INFORMATION SERVICES COMMITTEE

Meeting was called to order by Chair Ron Raymond at 1:35 p.m. Members present:
Chairperson Ron Raymond, Gerald Peterson, John Krizek, Max Irhke, Tim
Ramberg, Rich Loney and Dave Fodroczi arriving later. Excused: Tom O'Connell.
Others present: Janet Smith and Tom Belongia.
Next meeting time: October 14, 1997 at 8:30 a.m. in room 1281. Discussion on
moving monthly meeting date and time to second Tuesday of each month at 8:30
CLUES: Proposed budgets for updating the current Law Enforcement system were
distributed to the members. The Public Protection Committee is recommending a
budget of $57,259.00. This dollar amount includes purchasing/installing a new
server. With this solution all processing will still be centralized and will not lighten
the load of the server. However, the processing would be on a more powerful
machine. The current system is handling word processing, spreadsheet software
and CLUES applications for the District Attorneys office, Sheriff's department, Jail,
Emergency Government, North Hudson police department and City of Hudson.
Most departments are currently running these applications from terminals or
"dumb" PC's the processing is actually taking place at the server level. A proposed
budget of $27,580.00 would remove the processing stress placed on the current
server by using desktop PC's own CPU for work tasks while freeing up CPU space
on the RS6000. John Krizek said as counties are moving into the future they are
moving away from closed systems to PC -servers. Discussion ensued on comparing
the two budgets. John Krizek informed the committee of the "DANET" case
management system, which the state is providing for Assistant DA's. This will be
running on a WindowsNT system. With the current equipment, the clerical staff
will not be able to interface with the WindowsNT system. However, moving to PC's
will enable staff to communicate with both the RS6000 CLUES system and the
state's "DANET". We are allowed more flexibility moving towards a PC
environment. The $56,259 budget will basically be a throwaway system in 3 to 4
years with the technology that is coming. The $27,580.00 budget will enable us to
begin moving towards a PC environment. Raymond summarizes by saying both
proposals would ultimately allow for municipalities to get on. The difference being
the $56,259 would allow municipalities to get on immediately. The second proposal
allows us to move towards where we want to go (a PC environment) while freeing
needed box space and save money. We do not know what capacity amounts we need
to allow municipalities to get on or how fast it will fill up.
Gerald Peterson makes a motion for recommendation to the Finance committee not
to approve the proposed budget recommendation of $56,259 from the Public
Protection Committee to upgrade the RS6000 server. Max Irhke seconded. Motion
carried Unanimously.
Gerald Peterson motioned to recommend to Finance to approve the alternative
computer program budget of $27,580 as the mechanism to bring additional users
onto the "CLUES" systems. Max Irhke seconded. Motion carried Unanimously.
Echo John Borup updated the Committee on current Echo status. It will costs
approximately $29,000 to update Echo. With Kathryn Beutel being gone, they
would like to table the issue. To start over with a new system we would be facing
$100,000.00 in costs. Borup is optimistic the Human Services Board will approve
updating the Ehco system. Raymond questioned whether the system is solid
enough for the General Ledger to go onto it. We have kept money in the budget to
keep the G/L on the HP3000 hoping Echo is solid enough to handle the G/L. Rich
Loney has a wait and see approach, hoping the Echo system will handle the G/L.
INTERNET: John Krizek was approached by Hudson middle school that currently
have the internet and hope to offer it to the high school. To be able to do that they
are requesting to put equipment on the Government center roof, in exchange the
county would get WISCAT. If this does happen, this committee would need to put a
policy in place for Internet access. The committee gave support for John to go ahead
with the tower and Internet access.
Personnel Issues: The department is down two positions: Technical Support
Specialist and User Support Specialist. Dale Kalsow's last day was September 10.
Kathryn Beutel has had surgery and we do not have a date when she will be back.
The staff are working hard to keep up.
Clues: There will be a Clues user group tomorrow John will attend. One item for
discussion will be the fee schedule for Clues connection.
