CROIX COUNTY LAND & WATER CONSERVATION/RESOURCE & EDUCATION COMMITTEE Agricultural Center, Baldwin, WI April 8, 1997 Members Present: Leon Berenschot, Chris Bethke, Jim Cody, Vernon Dull, Art Jensen, Ron Raymond Members Absent: None Staff Present: County Conservationist -Charles Christenson, County Technician -Bob Heise, Farmland Preservation Technician -David Sander, Kinnickinnic.Project Manager -Tim Popple, South Fork Project Technician -Kyle Kulow, Secretary -Arlene Lier Others Present Don Siler-NRCS, Roger Swanson-UW-Extension, Mike Kinney -Dunn County LCD, Doug Hill -South Fork Hay River CAC Member Meeting called to order by Chairman Art Jensen. Berenschot made motion to adopt agenda. Bethke seconded. Carried. Raymond made motion to approve February 17, March 4, and March 21, 1997 meeting minutes as mailed out. Dull seconded. Carried. Next meeting is scheduled for Tuesday, May 6, 1997 at 9:00 a.m. DNR No report. NRCS Siler reported that entire month of March was spent on CRP sign-up. Preliminary figures indicate 703 (574 offers from already enrolled and 129 new offers) county landowners offered 23,808 acres (22,000 acres are coming out). Current total CRP acres in county is 42,559 acres. Bids ranged from $33-$78/acre. 5t. Croix County is in a priority area. Thanks to LCD, Fish & Wildlife Service, and DNR staff for their assistance during the sign-up. FSA No report. RC&D Berenschot reported that letter was received involving selection of officers and programs. Annual meeting is scheduled for June 15(?). WEST CENTRAL AREA Dull reported that meeting is scheduled for end of April. Barron County will be hosting the summer tour on July 15. EDUCATION ACTIVITIES Sander reported that he conducted demo of groundwater model to freshman, junior, and senior conservation classes at New Richmond High School. Will also be using groundwater model at Roberts Elementary School and work into sewage treatment plant. Conservation camp is scheduled for second week in June. The two speech contest winners, Ashley O'Brien and Kari Heebink, will give their speeches at the April 15th County Board session. Discussed setting up the groundwater model for demonstration at the next LWCC meeting. FARMLAND PRESERVATION Sander reported he is in last There is a Farmland Preservation training session scheduled in May. Rezonements are a way to get out of ag zoning. It is an open door in this county. This will be looked at through long range plan. Should these credits be paid back? Payback is part of state statutes. ENVIRONMENTAL STEWARDSHIP Discussion of proposed golf course on Gene Senrick's land (town of St. Joseph). Also discussed citation (county ordinance) on Cudd's development. PRIORITY WATERSHED PROJECTS Kinnickinnic - Popple reported that last meeting was cancelled due to snow storm. He is working on 1998 budget request. Will be submitting grant amendments. There is no funding now but hopefully will be in line for money next time. There are 3 different demo projects within the watershed. The village of Roberts is covered by Lake Project grant. Water sampling deadline is June 30. In process of doing streambank inventory. South Fork of Hay River - Project Manager Mike Kinney presented differences between traditional and alternative plan. The Citizens Advisory Committee (CAC) wants a project format that would be both completely voluntary and would allow all farming landowners to participate to some degree so as to develop a sense of community. DNR determined that present state statute and'•administrative code'do not permit this type of change. Senator Clausing has indicated support of the alternative plan. She and her staff are prepared to write the legislation to make this a pilot project. Decision would be up to Citizens Advisory Committee (CAC). Doug Hill, CAC member, stated that attitude of landowners during informational meeting was very hostile. They did not want anything to do with DNR. Every time they met with people, attitude has been the same. Cannot do�forcibly. Everything should be done on a volunteer basis. Want to provide flexibility, whatever fits their management style or economic condition. Dunn County LCC passed resolution to support the pollution reduction incentive program for implementation of the South Fork of the Hay River Priority Watershed Plan. Heise explained reason to work with technical standards (traditional plan). Sander stated that farmers need farm plan and manure management plan before phosphorus reduction will be paid for. Berenschot made motion to support concept of Dunn County on the pollution reduction incentive program. Cody seconded. Carried. Resolution to be prepared for LWCC signatures. Berenschot, Christenson, and Kulow plan to attend the public hearing to be held on April 9 at Tiffany Town Hall. Lakes Cluster Project - Christenson reported that Kling is attending the Wisconsin Land & Water Conservation Board meeting where the Priority Watershed Plan is being presented. GLEN HILLS WATERSHED Flood Plain Studv - Christenson reported being in process of paneling or marking sites for doing the aerial photography. Breach route studies are required to meet obligations with DNR. Photography will be done in next 2 weeks. Can fly anytime between now and leaf on. Will go to next Finance Committee meeting for funding when we have more accurate estimates. Annual inspection date set for Tuesday, April 22. WILDLIFE DAMAGE PROGRAM Sander reported any damage done would be this year's crop or nursery stock. WOODVILLE RECREATIONAL TRAIL No report. DEPARTMENT/COMMITTEE NAME CHANGE Presented resolution changing department and committee name to include the word WATER. Cody made motion to accept resolution. Bethke seconded. Carried. DATCP GRANT APPLICATION Approved Chairman Jensen's signature on DATCP 92.14 fund request for 1998. ST. CROIX ELECTRIC ESTIMATE - BASS LAKE LANDING Christenson stated -that when landing was started, it was noticed that St. Croix Electric had pole with guy wire which was in the parking area. To proceed, it will cost $4,952.50 to move the line. It will be put underground. Cost (50%) would come from Conservation fund and state Boating Recreation fund. Berenschot made motion to approve the $4,952.50 estimate and proceed with project. Dull seconded. Carried. AG BUILDING ISSUE - Sander reported that "Ag Building" is on agenda for the Baldwin Village Board meeting scheduled for April 9. FARMLAND PRESERVATION APPLICATIONS New application was presented for Adeline Peskar (Town of Kinnickinnic). Cody made motion that LWCC recommends approval of the new application for Adeline Peskar to County Board and forwarding to state. Bethke seconded. Carried. SUBDIVISION REVIEW Circle "C" Addition - Reviewed storm water and erosion control plans. Require reconstruction of a proposed retention pond and two other areas of fill to be spread. Also requirement that the areas being disturbed be seeded according to wn erosion control plan. Bethke made motion to approve with the stated conditions.. Berenschot seconded. Carried. Dick Stout's Addition - Reviewed storm water and erosion control plans. Heise stated several conditions. Bethke made motion to approve the plans as long as conditions are met. Berenschot seconded. Carried. VOUCHERS Reviewed vouchers. Bethke made motion to approve vouchers as presented. Berenschot seconded. Carried. MISCELLANEOUS Christenson reported that he 7 at Stevens Point. DNR has watershed projects. Looking available now. To solve the watersheds such as a ranking and Berenschot attended meeting on April $7.4 million shortfall for operating at $20.4 million total, $13 million is problem, looking at selection process for system for project priorities. Roger Swanson commented on the state budget. Wisconsin Counties Association may get involved. University Extension is being hit with $2.5 million cut, mostly out of Continuing Ed, not Cooperative Extension. Audit indicated duplication of activities, which was published in newspapers. Conclusion: Nothing serious was found wrong. Better job of reporting should be done to keep people informed of what people are doing. April meeting/training schedule for LCD staff was presented. Bethke made motion to approve. Seconded by Dull. Carried. Christenson reported that a letter was received from University of Wisconsin acknowledging tuition funds for Pete Kling's participation in the Rural Leadership Program. There will be no nomination for "tree farmer" award this year. Berenschot reported that Logghe Trucking has received DNR grant for expansion of their wood products business. Approved funding a "Trees for Tomorrow" scholarship, if a teacher is interested. Materials for "Soil & Water Stewardship" week are being distributed to the churches. Berenschot made motion to approve Regency Suites single room charge of $65.00/night (county maximum $50.00/person) for Sander while attending the WALCE Conference in February. Bethke seconded.
