Berenschot made motion to adopt agenda. Bethke seconded. Carried. Dull made motion to approve October 7, 1997 meeting minutes. Seconded by Bethke. Carried. Next meeting is scheduled for Tuesday, December 2, 1997 at 9:00 a.m. DNR No report. NRCS No report. FSA No report. RC&D No report. WEST CENTRAL AREA Berenschot and Dull attended the area awards ceremony and fall speaking contest on October 29 at UW-Stout. The Wildlife Habitat award winners, Don & Cindy Kellen, were honored during ceremony. Sander reported results of speaking contest. Heise reported on pilot project in Chippewa County on Quality Improvement Process. Process involves FSA, NRCS, DNR, UW-Extension, and LCD's (or LWCD's). It is a process to get local agencies to interact in making decisions and decide who is going to do what. It will replace the "Memorandum of Understanding" now in effect. EDUCATION ACTIVITIES Sander reported: Heise conducted a class using the Enviroscape model for Glenwood City Elementary School 3rd graders. Sander taught "woodland management" to Baldwin -Woodville High School sophomores and juniors. County speaking contest was held on October 7. Berenschot was a from LWCC. Six out of approximately 40 River Falls students participated in county contest (elementary division). Three out approximately 60 Baldwin -Woodville students participated in the contest (senior division). FARMT—A1dD PRESERVATION No report. ENVIRONMENTAL STEWARDSHIP No report. ST. CROIX COUNTY COMPREHENSIVE PLAN Discussed land use planning and LWCD staff involvement. PRIORITY WATERSHED PROJECTS Kulow reported: Watershed staff is committed to assist with CRP signup until November 14. judge of county Lakes Cluster - Bass Lake - Reported that lake has dropped 2 inches since pumps were turned on, however probably due to dry conditions and not pumping. Pump cost more than $1,000/landowner. Finished riprapping and planting trees and shrubs at boat landing. Shoreline revegetation workshop for lake property owners to be held on November 19. Perch Lake - Finished drop inlet structure and fencing to keep people off the structure. Squaw Lake - We have spring runoff volume calculations and will evaluate wetlands (to be used as sediment catchment basins). Landowner cooperation is expected to be high in the watershed. Shoreline revegetation workshop for lake homeowners will be held for lake homeowners on November 5. Kinnickinnic - Kulow handed out copy of article "Europeans tour Kinnickinnic" which appeared in the River Falls Journal. Also handed out list of EQIP/watershed projects. Dan Burgess has replaced Mike Dreischmeier as the new watershed technician in Pierce County. He will be part-time until December. Staff will try to complete streambank and barnyard inventories after November 14 (end of CRP signup). Cody asked whether manure pits are monitored. Heise stated that they are monitored according to NRCS specs. Christenson reported on budget status of 1998 priority watersheds. Tentative budgets for all projects have been received. Approvals based on a s of 1997 budget. South Fork - $1,321 more money. Lakes Cluster - Cut $243 and in trouble. Kinnickinnic - $9,900 less than 1997 budget. Overall budget reduced $8,822. Will request shift in funds between watersheds. With adjustment, should be able to operate. Raymond commented that we could again have funding problems in 9-10 months. EQIP Plan - Discussed how to control funding, projects where both watershed and EQIP funds are available. Would be eligible for cropland payment. How do we avoid duplication of funding? Staff should go over and develop guidelines. South Fork of Hay River - Project Manager Mike Kinney attended meeting. Discussed county resolution to approve the project plan. Resolution to be prepared. Will be on next county board session agenda. GLEN HILLS WATERSHED Flood Plain Study - Christenson reported that he has been working with Daryl Sather -Horizons Inc, to determine cost estimates and method of doing digitizing and breach routes. Should have estimates by December meeting. Have experienced trouble with alarm signals. Baldwin Telecom has been involved in resolving problems. They should all be operational now. Heise mentioned problems with Communications Center/dispatcher. Emergency Communications Center staff are having a problem with handling signals. Do not seem to want to handle direct signals from the dams. Berenschot questioned the danger of homes built in the flood plain. The moratorium is now in effect. Will develop breach route studies of the home which was built in flood plain. WILDLIFE DAMAGE PROGRAM Sander stated that he is working on project which would use Wildlife Damage Program funds along with private funds to process donated deer for local food shelves. BALDWIN AG BUILDING UPDATE Items reported: Building brick is being completed and sheet rock is going on. Final grading is being done on site. Working with Ralph Robole-Facilities Maintenance Manager on office equipment. LAN/WAN project is progressing slowly. There is a problem with moving the satellite dish. The old brochure racks will have to be used initially rather than new ones. Discussed erosion control concerns at building site. As directed by LWCC at October meeting, staff sent a letter to Highway Commissioner Fedderly suggesting use of best management practices at the site. Copies of letter to Highway Commissioner and the reply were given to LWCC. WESTERN PRAIRIE HABITAT RESTORATION AREA No report. Suggested that DNR staff (Kris Belling or Harvey Halvorsen) attend December LWCC meeting to update committee on proposal. 1998 BUDGET Christenson reported that department received block grant in amount of $165,000 for 1998 and 1999. WLWCA ANNUAL CONFERENCE Conference will be held December 3-5 at Holiday Inn Madison West, Middleton, Wisconsin. Berenschot, Bethke, Heise and Christenson plan to attend. FARMLAND PRESERVATION APPLICATIONS No applications were presented. SUBDIVISION REVIEW Wes Halle Subdivision (Sec. 5 - Town of Richmond) - Heise presented storm water and erosion control plans which were reviewed. He and the engineer are in agreement on the recommended items. Berenschot made motion to recommend that the plans are acceptable and a letter be forwarded to the Planning & Development Committee. Cody seconded. Carried. Reviewed vouchers. Bethke made motion to approve vouchers. Seconded by Cody. Berenschot questioned whether the $1,736.86 payment for building rent would help our budget when we move to new ag building (county owned). Christenson explained that the building rent does not come out of the LWCD budget. Carried. MISCELLANEOUS Discussion on proposed name change of Woodville Trail to Wildwood Trail. Lier presented the LWCD/NRCS meeting -training calendar for November. Berenschot made motion seconded. Carried.
