Members Present: Karen Bailey, Art Jacobson, Lee Kellaher and Bill
Oemichen, Jack Breault excused.
Others Present: Corporation Counsel Greg Timmerman.
Adoption of Agenda: Motion by Art Jacobson, 2nd by Lee Kellaher to
adopt the agenda. Carried.
Next Meeting Date: July 11, 1995 at 7:00 P.M. St. Croix County
Government Center.
Casino Issue: The committee discussed the casino agreement and
decided that an opinion from Wisconsin Attorney General James Doyle
would be in order.
Jacobson made a motion that Chair Oemichen work with. Greg
Timmerman to prepare a request to the Attorney General, insuring
the enforcement of the agreement for government services dated
March 29, 1994, 2nd by Kellaher. Carried.
Board of Ad-iustment Issues: A Public Hearing date has been set for
Tuesday, July 11, 1995 at 7:00 P.M. to discuss committee size and
citizen membership.
Motion by Bailey to adjourn, 2nd by Jacobson. Carried.

Public Hearing
Meeting called to order at 7:00 P.M. by Chair Oemichen.
Members Present: Karen Bailey, Jack Breault, Art Jacobson, Lee
Kellaher and Bill Oemichen.
Motion by Breault, 2nd by Bailey to adopt the agenda. Carried.
Board of Ad-iustment Issues and Testimony:
Town of Warren Supervisor Ralph Munkelwitz, stated that their town
board voted unanimously to change all five committee members to
citizen members.
Town of Hudson Chairperson Rita Horne, said that committee members
should not be members of Town or County Boards. County Board Chair
should pick citizen members. Corporation Counsel should check on
legal problems of restructuring the committee.
Town of Troy Supervisor Cyril Cernohous, feels there should be no
town board members on the committee. Committee members should have
knowledge of the position. Leave compensation the same as it has
always been. Board of Adjustments should be left under County
Zoning. Members should have no conflict of interest.
St. Croix County District 1 County
would like to have the County in
members and 2 citizen members. Leave
compensated the same as always.
Board Supervisor Tom Dorsey,
control with 3 County Board
5 members on the board and be
St. Croix County District 16 County Board Supervisor John Bradley,
wishes to change the composition of the Board of Adjustments. He
feels they should all be citizen members. Committee is close to
exhausting members for the adjustment board from the townships.
Board members are valuable in some cases. The majority of the
members should be citizen members.
Supervisor Bailey had some questions on the budget considerations
for the Board of Adjustments: Should they have a seperate budget?
Decisions are not timely (30 day process). Must they be written?
Supervisor Breault questioned as to whether we should use same
staff or hire personnel? Should we privatize position from County
Board?
Roger Merrill, Town of Troy said all concerns are serious. He
views all Board of Adjustments as juries. Members should have some
guidelines from Corporation Counsel.
Rita Horne feels it is very interesting that County Board rules on
this issue.
Administration Chair Oemichen read a letter from County Board Chair
Robert Boche.
Cyril Cernohous would like an opinion from the Courts on majority
of the board being citizen members. Would like Corporation
Counsel's opinion on legal issues and the structure of other County
Board Committees in the state on this issue.
Motion to adjourn at 8:22 P.M.
Carried.
