Meeting called to order by Chairman Art Jensen.
Raymond made motion to adopt agenda. Dull seconded. Carried.
Homestead Estates (Town of Hudson) - Heise stated his concerns about
lots 1 and 2. Driveways and equalizer pipes should be installed by
developer to proposed building areas.
Bethke made motion to approve with recommended conditions. Cody
seconded. Carried.
Rocky Ridge Estates (Town of Somerset) - Frank Ivy, engineer
representing A & E Land Surveying, was present. Heise commented that
runoff stays on site. Drainage easement should be provided from
outlet of culvert through lot 12 to pond #13. This should be shown on
final plat.
Dull made motion to approve with recommended conditions. Bethke
seconded. Carried.
Troy Village (Town of Troy) - Location is along "F", 4 miles south of
I-94, 3/8 mile from St. Croix River. Water from development ends up
on golf course. Development includes 173 residential lots and 11
outlots are owned by the Homeowners Association (5 will be occupied by
the golf course). Two lots are located in Riverway District. Homes
will be built outside of Riverway District. Nine holes of golf course
are in the valley. Developer claims "change from farming to
development will reduce nutrient loss to groundwater by about 40%".
Shallow bedrock in housing area requires mound. systems.
Frank Ogden gave history on development. There are no wetlands or
navigable waters on site. Silt fence will be installed along Highway
F (perimeter area). Areas will be seeded and mulched. Big basin to
hold 100 year storm event. When ponds are done, will need
certification that ponds are sized correctly.
Ogden will be working with Highway Commissioner Dan Fedderly regarding
phase 1 of road construction (Highway F).
Recommended conditions:

lots 135-136 and ditch reconstruction and sediment basin to the west,
early in the construction year. All above items shall be seeded,
mulched, fertilized, and well established before allowing stormwater
to flow through draw down pipe.
3) Recommend that all constructed building pads be seeded, mulched,
and fertilized within 48 hours after being constructed.
4) All existing wells that are located on this property and not used
by the golf course, be properly abandoned using DNR procedures.
