Meeting called to order by Chairman Art Jensen.
Bethke made motion to adopt agenda. Berenschot seconded. Carried.
Berenschot made motion to approve May 6, 1997 meeting minutes.
Seconded by Bethke. Carried.

DNR
Kathy Nelson (Forester) introduced Mark Kubler, who is the new St.
Croix Basin Sub Team Leader located at the Baldwin DNR office.
Forestry - (Kathy Nelson, Forester) Four counties in northeastern
Wisconsin will be under a federal Gypsy Moth quarantine beginning June
11 1997. The gypsy moth quarantine will allow shipping of pulpwood,
sawlogs and woodchips from the quarantine area to non -quarantine areas
only under certain conditions. Pulpwood and sawlogs must be shipped
to a mill that has agreed to process the material within a 5-day
period between May 1st and September 1st. Material shipped to a mill
after September 1st may be stock piled at the mill, but must be
processed before May 1st. Pulpwood must be covered with a tarp to
prevent possible gypsy moth larvae from blowing off the pulpwood
during transportation. Sawlogs will be inspected by APHIS and State
Inspectors before being transported. Pulpwood and sawlogs can be
moved without inspection after June 30th if they are stored at a
staging area at least 100 feet of the logging operation and kept for 3
weeks. This would be enough time for eggs to hatch and the larvae to
move off of the harvested material. The four counties involved are
Brown, Door, Kewaunee and Manitowoc. A training session will be held
on July 15, 1997 for people handling logs, pulpwood and lumber in the
regulated counties in Green Bay, WI.
Pat Collins (Hydrogeologist-Solid Waste) - Work at the Junker Landfill
is due to begin in approximately 30 days. Actions to be performed
include installation of additional gas/leachate extraction wells, and
repair of landfill cap areas that have subsided or sunk.
Installation of carbon filters of private homeowners is almost
complete. All future construction in Sections 13, 14, and 15, Town of
Hudson, will be eligible for filters.
NRCS
Siler handed out and discussed May activity reports.
Reported that 296 contracts (51%) were accepted into the Conservation
Reserve Program from recent sign up. Plans will have to be done for
each one. Environmental scores and dollar bid were factors for
acceptance into program. Average acceptable bid was $59.00/acre.
BASS LAKE REHAB PLAN - John Eiring explained the planned efforts to
lower the lake.
The Lake District has contracted with -Barr Engineering to plan an
underground stabilization pipeline (18" diameter) which would run into
Willow River. Will pump approximately 2 million gallons a day.
Should lower the lake a little over two feet. Pump will be located in
30 feet of water, to tap cold part of lake which also has low level of
oxygen. At this location, should have little effect on fishing.
Mitigation plan for bass Lake was discussed. When adopted, District
will apply for FEMA money for 1998. Bass Lake residents have been
funding themselves.
Berenschot made motion that LWCC send a letter in support of the Flood
Hazard Mitigation Plan for Bass Lake Rehab District. Seconded by
Dull. Carried.

Berenschot reported that he attended the full council meeting on May
28. The offices of both Senator Kohl and Representative Kind were
represented. He plans to attend the annual national convention at the
Civic Center in St. Paul on June 16 and 17. Chairman Jensen will
notify County Board Chairman Boche of Berenschot's plans to attend.
Stated that RC&D is geared to rural, not agricultural oriented.
WEST CENTRAL AREA
Roger Swanson reported that Barron County will host the summer tour on
July 15.
Also explained that a calendar will again be produced from the winning
conservation posters.
EDUCATION ACTIVITIES
Sander reported: He taught at New Richmond High School (Tom Wells
class). Popple and Kulow taught 4th, 5th, and 6th graders from St.
Bridget's School, River Falls. Heise taught 4th graders at Greenfield
Elementary School, Baldwin. Kling taught 4th graders at New Richmond.

June 10-13 at Trail's End, Bruce, WI. Attempts have been made to get
students from inner city Milwaukee school to attend. Kling has
requested a grant from the Chipstone Foundation (Milwaukee) in support
of the Land & Water Conservation Camp.
Training session by Trees for Tomorrow for grant writing to be
investigated.
Lier stated that the posters were judged by Bethke (LWCC member),
Wendy Wayne (NRCS), and Tim Popple (LWCD). The winning posters were
shown to the committee.
FARMLAND PRESERVATION
Sander reported he is doing conservation plans as they are needed.
The amount of dollars involved now is different. Berenschot stated
that we have to address ag in a different manner. Management is the
key.
ENVIRONMENTAL STEWARDSHIP
Heise reported that another golf course (Gary Turnipseed) is bei

Bethke commented that the mission of the ag committee is changing.
PRIORITY WATERSHED PROJECTS
Kinnickinnic -Christenson handed out copy of letter to State
Representative Johnsrud from County Board Supervisor John Bradley
regarding the "jacket issue" and "Kling's rural leadership money". He
has contacted Adam Payne (WLCA Executive Director) and David Jelinski
(Bureau of Land & Water Resource Management Director) on needed
action. They suggested a letter be forwarded to legislators.
Discussed sending letter to Johnsrud and Harsdorf. Raymond suggested
that letter be sent from staff. Jensen made motion that staff
(Christenson) respond to allegations by supplying facts on the issue.
Berenschot seconded. Carried. Copy of Bradley's letter to be given
to Dorsey.
South Fork of Hay River - Christenson reported that he and Jensen
attended a meeting on South Fork at Menomonie with involved counties
(Barron, Dunn, Polk, St. Croix) and Senator Alice Clausing. Dunn
County supports the proposed new incentive program. Jensen informed
the group that St. Croix supports the incentive program, however not
to the point of killing the program. Senator Clausing is in the
process of preparing legislation to support some type of incentive
program.
Dunn County will stay with conventional program if incentive program
does not get approved.
Lakes Cluster Project - Kling reported: St. Croix Lakes Cluster
Project was approved by State Board on April 18. Board was happy to
see low cost, protection based project coming through. Less money
will be spent in the long run.
Bass Lake - County Highway should start by mid month on balance.of
boat landing work.
Perch Lake - Kling congratulated committee on the pending purchase of
additional land. Offer has been made and plan to close on transaction
in August. Additional land will provide better access to the park.
Squaw Lake - Terry Donovan from DNR-Spooner is working on a runoff
model of the drainage area to try to determine possible ways to change
peak flows.
Baldwin Pine -Plan to install 300 feet of riprapping.
Workshop scheduled for July 1-2 to educate staff and then the
landowners.
Stated that part of Tom Nelson's (Zoning Department) job now is to
review shoreline and septic tanks.
Dull stated that County Board Chairman Boche requested a resolution be
drafted to recognize DNR's work for restoring fisheries at Baldwin
Pine Lake.
GLEN HILLS WATERSHED
Flood Plain Study - Christenson reported his having contact with Bob
Fischer (Mississippi Regional Planning Commission) concerning process
to bid breach route studies. Fischer sent outline they have used to
prepare an RFP.
FARMLAND PRESERVATION APPLICATIONS
None presented.
BALDWIN AG BUILDING ISSUE
Reaman and Sander updated the committee on layout of the proposed
building. Corporate Express has developed a preliminary layout for
cubicles and office furniture. Layout for the conference rooms,
Extension Agent offices, and shared UWEX/LCD storage/work area are
adequate. All of the cubicles are approximately 20 sq. ft. smaller
than the original plan. LCD technician cubicles and one UWEX cubicle
need to be 120 sq. ft. to accommodate customer and work space. The
support staff cubicles need to be at least 80 sq. ft. Currently,
there is a 4 ft. hallway all the way around the NRCS open space. 'If
that NRCS open space is moved right up against the back wall and the
NRCS office, eliminating the unnecessary hallway, much of that square
footage could be used to increase the cubicles to the necessary size.
Also discussed removing the wall between the'display area and the open
space so that UWEX clientele would have a more direct access to UWEX
staff. The need to replace the existing vertical files with lateral
files was also discussed. Lateral files was a condition of reducing
the square footage in the open space. Lateral files require less
space. The ceiling height in the large classroom was also discussed.
There is concern about the 8 foot ceiling not being adequate for use
with a large screen and a large audience. Talked with Brian of Ayres
and Associates about raising the ceiling in that room and he will look
into possibilities. Not much can be changed as the building is out
for bids. Some discussion about a full basement instead of partial.
75 parking spaces. Keep LWCC informed. .Bids will be opened at 10.:00
a.m. on June 17. County Board meets at 7:00 p.m. on same date. ��
CONSERVATION FARMER AWARD
Heise reported on the suggested names for candidates. Three nominated
for conservation farmer award are: Goodrich Farm, Ken & Carla
Greiber, and Jerry Carufel.
Also nominated: Wildlife Habitat Award - LaRosa Farms (Bob & Rick
Derrick), Don Gavic, Jeff Christensen, Don Keilen, Steve Wirth. Water
Quality Award - Carol Benish.
Committee directed that rating system be worked on all and bring -back
to committee.
SUBDIVISION REVIEW
Pine Curve Addition (Sec. 19, St. Joe) - Reviewed storm water and
erosion control plans. Heise stated several conditions that have been
resolved. Jensen made motion to approve the plans as presented with
one condition: That the necessary permits be obtained by the DNR and
St. Croix County. Jensen made motion to approve with the stated
condition. Cody seconded. Carried.
After discussion, LWCC decided in the future to only review and
approve subdivisions which have no conditions.
VOUCHERS
Reviewed vouchers. Bethke questioned the vouchers for Wildlife Damage
1996 claim payments. Christenson explained the process for claim
payments.
Berenschot made motion to approve vouchers as presented. Raymond
seconded. Carried.
MISCELLANEOUS
Lier presented the LWCD/NRCS meeting/training calendar for June.
Roger Swanson announced that Conservation Observance Day will be held
on Friday, June 27, at Lorcrest Farms, Blair (Trempealeau County).
