DEVELOPMENT MANAGEMENT PLAN & ZONING ORDINANCE
STEERING COMMITTEE
APRIL 20, 1995
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
PRESENT: Chairperson Tom Dorsey, Vice Chairperson Dick King, Carolyn Barrette, Jack Breault,
Jan Hinchman, Cyril Cernohous, Bill Peavey, Ron Raymond, Kermit Thompson and Jim
Winzer. Ex-officio member George Menter. Staff: Ellen Denzer, Dave Fodroczi, Tom
Nelson, Jim Janke and Jay Tappen. Guests: Kris Belling and Wayne Willink.
Chairperson Dorsey called the meeting to order at 9:07 a.m. Motion by King, seconded by Breault to
adopt the agenda, motion carried. Motion by Breault, seconded by Raymond to approve the March 16,
1995 minutes, motion carried. Corrected copies of the February 21, 1995 minutes were handed out. Next
meeting dates were set for May 18, 1995 and June 19, 1995, both at 9 a.m.
Organizational Issues
Denzer introduced Jan Hinchman from the Village of Hammond who will be the City/Village
representative.
Project Work Program and Timeline Review
Committee members and staff discussed the work program and revised timeline which was mailed to
committee members. Specific tasks were added to the timeline to make it easier to understand. Fodroczi
reviewed the work to be done in each phase. Committee members expressed concern that the project
would take a full two years to complete and asked why it could not be done in a shorter amount of time.
Committee members pointed out that ordinances and plans have recently been revised in the Town of
Warren and Village of Roberts, City of Hudson and some of the other towns. Committee members asked
if it would be possible to review these materials and then adapt them to fit the County. Staff was urged
to utilize existing materials when possible.
Fodroczi explained that during Phase II Trend/Policy Analysis we will analyze all policy documents, i.e.
plans, ordinances, etc. wn the county. Letters requesting copies of documents will be sent soon. Also,
many of the towns which have recently updated their plans have done them with county staff assistance
so the information contained is already known to county staff.
Discussion on whether the project could be completed in 18 months. Dorsey asked why Phase I and II
would take 8-9 months to complete? Staff explained that all current maps and data will be put into a
Geographic Information System (GIS) by Regional Planning. The creation of these map layers will take
considerable time, but will be very beneficial because at the end of the project, St. Croix County will
receive all this data on computer disk for a county GIS system.
Fodroczi explained that while the plan could technically be done in less time the real loss would be in
public involvement and that might mean a product that the towns would not adopt. Mailings are being sent
regularly to all the community interest groups, especially all the elected officials in the towns, villages and
cities. The community involvement activities will be very extensive to make sure public input and support
for the plan and ordinance are received throughout the process.

Fodroczi stated that this project is already extremely aggressive by other community standards. It took the
City of Hudson five years to update its plan, the Town of Troy took two years to update its existing plan,
and the Town of St. Joseph is taking three and a half years to create a plan from scratch. Several
committee members stated that they feel the investment of time upfront will help the project to succeed.
Community Involvement Update
Denzer reviewed the schedule for the May 4 kickoff sessions on the plan and ordinance. Afternoon will
be for Steering Committee and County Board members, per diem will not be paid, and the evening session
All be open to the public. Approximately 950 flyers, "St. Croix County's Future: Commuters, Cows,
Conservation and Commerce were mailed out or provided to interested citizens or organizations
throughout the county. A list of organizations contacted was reviewed. Denzer asked committee members
to let her know of anyone who should get a copy of the flyer. Additional copies were provided to some
committee members for dissemination.
Fodroczi noted the expertise provided by Resource Agent Jim Janke in organizing this event and also in
developing the community involvement activities and thanked him for his assistance. Janke has solicited
extensive feedback on the project from UW-Extension specialists throughout the state. This project is
unique to Wisconsin and could become a model for county -wide planning in the state.
Motion by Breault, seconded by King to adjourn, motion carried. Meeting adjourned at 10:35 a.m.
