HomeMy WebLinkAboutResolution 2021 (30) Resolution No. 30 (2021) �T NTY RESOLUTION UPDATING PERSONNEL POLICIES COVER MEMO TO: County Board of Supervisors FROM: Ken Witt, County Administrator DATE: July 6, 2021 AGENDA ITEM: Resolution Updating Personnel Policies BACKGROUND INFORMATION 5.14 Licensing and Certification Requirements Policy Proposed Changes Replaces 4.14 Licensing and Certification Requirements Policy of the Human Resources Policies and Procedures Handbook • General Updates: Numbering of policy &formatting • 5.14.3 - Definitions: Added examples of different licenses and certifications that may be required by employees which includes the CDL. The CDL policy (previously created) is now inclusive to the requirements of this policy and has been removed from the policy approval process. 5.15 Bonding Requirements Policy Proposed Changes Replaces 4.15 Bonding Requirements Policy of the Human Resources Policies and Procedures Handbook • General Updates: Formatting Only. • 5.15.2 - Purpose: Added 6.1 Reasonable Accommodation Policy Proposed Changes Replaces the Reasonable Accommodation Policy - Previously Article 2.3 of the Human Resources Policies and Procedures Handbook • Overall: Expanded policy to provide more information to employee and supervisors & direction on how to request accommodation. • 6.1.1-Policy: Formatting - Removed historical background of ADA and added ADA info. to the definitions section; Moved examples of reasonable accommodations to it's own section; Removed language referring to the EEO/AA statement and it's location. • 6.1.2 - Purpose: Added purpose statement. • 6.1.3-Definitions: Added several definitions to clarify ADA important terms within i.e. disability, reasonable accommodation, interactive process, and undue hardship. • 6.1.4-Examples of Reasonable Accommodation: Moved examples provided in the original policy language for ease of finding. • 6.1.5-Accommodation Request Process: New section to provide an overview of how the request & interactive process work for those employees requesting an ADA accommodation. 6.2 Appearance and Grooming Policy Proposed Changes Replaces the "Personal Appearance" policy in Article 9.10 of the Human Resources Policies and Procedures Handbook • Overall Updates: Formatting of policy; ■ Policy was updated to allow greater departmental discretion in regard to employee dress. SCC employs a large variety of positions all with different needs while at work. The policy was updated primarily using Chippewa County and Washington County, MN as references along with our current policy practices. • 6.2.1 - Policy: Kept SCC policy statement. Moved the appropriate and inappropriate attire to separate policy sections • 6.2.2 - Purpose: Updated statement. • 6.2.3 - Department Head and Supervisor Discretion: Section added, however the only new policy language incorporated was that it is the DH/Supervisors responsibility to clearly communicate any department-specific workplace attire and grooming guidelines to their teams. • 6.2.4 - Appearance Guidelines: ■ Section lists examples of appropriate and inappropriate dress and grooming guidelines. ■ Examples were removed that created gender specific restrictions and more broad terminology was incorporated. i.e. spaghetti straps, halter tops, and tube tops were removed and replaced with tank tops and beach wear. ■ Statement added that it is the employees responsibility to consider the business needs of the day and to exercise professional judgment in their dress choices. o Added examples of appropriate workspace and personal hygiene. • 6.2.5 - Casual Dress Days: Updated current policy language from business casual to casual dress language - Casual dress still may not violate the inappropriate dress guidelines. 6.3 Confidentiality Policy Proposed Changes Replaces the Confidentiality Policy - Previously Article 9.5 of the Human Resources Policies and Procedures Handbook • 6.3.1-Policy: Formatting • 6.3.2 - Purpose: Added purpose statement. • 6.3.3-Definitions: Added several definitions to clarify in what constitutes as privileged and confidential information, and defined HIPAA • 6.3.4-HIPAA: New section to highlight the important of HIPAA compliance and reference the SCC HIPAA Security Policies that are necessary employees should be aware of and have access to. • 6.3.5-Breach of Confidentiality: New section to provide examples on what constitutes as a confidentiality breach and what actions should be taken. Resolution No. 30 (2021) �T NTY RESOLUTION UPDATING PERSONNEL POLICIES 1 WHEREAS, on September 2, 2014 St. Croix County adopted the current version of the 2 St. Croix County Personnel Policies and Procedures Handbook; and 3 4 WHEREAS, the handbook was further amended in 2015-2021; and 5 6 WHEREAS, the Staff Advisory Committee and Department Heads have been provided 7 copies of the updated policies for review; and 8 9 WHEREAS, on June 15, 2021 the Administration Committee has reviewed the 10 amendments and recommends approval to the St. Croix County Board of Supervisors. 11 12 NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of 13 Supervisors that the St. Croix County Personnel Policies and Procedures Handbook is hereby 14 amended as follows: 15 16 Create Section 5.14 Licensing and Certification Requirements 17 18 Create Section 5.15 Bonding Requirements 19 20 Create Section 6.1 Reasonable Accommodation 21 22 Create Section 6.2 Appearance and Grooming 23 24 Create Section 6.3 Confidentiality Legal-Fiscal-Administrative Approvals: Legal Note: Fiscal Impact: No fiscal impact.
