CROIX COUNTY LAND CONSERVATION/RESOURCE & EDUCATION COMMITTEE Agricultural Center, Baldwin, WI February 17, 1997 Members Present: Leon Berenschot, Chris Bethke, Vernon Dull, Art Jensen, Ron Raymond Members Absent: Jim Cody Staff Present: County Conservationist -Charles Christenson, Kinnickinnic Project Manager -Tim Popple, Kinnickinnic Technician -Kyle Kulow, Secretary -Arlene Lier Others Present: Sam Warp-Kinnickinnic Steering Committee Member Meeting called to order by Chairman Art Jensen. Bethke made motion to adopt agenda. Berenschot seconded. Carried. Kinnickinnic Project Vouchers Jensen explained reason for the special meeting. LCC monthly meeting was held on January 7. LCD voucher ##271 ($2,024.00 - Star Embroidery - embroidered promotional items) was one of the vouchers that was reviewed, discussed, and approved. Jensen received a phone call from Finance Director Loney who indicated he was having trouble with this one voucher, thought that some county board members wanted a "free" jacket. He was going to hold voucher up and he would talk with Christenson. Christenson discussed the matter with Project Manager Popple. Popple went to Government Center and talked with Loney and assumed that the matter had been resolved. Information was given to county newspapers and the issue received much adverse publicity. Sam Warp referred to the Village of Hammond Police promoting the DARE program. Promotional items made the public aware of that program. Popple stated that advertising (public awareness) is a way to market the watershed. It is part of the program and is a common practice to get community support. Berenschot made motion to direct Popple to prepare a letter to be sent to all County Board Supervisors stating the facts (based on advice from the Steering Committee and the LCC) regarding the Kinnickinnic Watershed promotional items issue.
