Members Present: Karen Bailey, Jack Breault, Art Jacobson, Lee Kellaher and Bill Oemcihen. Others Present: Administrative Coordinator John Krizek, Human Services Director John Borup, Nursing Home Administrator Carolyn Krieger, County Board Chairman Robert Boche, Department on Aging Director Sandy Gehrmann, District Attorney Eric Johnson and Don Stoner from New Richmond News. Adoption of Agenda: Motion by Breault, 2nd by Bailey to adopt the agenda. Carried. Adoption of Minutes: Motion by Kellaher, the February 6, 1995 minutes. Carried. Next Meeting Date: April 10, 1995 8:00 A.M. Government 2nd by Breault to adopt Center State Joint Finance Meeting Preparation: John Krizek reported on behalf of the Highway and Library, there is nothing in the budget that pertains to these two departments. Veteran Service increases are pretty much a sure thing. The consensus is that approximately 800 of the Governor's budget will remain intact. Revenue caps will focus on property tax. The Legislators are moving toward Revenue caps. Mill Rate caps have not affected the county. St. Croix County has had a 5.2% property tax increase in the last five years. John Borup and Carolyn Krieger expressed their concerns in regard to Human Services and Nursing Home cuts and changes. The cuts will affect the lower income, elderly and hard to care for citizens of the County/State. Human Service Departments are going to feel the greatest impact of the State budget cuts and changes. Overall the County is against the elimination of the general relief program as proposed by the Governor. The Department of Aging is not affected by this portion of the budget as stated by Sandy Gehrmann. District Attorney, Eric Johnson concerns are with the Juvenile Code and his opposition to cutting the Victim Witnesses' state support. John Krizek also stated some of the court concerns. The County is in support of court funding, six person jury, shared revenue, probation and parole. County Board Size: The committee discussed the recommendation made by Supr. Giese about decreasing the County Board size. Board size can only be changed after re -districting and censuring. The committee decided to inform the full County Board that nothing can be done at this time. It is too premature. The committee will be doing some checking as to laws in regard to reducing the number of members and re -districting. A comparison study of six surrounding counties will be done. Checking their sizes, costs and salaries. Committee Structure: A future meeting will be set to discuss this matter. Code of Ethies/Grievance Procedure: Committee feels an avenue is needed to address this issue. An umbrella is needed in the Rules and By -Laws where if a County Employee needs to address a confrontation with a County Board Supervisor. A future meeting will be set up to discuss and address this situation. Manitowoc Resolution: Resolution Governing the Possession of Dangerous Animals. The Comittee does not know enough about it. No action taken. Wood County Resolutions: Emergency Government Resolution. No action taken. DILiiR Resolution: Motion by Bailey, 2nd by Breault to refer to Planning and Development Committee.
