CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI PRESENT: Chairperson Tom Dorsey, Vice Chairperson Dick King, Carolyn Barrette, Jack Breault, Cyril Cernohous, Bill Peavey, Ron Raymond, Kermit Thompson and Jim Winzer. Staff. Ellen Denzer, Dave Fodroczi, Tom Nelson and Jay Tappen. Guests: Wayne Willink and New Richmond News. Chairperson Dorsey called the meeting to order at 9:10 a.m. Motion by Breault, seconded by Raymond to adopt the agenda, motion carried. Motion by Breault, seconded by Raymond to approve the February 21, 1995 minutes, motion carried. Organization Issues Denzer introduced Carolyn Barrette who is replacing Sheila Fugina on the Committee. There are three possible candidates for the CityNillage representative who are being contacted. Hopefully someone will be chosen by the next meeting. Jay Tappen, Senior Planner with the West Central Wisconsin Regional Planning Commission, was also introduced. Tappen will be the project manager for this project and will attend most meetings. Denzer reported that the Technical Committee had met and discussed map products and areas of interest. This group will be a resource to the Steering Committee, will meet very rarely when needed, but will receive minutes, agendas and draft materials when appropriate. A list of members was handed out. Community Involvement An additional handout on community involvement techniques was provided for reference. Committee reviewed the materials mailed out. Discussion on contacting towns to designate a specific person to receive mailings and also obtain a contact person from the planning commissions. These liaison contacts will be very important to the success of the project. Names and addresses of individuals who are interested in being on the mailing list for this project, should be provided to Denzer. She has already had several inquiries and is creating an extensive mailing list. Some people indicated an interest in attending the monthly meetings in addition to receiving mailings. Denzer will attend the Town of Somerset Board meeting in April to give an update on the overall project. Discussed the planning and zoning training session scheduled for Thursday, May 4. Afternoon session will be held for County Board members and Steering Committee members, evening session will be open to the general public. All the special interest groups which can be identified will receive individual invitations. Committee recommended that the sessions be held at Wisconsin Indianhead Technical College in New Richmond. Staff will pursue. Chairman Dorsey will ask County Board Chairman Bob Boche about per diem for County Board members who attend the afternoon training session. 1 Project Work Program Tappen gave a brief synopsis of the WCWRPC, its function, staff, Geographic Information System capabilities and his experience as it relates to this project. A project work program and timeline were handed out for review. These will be discussed further at the next meeting. Other Business The contract for the grant funds from the Department of Transportation was finally signed on March 1. As of that date also signed a contract for services with the West Central Wisconsin Regional Planning Commission (WCWRPC). This project's out-of-pocket cash budget is $141,000, 80 percent comes from grant funds from the DOT and Department of Natural Resources, 20 percent comes from St. Croix County. Both the County and the WCWRPC are providing inkind contributions in the form of staff time and departmental resources, these bring the total project budget to $225,000. The contract with the WCWRPC is a fixed fee contract, all services identified within the contract will be performed within the budgeted amount. Discussion on water quality issues, these will be covered during the course of this project. Next meeting is set for Thursday, April 20, 1995 at 9 a.m. Motion by Breault, seconded by King to adjourn, motion carried.
