Dates and Times of Future Meetings ADJOURN (Items may be taken in different order) ** Additions /Changes /Corrections Items for County Board approval must be submitted to the County Clerk's office by Wednesday morning preceding a County Board meeting. 3/20/2008 8:36 AM St. Croix County Meth (AODA) Advisory Committee Meeting Minutes March 27, 2008 Members Present: Tom Caflisch, Steve Kirt„ Denise Gunderson, Tom Hennes,, Eric Johnson, Sheriff Dennis Hilstead, Jen Rockhill, Dave McQuillan, Doug Briggs, Amber Perry, Ed Thurman and Joan Sprain Guest: Amber Smieja, Youth Service Bureau Steve IUrt chaired the meeting in Esther Wentz's absence. He called the meeting to order. Denise Gunderson moved and Tom seconded to approve agenda. The February minutes were amended to correct the spelling of Hazelden and remove Amber Perry from the list of attendees. Tom Hennes moved and Doug Briggs seconded to approve the February minutes, 1. Youth Service Bureau Update -Jen Rockhill Jen reported about Baldwin schools presentation on alcohol & marijuana & cutting to youth Also working with New Richmond schools and police 2. Alternative education -Doug Briggs Doug reported they need WI certified teachers at YSB YCAPP programs. Jen reported that the teacher is willing to get WI license but would like help with extra financial costs. 3. Drug Court — Update — Amber 20 clients Hazelden donated books /journals. Only lost 2 participants in 2 years. Some people are thinking about a juvenile drug court. 4. Open Door Rescue Mission — Tom Hennes Will be going before Hudson Planning Commission to gain approval for a conditional use permit for the Bear Buddies building. Also, looking at focus in light of Exodus House male facility. Asked to consider a youth focus. Therefore, looking at a women and children's facility with maybe a family room. Had a special Board meeting and asked Joan Sprain, FLA to join Board. She will be serving in this role as a volunteer. Tom clarified request he made last month. He would like a letter of support not endorsement to take to Hudson Planning Commission. Because of open meeting law, we request that it put this on our agenda next month. 5. Goals and Strategies Steve shared that Tom & Denise will not be on the County Board after April. Esther will continue. County Board will need to decide if existing committee should continue. Discussion centered on how it should continue because it legitimizes committee work. Denise will communicate with Esther and create a letter to the new County Board regarding the importance of this committee. Denise will draft a letter. 6. Meth and Alcohol Information Update $89,000 CAR grant has been approved for all of St. Croix Co. First round of compliance checks have been scheduled. The St. Croix Co. model has been replicated throughout the state and WI DOT wants to bring St. Croix Co. folks to national meetings to share with others. Denise suggested that there be more publicity regarding this. Drug Endangered Children Committee has created a MOU for all units in St. Croix and Pierce on protocols. Meth was major push behind it. Now any drug endangered child including alcohol. MOU coordinates what all agencies will do to take care of child. Now protocols are being taken around to each jurisdiction. Includes participation of the hospitals which really helped make this happen. Will consider making a presentation to new Board members. Joan and Jen shared how they met before the meeting on ways YSB & UWEX can work together on parent education. Jeri also shared how she and Doug have been able to connect and create an informal big sister between families... Joan also reported that there will be a Strengthening Families class in Somerset in June. More details will be available a next meeting. Denise reported that the Butterfly House will be having a garage sale in June to raise funds. Next Meeting Thursday April 24 Room 1286 Government Center Steve called meeting adjourned. Steve moved and Denise seconded to approve the January minutes, 1. Rescue Mission: Tom reported on the progress of Rescue Mission. He was not asking for an endorsement but support. The building that he is looking at is located in the former Bear Buddies Child Care Center. It would house 14 women and men with emergency and program beds. The program will be a 24 hour12 step faith - based program. He is looking at licensing requirements. Discussion centered on the need for a business plan, whether or not a county organization can endorse a faith -based program and whether or not it is filling a need, whether or not non Christians would be served. The Rescue Mission will be placed on the agenda each month for updates. 2. Youth Service Bureau Update /Alternative Education Program Doug Briggs contacted schools and looked at the existing needs. Six schools are in the same conference and there would not be enough students for a stand alone program. Hudson is in a different conference and considered a different program but decided not to go ahead. There is no requirement for expulsions unless special education. Stillwater would have open slots for St. Croix Co. Schools. They would need a dual teaching certificate. Joan Sprain offered to look into the Washington Co. P.L.A.C.E. for students on probation. Youth Service Bureau will follow up. The sub - committee's work is finished thanks to Doug and Jen. 3, Restorative Justice program will be postponed to next month's agenda. 4. Drug Court Update: The first participant graduated last week. Many members commented on how this was a milestone in the program. 5. Goals and Strategies Eric was concerned that with the new name of the committee that Meth will be lost. Display is available for any of us to use. Denise recommended a group be formed to keep education going. We are charged as a committee until April. We also need to continue to invite Doreen to the meetings. Esther asked Joan to include e-mail sites regarding Taproot, and Tots and Tonic she sent in the next minutes. Next meeting: March 27 3:00 PM Adjourn: 4:30 PM Respectfully submitted, Joan Sprain
