CALL TO ORDER
Supervisor Esther Wentz called the meeting to order.
ROLL CALL
Present: Supervisor Esther Wentz, Supervisor Bill Cranmer, Supervisor Ken Kolbe, Officer Doug
Briggs, Amber Perry, Dave McQuillan, Jen Rockhill, Joan Sprain, County Board Chairman Roger
Rebholz, and Chuck Whiting, County Administrative Coordinator
APPROVAL OF MAY AGENDA— Bill Cranmer moved and Jen Rockhill seconded to approve
the May agenda.
APPROVAL OF MINUTES OF PREVIOUS MEETING Doug Briggs requested that the
minutes reflect the proposed fiscal agent for the DEC grant is the city of Somerset not the high
school. Bill Cranmer moved and it was seconded to approve the minutes.
DATE OF NEXT MEETING: Thursday June 22" at 3:00 PM in Room 1281
OLD AND NEW BUSINESS
1. There was no election of officers. At the June 4 th meeting, the Administrative Committee
will determine if this is a County Board standing committee or ad hoc.
2. Department of Justice concept paper for grant. Youth Service Bureau Doug Briggs
reported that if funded this will pay for a Chemical Health Prevention Specialist to work with all
school districts in St. Croix County (based on Stillwater model). The village of Somerset is the
fiscal agent. Because it is a concept paper they haven't approached school districts yet. Jen
explained in Stillwater this program is in 2 junior highs and the high school working in class
room and with chemically dependent students and parents.
Questions included: Are schools notified of chemical use issues? What are the trends in drug
use? Discussion followed regarding data from municipal courts which show that the most used
drugs are alcohol, marijuana & prescription drugs. Two groups will take unused prescription
drugs: The Free Clinic & Doctors without Borders. There is some movement for prescription
drug tracking.
3. DEC of St. Croix & Pierce counties is working to get the protocols in place to deal with
the issue. MOU has been created with child protection, law enforcement, hospitals, DA etc.
Doug is going around and presenting to all law enforcement. Will be getting signatures from all.
Prompted by children endangered by meth now it includes all drugs.
4. Butterfly House: Esther shared that their open house is June 22, 2008.
5. Jen handed out Prevent and Reduce Underage Drinking, Surgeon General's call to action
publication. Further discussion included how the St. Croix Co. Underage Drinking Coalition
does compliance checks, employee training, traffic safety and other activities. $89,000 Grant.
Discussion continued regarding the issue and ideas regarding need for some action. Jeri
mentioned that the Insight program (virtual school) that may be another resource in Wisconsin.
Joan mentioned UWEX Positive Parenting of Teens training with New Richmond and Baldwin -
Woodville and will discuss goals of this group and potential for working together. Could also
work with faith community, YMCA, and other groups. Doug suggested Rotary and Lions etc.
We talked with Kiwanis about Meth. Chuck mentioned they are always looking for
presentations. The Lions Clubs, too. Joan suggested we create a speaker's bureau and advertise.
Could do something like we did with the Meth brochure to include underage drinking. Dave
suggested that we put on the next agenda the revision of the brochure and formation of speaker's
bureau. Esther suggested we also inform the public of the formation from an ad hoc to a
standing committee. Roger suggested that these become our committee goals.
6. Goals & strategies: Alcohol is the priority
Prescription Drugs second
Meth should be included, too.
First goal: Revise brochure.
Second goal: Make a list of people working on this and what they are doing.
Third: Forums and community education. Speaker's bureau.
Fourth: Meth display and schedule events. (Joan will see if UWEX Meth grant could cover the
fee for the County Fair booth)
Another point of discussion, Ken raised is the problem of ambulance responding to alcohol and
other drug related calls and how they are not reimbursed. Esther shared that this committee does
not give out money and focuses on prevention. Roger shared that this could be a part of our
educational goals to inform the public of this issue. At out next meeting we will know meeting
schedule.
Membership: Anyone interested in attending can. We have a good group.
Bill asked Dave how Drug Court is doing. Currently there are 19 could have 24. There has
been one graduate. Drug Court has had more success than failure.
