The meeting was called to order at 9:00 a.m. by Chairman Jacobson. The agenda was adopted on a Bache/Mortensen MOTION. The December, 1994 Minutes were approved on a Mehls/Mortensen MOTION. NEK'.�VSINF.�s.� �5 -Don R�hardspn - A�erican Herit�.g ursing Nome: Don apprised the committee that the American Heritage is a 67 bed unit with 20 apartments. He stated that nursing homes are required by the State to have an evacuation plan in place. The plan must address where the nursing home staff directs their emergency call, where the residents are evacuated to and how they are transported to this location. The concern that Don expressed was that schools no longer want to he involved with transport,wion and lodging because of the liability issues involved, Ideas were brought up for possible solutions it was suggested that the Red Cross could he a liaison to contract with armories/schools/churches. I.engthy discussion on developing a procedure to he used and what the county could do to assist. Mehls stated that he would he meeting with the Hammond Fire Chief January 1.6 and he will brief him of these concerns. After further discussion, the committee requested that Colvard would set up a meeting with the Hammond Nursing Home Board, Superintendent of School, Fire Chief, Police Chief and the Emergency Government Committee. This will he a regular Emergency Government Committee . Meeting and as soon as the meeting is set up, notice will go out to all affected parties. #6 Transf,� gf mn�ical suopli�� to Sheriff's Deparlment'Erriergency Response Unit: Roland Thompson addressed the committee, requesting that the equipment that was formerly used for the St. Croix County EMTOT (Emergency Medical Tactical Operations Team) he transferred to the Sheriffs Department, Discussion. Boche/Mortensen MOTION to transfer sufficient medical equipment to implement onsite emergency response care from Emergency Government to the Sheriffs Department, for their usage, however, ownership will he retained by Emergency Government. .Lengthy Discussion. What a "reasonable effort" to collect the costs from the person to whom the fire call was provided is subject to different interpretations. My thought would be that the town must send a letter or letters requesting payment to the responsible person and, if the letters do not work, file a small claims or civil action against the person and obtain a judgment. The town could then assign the judgment to the county and the county would reimburse the town for its costs plus the cost of obtaining the judgment. While paying the. claim and the court costs increases the total amount the county would pay per claim, I believe that by requiring the town to ptirsuc legal action it wi11 ultimately result in more payments to the town by the responsible party.
