CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI PRESENT: Chairperson Tom Dorsey; Committee members Dick King, Jack Breault, Ron Raymond, Jan Hinchman, Carolyn Barrette, Jim Winzer, Kermit Thompson and Cyril Cernohous. Staff present included Dave Fodroczi, Jim Janke, Tom Nelson, Jay Tappen and Rosemary Olson. Guests in attendance were Kris Belling and Robert Pierce. ABSENT: Bill Peavey, excused. Chairperson Dorsey called the meeting to order at 9:05 a.m. Motion by Breault, seconded by King to adopt the agenda. Motion carried. Motion by King, seconded by Thompson to approve the previous months minutes. Motion carried. The August meeting date was confirmed for the 31 st. Project Status Report Fodroczi reported that Ellen Denzer had her baby and informed the Committee of her and the baby's progress and condition. He noted that her absence has caused some shifting of gears on a few projects. Fodroczi reported that there have been 3 meetings with the technical committee putting together a draft proposal on how to map and interrelate all of the natural resource (environmental corridors) features as a part of the project. He further noted that this idea will be tested in the Town of Warren, put it in map form and brought to the Committee for their review. Another topic at the technical committee meetings was how to treat farmland and agricultural land. Fodroczi noted that they will look at a similar system to meet Farmland Preservation and exclusive ag zoning requirements. Fodroczi noted that yesterday (July 17) the Metropolitan Council conducted a tour of Pierce, Polk and St. Croix counties. They were interested in looking at what the effects are on this area by what they do and how what we do affects the Twin Cities area. There was an evening meeting after the tour that was very good with a lot of good discussion. Fodroczi then informed the Committee that staff is preparing some language for a resolution for the Planning &Development Committee to review for a development moratorium in the areas of the County where there are major transportation projects that will be taking place over the next few years. This would be a zoning ordinance amendment and would have to be discussed and approved by the towns affected by the moratorium. He explained the moratorium would put a halt on development and slow down zoning changes or major plat approval adjoining the corridor until the planning and zoning ordinance work can be done. Further discussion on the Metropolitan Council visit . The Committee agreed that the County should maintain communications with and a good working relationship with them. Tappen reported that they have received the computer workstation that will allow them to build the GIS data base. He further noted that along with that they received the DNR database and the majority of the digital photographs. Tappen reported that they continue to digitize the information. He will have an introduction chapter done by the end of the month and will have the trends analysis data drafted as listed in the timeline chart for the project. He noted that the data from NRCS is critical for the soil survey for agricultural land evaluation. They are running behind schedule and Tappen will work with them to try an move our project ahead of some others they are working on. Issue Identification &Priority Workshop Results & Follow-up Fodroczi reported that all of the seats were filled for the workshop for almost all of the five categories. There were four or five no shows and a couple were filled by people who were there to observe. He noted that facilitator Larry Swain was very impressed by how well everything went and the enthusiasm the people had and the positive feedback. Fodroczi distributed a copy of a draft of the top 27 priority issues that will be put in the form of a mailer to the participants to ask them to rank the top 7 issues from the 27. Discussion on involving more of the public than just those that participated in the issues workshop and to be more diverse. Issue Identification &Priority Setting Session for Steering Committee Fodroczi commented on the interest of the steering committee in the issues workshop and asked if the Committee would be interested in doing a similar process to see if the Committee's priority issues are comparable to the public concerns. Larry Swain stated that he would be willing to facilitate the process and could get together some data for review by the Committee. Discussion on getting information from other communities who have had or have similar development problems and find out how they solved those similar problems. It was determined that staff will contact the Metropolitan Council to have them set up a tour for the Committee and staff to tour communities in the metropolitan area they think would be comparable to our growth and problems. The session with Larry Swain would follow any information acquired from other communities. Discussion on what the response has been from the Villages and Cities to the County's ordinance project. Community Surveys Fodroczi reported that staff will be working with Janke and Swain to take the results from the issues workshop to development aline of questioning to survey each of the five category groups throughout the County. County Fair Presentation Fodroczi reported that the County will not have a presentation at the County Fair this year due to the absence of Denzer and the impossibility of preparing for and staffing the presentation. Any Other Business Winzer suggested a workshop with all local government officials to help promote a good working relationship between the Towns, Villages and Cities of the County.
