Chair Esther Wentz called the meeting to order.
ROLL CALL
Present: Esther Wentz, Sheriff Hillstead, Supervisor Bill Cranmer, Ed Thurman, Doreen
Rivard, Tom Hennes, Melissa Hainers, Officer Doug Briggs, Eric Johnson and Joan Sprain
APPROVAL OF MINUTES OF PREVIOUS MEETING — Bill Cranmer moved and Doug
seconded to approve the agenda. Tom moved and Doug seconded to approve the minutes.

OLD AND NEW BUSINESS
1. DOJ (Department of Justice) Grant —
Doug Briggs shared the Youth Service Bureau will be writing a concept paper for eventual funding
from an OJA Grant for $50,000. This would fund truancy, substance abuse and mental health
programs. Somerset High School agreed to be the fiscal agent but YSB will also talk to Fred
Johnson, Director of Health and Human Services, to see if he is willing to be the fiscal agent.
Discussion moved to evidence -based practice and how to define that.
2. St. Croix Valley Restorative Justice — No report
3. Committee Reports
Butterfly House Update: Doreen reported they were grant funded through numerous small grants
and in -kind services of Doreen Rivard. Their mortgage is a major liability. Clients pay at the
Butterfly House as well. Starting, the Butterfly House had a difficult learning curve but it is going
well now. A mental health therapist has been added to work with clients. Two clients are working
to get their GED's. The House is also serving young mothers without custody. St. Croix County
has had two clients at the Butterfly House. There will be a garage sale at the Butterfly House and
donations are being accepted there. An open house is scheduled for June 22 from 11:00- 2:00p.m.
The advisory board consists of recovery people, Denise Gunderson and Doreen Rivard.
4. Goals and Strategies
Steve suggested we look at how to coordinate AODA activities in the County which may include
school AODA and YSB. Identify who we need to work with — possibly Brad Nemec of Somerset,
Patti Phillips of Baldwin, etc. Education about meth did have an impact. Eric Johnson, District
Attorney, questioned why the county didn't receive earmarks as other counties are getting federal
earmarks. Congressman Obey was able to get funds for his area. Congressman Ron Kind, who
represents our area, does not believe in earmarks. We have received some, but not much from this
source. Discussion centered on how we could gain support and the money. The Burne Grant will
get nothing in 2010.
Joan Sprain shared a discussion she had with Amber Perry regarding Community Action's program
of having Drug Court participants speak in the schools. We could think about how to do this as we
work on connecting with the schools.
Liberty Group will be starting at Chisago County. Doreen will be doing it. This is a drug education /
recovery group.
Joan also reported a Strengthening Families for Parents and Youth Age 10 -14 will be held in
Somerset on Thursdays, June 12, 19 & 26 from 1:00 -5:00 PM at Christ Lutheran Church. This is
planned in cooperation with Grace Place.
5. Group Membership
Additional members include Supervisor Bill Cranmer and Ken Kolbe who are the new county
supervisors on the committee.
6. Open Door RESCUE Mission
Tom Hennes reported their request for a variance passed Hudson Planning Commission and will be
going before the City Council on May 19 Would like support of this group. We are invited to
attend the Council meeting at 6:45 at City Hall. Open Door Rescue Mission is a short-term (one
year) shelter for women and children.
