Project Description: Installation of a stream ford crossing within the Floodplain Overlay
Zoning District
Dear Mr. Doornink,
Community Development staff have reviewed the Land Use Permit application for the construction
of a ford crossing on tributary of the Rush River in the Floodplain Overlay Zoning District pursuant
to Chapter 17.40. The request has been conditionally approved based on the application
submission and the following findings:
• Land disturbance is necessary to construct a ford crossing on a tributary of the Rush River.
• The stream floor of the tributary consists of sand, gravel, and rock. Sediment and rocks removed
will be replaced with gravel.
• Maximum amount of sediment removed will be less than 100 cubic yards.
• The proposed design meets and exceeds technical standards.
• Concrete cattle panels will be 4 ft by 12 ft and 12 inches thick and will be placed over gravel at or
below grade and will not hinder water flow.
• The ford crossing will be located a minimum of 25 ft from the natural gas pipeline.
• The Wisconsin Department of Natural Resources issued a permit (#GP-WC-2021-56-00890) for this
ford crossing.
• The St. Croix County Resource Management team has approved of this project.
Based on these findings, approval of the Land Use Permit is subject to the following conditions:
1. The Land Use Permit placard and DNR permit will be posted at the work site and all permit conditions
will be followed.
2. It is the applicant's responsibility to secure any other required local, state or federal permit(s) and
approval(s) prior to land disturbance activity.
3. Failure to comply with the terms or conditions above may result in the revocation of this permit by
the Zoning Administrator pursuant to Chapter 16.570.1.

This approval is subject to the conditions listed above it does not allow for any additional
construction structures or buildings beyond the limits of this request. Your information will remain
on file at the St. Croix County Community Development Department suite. It is your responsibility to
ensure compliance with any other local, state, or federal permitting or regulations, including
contacting the Town of Hammond and the Army Corps of Engineers to inquire if additional
permissions are required.
This permit is valid for one year, with the possibility of up to two (2) six-month extensions if the
applicant submits the appropriate permit extension fee and documentation to the Zoning
Administrator. A copy of the Land Use Permit placard should be submitted to the town's local
Building Inspector upon applying for town building permit(s). The orange placard must be posted
on thejob-site and visible from public view.
