COUNCIL ON AGING AND DISABILTIES MEETING
January 20, 2011
County Board Room, Hudson, WI
CALL TO ORDER: Chair Nelson called the meeting to order at 9:00 a.m. Pledge of Allegiance was said.
ROLL CALL: Supervisors: Al Schrank, and Sharon Norton - Bauman, Richard Marzolf; Council members:
Sue Nelson, Vera Grant, Michelle Chevalier, Deb Brennan and Lois Burri. Also present Administrative
Assistant Renea Aeschliman; Caregiver Support Coordinator Nancy Abrahamson; Community Services
Coordinator Tracy Davis; Information & Assistance Specialist Kelly Weber; Student Intern Jessica McIntyre;
Health and Human Services Director Fred Johnson; ADRC Manager Brad Beckman; and HHS Financial
Manager Tonya Kusmirek;. Excused were Supervisor Wentz, Council members Judy Harrison- Belisle and
Ramsey Lee.
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes was made by Supervisor Marzolf;
seconded by Council member Grant; motion carried.
DATE OF NEXT MEETING: Thursday, February 17 in the County Board Room of the St. Croix County
Government Center in Hudson.
Old Business Confirmation of the October 21" meeting actions. Chairperson Nelson informed the
Council the October meeting agenda was not properly posted, so all motions would need to be reviewed.
All motions made would be retroactive to October 2010.
1. Monthly Financial Report: Beckman distributed financial information for the ADRC and the Aging
programs as of January 10 representing December revenue and expenses. HHS Financial Manager Kusmirek
reported Fund 205 — Aging is currently showing a profit with some expenses still outstanding. Fun 230 —
ADRC is currently showing a deficit due to a time lag in revenue from the state. Kusmirek also pointed out that
some capital expenses still need to go through. Discussion on 2011 expenditures followed. Kusmirek
explained that as there is now a history on MA Match revenues, expenditures decisions can be made in a more
timely manner. Johnson informed the Council a meeting has been set up with the auditors to review the chart of
accounts to make their j obs easier. The audit of the 2010 books will be done in June.
2. Consideration of Claims & Vouchers: Council member Chevalier reviewed the vouchers. A motion to
accept the vouchers as presented was made by Council member Chevalier and seconded by Supervisor Norton -
Bauman; motion carried. Please see page 3 for a list of vouchers reviewed by Chevalier. Council member
Grant will review next month's vouchers.
3. Aging Updates: Beckman mentioned the AARP Tax Assistance dates at the Senior Centers have not been
yet finalized. Once the dates are finalized, the information will be posted in the ADRC News.
The Nutrition Program Managers quarterly meeting was on Wednesday. As a result of the meeting,
Beckman informed the Council the steam table in Baldwin and the range in Deer Park need to be replaced.
Quote requests will be sent out to prior vendors and the equipment needed will be purchased using funds from
the Nutrition Trust account.
• Caregiver Program Caregiver Support Coordinator Abrahamson informed the Council the ADRC
received the grant through GWAAR in the amount of $3,250 to administer another `Living Well With

Chronic Conditions' session. The grant would be used to purchase supplies and hire a contracted person
to oversee the program and report back to Abrahamson
• Interfaith Volunteer Needs Handout Abrahamson provided the Council with the most recent
volunteer needs. Matches have been made, however transportation volunteers are still needed.
• DayAway Adult Respite Program Update DayAway continues to do well but there is always room
for more participants and volunteers.
• Transportation Program Community Services Coordinator Davis informed the Council the number of
transports in 2010 for the vans increased by 30% from 2009.
• Community Services Coordinator Davis presented a transportation request from Deer Park Senior
Center for East Side Minnesota sometime in February. A motion to accept the transportation requests
was made by Supervisor Schrank; seconded by Council member Burri; motion carried.
• Purchase of replacement vehicle: Davis informed the Council she is currently working on acquiring a
replacement vehicle for the 2000 Dodge in Deer Park through the state contract. The Transportation
subcommittee will need to review the bids and specs before a decision can be made.
• Senior Center Highlights Beckman pointed out the statistics from 2010 that were provided to the Council
members. The Congregate Dining increased from 2009. The number of home - delivered meal
participants decreased slightly.
Davis informed the Council the Hammond & Roberts Senior Centers will be starting an activity called
`Walk Across St. Croix County' where the participants will be given a pedometer to track their miles.
The journey will begin in River Falls and end in Roberts. When a participant reaches a town they will
receive a prize.
Davis also informed the Council the annual Countywide Card Tournament will start in March.
• Annual Sanitarian Inspection reports on the three cooking kitchens: Beckman informed the Council
the St. Croix County Sanitarian visited all three of the cooking kitchens. The reports were good and in
the future all sites will be visited by the Sanitarian. Beckman passed the reports for the Council to
review.
• Collaboration with city of New Richmond & New Richmond Senior Center: Community Service
Coordinator Davis informed the Council the New Richmond Senior Center Board voted to move to
the "old" Middle School sometime after students leave. Other agencies will also be housed in the
"old" Middle School. The Senior Center and the DayAway Adult Day Respite Care program will be
located in the library of the school. Meals will continue to come from the Deer Park Senior Center.
6. ADRC updates:
• Secret Santa Program: Davis informed the Council 125 bags were filled and delivered. Davis also
stated that the monetary donations increased from the prior year. Thank you notes were sent out the
donors and Beckman read a few a loud.
• Information & Assistance Specialist — Update Information & Assistance Specialist Kelly Weber
reported between December 16, 2010 to January 19, 2011, one referral was made to Community Health
Partnership — Partnership Plan; 4 referrals were made to Community Health Partnership — Family Care
Plan; 1 individual disenrolled from CHP. Eight clients have been referred to IRIS with five enrolled;
eighteen recertifications have been completed. There were 3 nursing home relocation referrals. There
were 34 PAC referrals with 10 of them requesting information on the ADRC. The total number of
assessments for the month was twenty -two. One hundred thirty -eight individuals are currently on the
waiting list.
• Upcoming Events: Health & Wellness Expo April 2nd at WITC in New Richmond; Beckman along
with an Information & Assistance Specialist will be speaking at the monthly Nursing Home Social
Workers meetings.
7. Correspondence Disability Benefit Specialist Marian Mottaz, explained a letter, written by the ADRC
NIATx workgroup. The letter is an appeal which, after review by Chair person Nelson, was sent to the Building
Council on Aging & Disabilities Page 2 03/02/11
Facilities Committee, County Board Chair and Building Services Supervisor regarding the office space
currently housing the ADRC. Mottaz went on to explain that she and Beckman attended a training on the
NIATx method which effects rapid change to meet goals of an agency. The ADRC NIATx workgroup
consisting of the Administrative Assistant, Clerk/Typist, Disability Benefit Specialist, an Information &
Assistance Specialist, Student Intern, and Manager, chose to work on the suggested goal of improving Customer
Service by decreasing client wait time. The letter is the first step, with more to follow, to address the goal. Data
on the number of walk -ins and incoming phone calls will also be collected and provided to the Council in the
future.
8. Possible Agenda Items for Next Meeting:
Steve Kirt, HHS Behavioral Health to explain the NIATx process; financial information on the Trust accounts;
Hudson Senior Center update; Transportation
A motion to adjourn was made by Supervisor Schrank and seconded by Council member Chevalier; motion
carried.
