MIINUTES
COUNTY DEVELOPMENT MANAGEMENT PLAN AND ZONING ORDINANCE
STEERING COMMITTEE
SEPTEMBER 219 1995
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
PRESENT: Chairperson Dorsey; Members Dicic King, Carolyn Barrette, Jacic Breault, Bill Peavey,
Ron Raymond, Cyril Cernohous and Emit Thompson. Staff present included Ellen
Denzer, Dave Fodroczi, Tom Nelson, Jay Tappen and Rosemary Olson. Guests in
attendance were Jerry Chasteen, Sam Huffman and Kris Belling.
ABSENT: Members Jim Winzer and Jan Hirschman, excused.
Chairperson Dorsey called the meeting to order at 9:14 a.m. Motion by Breault, seconded by Raymond
to adopt the agenda. Motion carried. Motion by Raymond, seconded by Barrette to approve the minutes
from the previous month. Motion carried. The dates for the next two months meetings were confirmed
for October 19th and November 16th.
UNFINISHED BUSINESS
Project Status Report
Fodroczi reported that Chairperson Dorsey submitted a letter to the MRCS office asking theirs to prioritize
our project. They have not responded as of yet. They have indicated that we will take delivery on the
balance of the digital orthophoto base in the near future. He further noted that the DNR will do some
processing on those files so they will be useable when they arrive. He further explained that we will have
an aerial map with roads in the computer and a computerized topographic map. Tappen reported that the
DNR also included all of their files which include the wetlands inventory, watershed boundaries and
original vegetation coverage. The research materials will be helpful with environmental issues. Fodroczi
noted that all of this information will be at Regional Planning for the life of the project and when it is
completed, the information will be duplicated and end up in the Planning Department.
Denzer distributed a copy of the revised priority rankings results because three more came in which
changed the order and numbers. She also noted that the response from the communities to the request
for any planning materials be forwarded to the Planning Department, has been sporadic and she asked the
Committee to remind people from their areas to send any information the County does not have.
Tappers noted that he will have the draft of the trends analysis ready for the next meeting and will mail
it to the committee prior to the meeting for their review.
Review Draft of Plan Introduction
Fodroczi explained that this was left on the agenda for comments from the Committee before doing the
final draft. He noted that staff has reviewed it and had some comments. Tappers has made some changes
to the maps.
Metro Bus Tour
Fodroczi reported that the Met Council put him in touch with the Planning &Zoning Administrator in
Carver County, Minnesota. This person wanted to get authorization from their County Board who meets
next Tuesday, September 26th and get tentative dates for the tour. Because Carver County Board meets
on Tuesdays, October 10th would work as it is the same day as their County Board meeting. It was also
agreed that the 24th and 31 st would be backup dates to the I Oth. Fodroczi noted that when talking to the
Planning & Zoning Administrator he thought that both counties could learn from each other because of
their similar urban and ag development.
"ARKmunity Surveys
Fodroczi explained that he has received an offer from an information specialist from UW-Madison to help
draft the survey from key words in the issues survey results in each category. Denzer distributed a copy
of a list of those key words put together by staff.
Development Moratorium
Fodroczi explained that the moratorium meeting was cancelled for notice purposes and rescheduled for
October 19th at 7:30 p.m. at the Somerset Town Hall for elected officials along the 35/64 corridor and
October 23rd, 7:30 p.m. at the Government Center for the elected officials along the 35 corridor from
Interstate 94 to River Falls. Another notice will be sent to all elected officials in those Towns affected
by the moratorium.
UW-Graduate Workshop Proposal
Fodroczi reported that a proposal has been submitted to UW-Madison, Departments of Urban and Regional
Planning and Landscape Architecture for a graduate workshop to be tied into the project for January
through May. They should have an indication within 2 to 3 months as to whether or not the proposal will
be accepted. A copy of the proposal will be included in the next mailing to the Committee so they can
see the details of the proposal. The two options given were to provide visual representations and make
a connection with the policies of the plan, to look at overall plan alternatives or the other option was to
develop language and visual representations for different alternatives in terms of zoning standards for the
zoning ordinance.
Motion by Breault, seconded by Raymond to adjourn at 10:17 a.m. Motion carried.
