HomeMy WebLinkAboutResolution 2021 (31) Resolution No. 31 (2021) ST C ISO % NTY RESOLUTION SUPPORTING MEDICAID EXPANSION PROPOSED IN THE 2021-2023 GOVERNOR'S BUDGET COVER MEMO TO: County Board of Supervisors FROM: Ken Witt, County Administrator Bob Rohret, Director, Health & Human Services DATE: July 6, 2021 AGENDA ITEM: Resolution Supporting Medicaid Expansion Proposed in the 2021-2023 Governor's Budget BACKGROUND INFORMATION Recommendation related to Medicaid expansion in 2021-2023 Governor's Budget Resolution No. 31 (2021) ST C ISO % NTY RESOLUTION SUPPORTING MEDICAID EXPANSION PROPOSED IN THE 2021-2023 GOVERNOR'S BUDGET 1 WHEREAS, Governor Evers' 2021-2023 Biennial Budget recommends accepting an 2 additional $1 Billion in new federal funding for the next two years, in addition to $635 million 3 Wisconsin would already receive by becoming a Medicaid expansion state; and 4 5 WHEREAS, Medicaid eligibility for single adults would expand to 138% of poverty 6 (approximately $17,000 annually), allowing thousands of low-income Wisconsinites access to 7 mental health and addiction services for the first time; and 8 9 WHEREAS, people with behavioral health conditions are nearly one-third of the 10 expansion population and Medicaid is a key financing source for fighting the opioid epidemic; 11 and 12 13 WHEREAS, without Medicaid expansion low-income people across the state, many of 14 whom are the working poor, would be left as they were before the Affordable Care Act with no 15 pathway to affordable health coverage; and 16 17 WHEREAS, an estimated sixty-two percent of those who would benefit from Medicaid 18 expansion are in working families and half are working themselves; and 19 20 WHEREAS, the AMA (American Medical Association) estimated a 5.1 per cent decline 21 in use of emergency departments as a usual source of health care as a result of Medicaid 22 expansion; and 23 24 WHEREAS, the influx of federal dollars would reverberate through the state economy, 25 with expansion states seeing higher job growth. 26 27 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of 28 Supervisors does support Medicaid expansion as proposed in Governor Evers' 2021-2023 29 Executive Budget. 30 31 BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors directs 32 the County Clerk to forward a copy of this resolution to the office of the Wisconsin Governor, 33 the office of Wisconsin Department of Health Secretary, St. Croix County Legislators, and 34 Wisconsin Counties Association.
