COUNTY DEVELOPMENT MANAGEMENT PLAN &ZONING ORDINANCE
STEERING COMMITTEE
MAY 189 1995
T. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
PRESENT: Chairperson Tom Dorsey; Committee members Ron Raymond, Richard King, Carolyn
Barrette, Jan Hinchman, Bill Peavey, Kermit Thompson and Cyril Cernohous George
Menter (Ex-officio). Staff present included Dave Fodroczi, Ellen Denzer, Tom Nelson,
Jim Janke, Jay Tappen, Chuck Christensen, Peter Kling (Lakes Cluster Project) and
Rosemary Olson. Guests in attendance was Bob Pierce from the Town of Somerset.
ABSENT: County Board Supervisor Jack Breault and Committee member James Winzer, excused.
Chairperson Dorsey called the meeting to order at 9:10 a.m. Motion by Raymond, seconded by King to
adopt the agenda. Motion carried. Motion by Cernohous, seconded by Raymond to approve the previous
meeting minutes. Motion carried. The next meeting date was confirmed for June 19th, 9:00 a.m. at the
County Government Center.
Review May 4fh Session
Denzer distributed and reviewed a copy of a breakdown of the May 4th Kickoff session attendance and
a list of questions and comments received from people at the session. Total, there were approximately
125 people in attendance. She noted that the day was video recorded by Channel 10 the Hudson cable
station and will be sent to the other cable stations in New Richmond, Baldwin and Hammond. Barrette
noted that the Town of St. Joseph now has a cable station also. Discussion of making a shorter, edited
version of the videotape available for additional public review.
Issue Identification &Priority Setting Workshop
Denzer distributed a draft letter soliciting public ..involvement in the second workshop. It will be sent to
representatives from the five community involvement categories. Janke explained that the nominal group
process will be used to develop the survey's. The first 10 people to respond to the letter from each
category and 2 alternates will be participate. This workshop will be facilitated by Larry Swain from UW-
River Falls. The Committee agreed that they would like to see a list of the 10 people from each group
and the alternatives before the next Committee meeting. Staff will also have a draft of the questions that
will be asked.
Review Community Involvement Timeline
Denzer reviewed a handout of a flow chart of Phase V, Community Involvement. In her review she
pointed out that there will be a total of 4 newsletters, the first going out in October which will have the
results from the survey. There will be presentation at the 1996 County Fair. After further discussion, the
Committee suggested having something at the 1995 fair, if enough information and material is available.
Staff will report back to the Committee at the June meeting with ideas and suggestions.
Lakes Cluster Project
Christensen explained that this project is to help and maintain and improve the quality of water in area
lakes and rivers. The lakes involved in St. Croix County are Squaw Lake, Bass Lalce, Perch Lake and
Baldwin Pine Lake. He noted that there will be a trade off between St. Croix County and Polk County
on Cedar Lake and Squaw Lake in 1996.
Christensen introduced Peter Kling who will be the Lakes Cluster Project worker. Peter then gave a brief
review of his background and education. He informed the Committee that he and Christensen are well
aware of the timeframe for the Development Plan/Zoning Ordinance, and because the data from this
project can help with the development process, they will be giving data to the Committee in January,
1996.
Environmental Corridors
Tappen referred to a fact sheet previously mailed to the Committee addressing environmental corridors
and the natural resources requiring protection from development. He reported that the technical committee
has met on this issue and will come up with a method of evaluating these resources and local values
regarding the resources. Staff will present to this committee a broad concept to be applied to the plan.
Any Other Business
With the help of a visual aid Fodroczi reviewed a countywide perspective of what plans and ordinances
are on file in the Planning Department. Staff is now sending out letters to all the communities to inform
them of what we do have on hand and asking them supply the Planning Department with copies of plans,
zoning, and local subdivision ordinances, etc. He noted that in Phase II this information will be evaluated
to get an idea of the trends occurring and incorporate this information in the County Management
PIan/Zoning Ordinance. Fodroczi then reviewed the communities that have extraterritorial zoning.
Raymond requested that two items be put on the June agenda; 1. Role and interest of the Committee for
serving as ambassadors and updating people on the project, and 2. the role of the Committee as a sounding
board for staff.
Bob Pierce from the Town of Somerset complimented the Committee and staff on the presentation in New
Richmond on May 4th and wished the group luck on the project.
Motion by Raymond, seconded by King to adjourn the meeting at 10:53 a.m. Motion carried.
