Community Center is still seeking funding for the new building, construction is expected to begin in June. The week of May 15 is Older Americans Week. Any agencies wishing to share information at those events are welcome. Mary also focused on an article regarding criminal penalty for divestiture, which was reported in the February, 1997 Scan News Letter. An article by Sue Kramer, Benefit Specialist, regarding reverse mortgage was also passed on to the group. Mary noted to Chair, Tom Holland that the Network agenda no longer needs to be presented to the St. Croix County Board, as this Network is no longer a Board Committee. YMCA: Tom Holland reported that the "Y' is designing a Developmental Assets Program for Teens". Thirty five youth are on the committee. Youth are matched with mentors who together are planning the activities for the program. Right now the group is in the process of planning a "wheel park" in Hudson where youth would be able to skate board, roller blade etc... . To date, the group has raised $30,000.00 for the project. Miscellaneous Discussion: Mary Lestrud noted that Baldwin is interested in locating a site for a Baldwin youth center. Also discussed was the low attendance at the last two Network meetings. Agenda Items Next Meeting: Round table discussion on homeless issues in St. Croix County. Tom will contact Ciudy Griffen at St. Croix County Human Services for suggestions on what agencies might be beneficial to such discussion. Kris Pawlowski will provide information on West CAP housing crisis services as well as tracking information on requests for such services. The location of this meeting is yet to be determined.
