January 10, 1995
Meeting called to order at 9:05 A.M. by Chairman Bill Oemichen.
Members Present: Karen Bailey, Jack Breault, Art Jacobson, Lee
Kellaher and Bill Oemichen.
Others Present: Administrative Coordinator John Krizek and County
Board Chairman Robert Boche.
Adoption of Agenda: Motion by Bailey, 2nd by Jacobson to adopt the
agenda. Carried.
Adoption of Minutes: Motion by Breault, 2nd by Kellaher to adopt
the December 5, 1995 minutes. Carried.
Next Meeting Date: February 6, 1995 7:30 A.M.
Legislative Breakfast

Retirement System Resolution: Chair Oemichen explained to the
Committee what the Resolution was recommending. Administrative
Coordinator Krizek feels we do not know enough about it. The State
of Wisconsin Retirement Plan has been considered one of the best
plans in the Nation. Why tamper with it? After further discussion
it was decided that no action would be taken on this Resolution.
State Sovereignty Resolution: Motion by Breault, 2nd by Kellaher
to adopt the Sovereignty Resolution and present it to the January
17, 1995 County Board for approval. Carried.
Administrative Coordinator Krizek shared with the Committee a list
of mandates that he would like to present to the State Legislators.
These mandates would benefit the County considerably and at no cost
to the State. The Committee gave their approval to send them to
State.
Chair Oemichen stated that under the share revenue cap, farmland
would be taxed on its use value, thus decreasing their property
taxes. Non farmers would be increased on their property taxes.
Rules of Decorum: Chair Oemichen would like some input from other
supervisors as to what can be done to improve or change the rules
of decorum for County Board Supervisors. Supr. Breault suggested
reinforcing the rules of decorum.
Rules and By -Laws: Some Committees are over -reaching their
authority. A re -defining of authority has to be done for some
committees.
Motion to adjourn at 10:10 A.M. by Breault, 2nd by Jacobson.
Carried.
