Therefore, this notice also serves as notice of a meeting of the County Board for the purpose of obtaining information relating to subjects listed above for use at future County Board meetings. (Items may be taken in different order) *Additions /Changes /Corrections DATE: January 26, 2011 MINUTES COMMUNITY DEVELOPMENT COMMITTEE FEBRUARY 3, 2011 CALL TO ORDER: Chair Hermsen called the meeting to order at 4:40 p.m. ROLL CALL - Members Present: Supervisors Steve Hermsen, Sharon Norton- Bauman, Robert Shearer and Buzz Marzolf. James Stauffer, Lorin Sather and Ken Graf were absent. County Board Chair Daryl Standafer arrived at 5:15 p.m. to establish a quorum for Land and Water Conservation business. STAFF PRESENT: Dave Fodroczi, Jennifer Havens, Ellen Denzer, Kevin Grabau and Bob Heise. GUESTS: None AGENDA: Motion by Shearer, 2nd by Norton - Bauman to adopt the agenda. Motion carried. CONSENT AGENDA: Motion by Norton- Bauman, 2nd by Shearer to adopt the consent agenda approving the Minutes of January 11 and setting the date of the next meeting for February 17, 2011, 6:00 p.m. in Hudson. Motion carried. OLD AND NEW BUSINESS St. Croix Nutrient Management Farmer Education Grant Program: No Committee discussion or action. Chair Hermsen signed the necessary grant documents. Review Recycling Ordinance: Committee and staff discussed two remaining wording issues from previous meetings. Denzer reported that staff had reviewed the use of the term "business" in the ordinance and recommended removing the term from the definitions to eliminate confusion. Committee discussed and agreed. Denzer then reviewed possible exception language for burning non - recyclable paper and cardboard. She also reported on feedback on questions about toxic hazards of burning trash from a Wisconsin Department of Health Services toxicologist. Committee discussed and agreed not to further revise the draft ordinance language. Motion by Marzolf, 2nd by Norton - Baumann to forward the current draft of the ordinance for legal review prior to scheduling a public hearing. Motion carried. Zoning Ordinance Amendments for Kennels: Fodroczi and Grabau presented and discussed handouts on suggested changes to the kennel provisions in the Zoning Ordinance. Suggested changes included new definitions for private kennel and commercial kennel, new general standards for all commercial kennels, and suggested listings for kennels as permitted uses or special exceptions in the various zoning districts. Staff also presented a summary of related kennel provisions from several current county zoning ordinances from throughout Wisconsin and other states. Discussion. Motion by Marzolf, 2nd by Shearer to approve the suggested changes and have staff prepare them as formal ordinance amendments. Norton - Baumann expressed concerns that the proposed setback standard of 150 feet was not adequate. Marzolf also thought the provisions could be clarified for how they apply to puppies and litters. Further discussion. Marzolf and Shearer withdrew their motion and second. Committee directed staff to use the suggested changes to draft the ordinance amendments for Committee review, and the outstanding issues could be further discussed when presented. 1 Set grain prices for claims in the Wildlife Damage Program: Heise reviewed a memo from Cindy Blonk of the Burnett County LWCD who coordinates wildlife damage estimates for several counties. Recommended 2010 crop damage pricing included corn ($3.74 per bushel), soybeans ($10.12 per bushel) and organic soybeans ($27.50 per bushel). Discussion of Wildlife Damage Program policies and procedures. Motion by Norton - Bauman, 2nd by Shearer to approve the recommended 2010 pricing for the Wildlife Damage Program in St. Croix County. Motion carried. Heise will present the proposed crop damage claims to the committee at the February 17 meeting.
