DEVELOPMENT MANAGEMENT PLAN & ZONING ORDINANCE
STEERING COMMITTEE
NOVEMBER 16, 1995
WEST CENTRAL WISCONSIN REGIONAL PLANNING COMNIISSION, EAU CLAIRE, WI
PRESENT: Chairperson Tom Dorsey, Vice Chairperson Dick King, Carolyn Barrette, Jan Hinchman,
Cyril Cernohous, Bill Peavey, Ron Raymond and Kermit Thompson. Staff: Ellen Denzer,
Dave Fodroczi, Tom Nelson, and Jim Janke. WCWRPC staff: Jerry Chasteen, Jay Tappen
and Mark Sebesta. Guests: Tom Lovejoy, DNR.
ABSENT: Jim Winzer and Jack Breault.
Chairperson Dorsey called the meeting to order at 10:20 a.m. Motion by Raymond, seconded by King,
to adopt the agenda, motion carried. Motion by Raymond, seconded by Barrette, to approve the October
19, 1995 minutes, motion carried. The December meeting will probably be cancelled. The next meeting
is scheduled for Thursday, January 18, 1996 at 9 a.m.
Project Status Report
Planning Director Dave Fodroczi reported that the UW-Madison Departments of Urban and Regional
Planning and Architecture will not be holding workshops this year so there will not be a workshop
involved with this project. He also reported that the review of rezoning and Board of Adjustment files
for the zoning department is going very well. Over 400 rezoning files and 600 BOA files are being
summarized for a trends analysis report.
Survey Report
Planner Ellen Denzer reviewed the survey letters and questions as mailed to committee members. It was
suggested that Lite questions be moved around to obtain a more random response. Committee members
indicated that they thought the survey looked good. Some wording changes were made to the cover letter,
instructions and a few questions. One question added on how many acres of property people own. Overall
the survey looked very good.
Socio/Economic Data
RPC Project Manager Jay Tappen reviewed the Socio/Economic Data as mailed plus additional economic
data which has been compiled. Revisions as discussed will be provided before the next meeting.
Ordinance Amendment for Commercial/Industrial Uses
Fodroczi and Zoning Administrator Tom Nelson reviewed the proposed amendment to the Zoning
Ordinance for commercial and industrial uses as mailed to the committee. Committee members indicated
the language looked good. It will be reviewed by Corporation Counsel and the Planning and Development
Committee before going to public hearing. Staff intend to have the amendment adopted at the January
County Board meeting.

GIS Demonstration
Regional Planning Staff provided a review and examples of the capabilities of the Geographic Information
System they are utilizing to develop the base maps and map layers for analysis of land use and
environmental features on this project.
Motion by Raymond seconded by Cernohous to adjourn, motion carried. Meeting adjourned at 12:30 p.m.
