CROIX COUNTY GOVERNMENT CENTER — ROOM 1281 1101 CARMICHAEL ROAD, HUDSON WI 54016 CALL TO ORDER Chair Esther Wentz called the meeting to order. ROLL CALL Present: Esther Wentz, Sheriff Hillstead, Supervisor Bill Cranmer, Ed Thurman, Roger Rebholz, Dave McQuillen, Jen Rockhill, Ken Kolbe, Brandon Kuhl, Amber Marko, Steve Kirt and Eric Johnson APPROVAL OF MINUTES OF PREVIOUS MEETING — Bill Cranmer moved and Ken Kolbe seconded to approve the agenda. Bill moved and Jen Rockhill seconded to approve the minutes. DATE OF NEXT MEETING: Thursday July 31st at 3:00 PM in Room 1281 - Government Center, Hudson OLD AND NEW BUSINESS 1. Committee Name: The Administrative Committee approved our committee as a standing committee. They felt that it would be better named Substance Abuse Committee. Bill Cranmer moved we accept the title Substance Abuse Committee and Jen Rockhill seconded. Discussion followed. Eric Johnson felt that it should continue as the Meth committee as we do not want to lose sight of the problem even though we had witnessed success in diminishing the problem to date. He was also concerned the focus may be too large under Substance Abuse title. Sheriff Hillstead agreed with Eric that we needed to remember our successes but he felt that we need to remain aware that the gain is still a tenuous one. Esther stated she felt that the need to focus on teenage drinking is more pressing at this time. The vote to change the name to Substance Abuse Committee was unanimous in favor. 2. Election of Officers Esther Wentz was reelected as Chairperson Steve Kirt was reelected as Vice Chairperson Joan Sprain was reelected as Secretary REPORTS 3. MADAM Booth The booth will be funded for operation at the St. Croix County Fair by U.W.- Extension. Drug Court and YSB participants will be called upon to assist Joan, Jen, Amber and Doreen in covering the booth. 4. DOC Grant DOC approved the concept and has extended an invitation for the application. The budget has not been determined but will likely start with one staff. The focus will be on helping schools with drug abuse curriculum, working with youth who have drug issues in the family, underage drinking policies, etc. Each school will define its own needs and focus. The next step is to get the schools on board. 5. Restorative Justice Item has been on the agenda for several meetings. Ann Davey requested it and invited Chris Minor to present but she has not been able to make it thus far. Jeri Rockhill volunteered to contact her again. GOALS AND STATEGIES 6. Brochure Alcohol, prescription medications and methamphetamine are continued priorities as identified at last meeting. Development of a new brochure that would add teenage drinking was decided as a worthy venture. Bill Cranmer, Jeri Rockhill, Esther Wentz and Steve Kirt volunteered to be on the sub - committee. 7. Speakers Forum Need to define an audience was discussed. Possible ideas mentioned were schools during the regular school day and/or at an orientation for parents and youth as well as youth groups. The Surgeon General's Call to Action pamphlet was passed around. There are three pamphlets, targeting parents, community and educators. Jeri Rockhill will check to see if the U.W. — extension can get them. 8. Speakers Bureau Topic was deferred until after the brochure is developed. 9. Miscellaneous A new map showing meth cases sent to the State Crime Lab was distributed by Eric. It shows the progress made (84 cases down to 38 cases in 2 years) but also that St. Croix County is still dealing with a larger number of cases per year than all but two other counties. Yet, the Feds bypassed St. Croix County when it distributed money related to dealing with Meth around the State. The Sheriff also reported that the Byrne Grant, used to help smaller departments investigate drug crimes, was ending in 2009 after being cut back quite a bit.
