Substance Abuse Committee July 31, 2008 St. Croix County Government Center Members present: Amber Perry, David McQuillen, Supervisor Roger Rebholz, Supervisor Bill Cranmer, Eric Johnson DA, Supervisor Ken Kolbe, Sheriff Dennis Hillstead, Ann Davey, Jennifer Rockhill, Sue Curtis, Steve Kirt Supervisor Esther Wentz & Joan Sprain Guests: Bonnie Scheel, Kris Miner, Sandy Fuller Chair Supervisor Esther Wentz called meeting to order. Supervisor Roger Rebholz moved to approve the agenda. Supervisor Ken Kolbe seconded. Supervisor Ken Kolbe moved to approve the minutes of the June 26 meeting. Supervisor Roger Rebholz seconded. 1. Committee name and status: Esther explained the background regarding the new name. The new name is St. Croix Co. Substance Abuse Committee. 2. Reports A. DOJ AODA Initiative St. Croix Valley Youth Service Bureau, Somerset Police Department, St. Croix Co. Human Services are applying for a WI Office of Justice Assistance Grant to engage communities and local school districts in aggressive, evidence based activities to reduce alcohol and other drug usage among youth and will provide school based prevention, early intervention and post treatment support for students, families and faculty. Sandy Fuller, YSB Grant Fund Developer explained the need for 10% in -kind match and Jeri explained need for signatures for committee requirement. Paperwork was passed around to have the Substance Abuse Committee members sign. Questions were asked and answered: Discussed how the county would not be expected to provide money. Fred Johnson, SCC Health & Human Services Director - fiscal agent YSB will work to get money from community organizations/ Will connect with UWEX Strengthening Families for Parents and Youth Age 10 -14 Three of 6 school districts have signed on. B. Youth Service Bureau Jen Rockhill shared SAMSA maps of alcohol and prescription drug use nationwide. St. Croix Co. is high. C. SC Valley Restorative Justice Kris Miner shared information regarding this program. Restorative Justice is a process to involve those who have a stake in a specific offense to collectively identify and address harms, needs and obligations, in order to heal and put things as right as possible. The St. Croix Valley program includes: victim impact panels, victim offender conferencing, victim empathy seminars, underage consumption panels, safe teen driving circles and training. Questions and answers: Assessment is not a part of class but there is a post session interview. Funded through $60 class fee and grants etc. Need more volunteers. Other communities are interested. Promoted at Prevention Conference. Mandated as part of underage drinking offense. Different classes for different offenses. Schedules are on line. D. Goals & strategies Education and prevention is primary goal. 3. Meth and Alcohol Information Update Updates from Steve have been helpful Joan Sprain shared her experiences hearing from teens at the MADAM Booth at the St. Croix Co. Fair. There is a participant from Butterfly House that is very interested in sharing her life experiences and story with others in the county. 4. Brochure Update; A meeting was held and decided the target brochure would be for parents and caregivers. It would include data and statistics. 5. Other Drug Court: Amber Perry reported that there are 19 participants. She is working on annual report. There is no movement on Youth Drug Court. There are currently 4 alcohol abusers in Drug Court and the team is looking at other ways to monitor use. . 6.
