June 20, 1995
PRESENT: Art Jacobson, John Mortensen, Charles Mehls, Bob Boche -
County Board; Jack Colvard - Emergency Government; Lois

The meeting was called to order at 10:00 a.m. by Chairman Jacobson.
The agenda was adopted on a Boche/Mortensen MOTION. The April 24,
1995 minutes were approved on a Mehls/Mortensen MOTION.
Old Business:
#1. Status of HMTA Grant Projects: Colvard informed the Committee
that of the five classes originally planned for, four of them
were presented by WITC; General Incident Management,
Establishment and Management of an EOC, Hazardous Material
Safety Officer, and Incident Command for EMS. The class on
developing Standard Operating Guidelines was not presented due
to an inadequate number of registrations. The letter
requesting funding for these classes will be submitted to
Madison as soon as WITC presents the office with a bill for
their services.
#2• Nursing Home Disaster Planning within the County: Colvard
presented an overview for the need of disaster planning, based
on statutory requirements and the concerns expressed by some
nursing home administrators for developing plans that will
work and not just be paper documents.
Others expressed their concerns to the committee; Don
Richardson - American Heritage Care Center, reviewed the
history of planning at his facility and his concerns that
planning must be realistic, easy to understand, and be
developed to cover numerous possible problems. Also good
planning will help to reduce liability concerns. Carolyn
Krieger - St. Croix County Health Center, identified the
changes in numbers of residents that are now non -ambulatory
compared to 10 years ago. Chuck Mehls expressed concerns for
emergency services response; transportation, sheltering,
actual logistics of moving personnel, medical records, oxygen,
and triage of patients at the door.
Lois Ristow - State DEG, discussed the planning process and
how it should include actions involving; severe weather, such
as tornados, Hazardous materials, bomb threats, accepting home
bound casualties, etc. She also addressed the need for
facilities to evaluate their capabilities and their resources,
such as; drinking water, heat, electrical generation
capabilities, and the need to test their plans through
exercises.
After much discussion, the overall group agreed that we need
more meetings of this nature to insure that planning is
continued in a coordinated manner.
The group would like to meet again on July 26, 1995 at 9:00
a.m. to further the planning initiative.
#3. 1995 Facility and Equipment Grant: Lois Ristow informed the
Committee that their are no funds available for projects
previously applied for under this grant. FEMA did not
distribute any funds to Wisconsin this year and aren't
expected to for next year either.
New Business:
#1. Report on WWEMSA meetinct. Chuck Mehls informed the Committee
that the Western Wisconsin Emergency Medical Services Alliance
(WWEMSA) met on May 25th in River Falls. The focus of the
meeting was on evacuation concerns for nursing homes and other
institutions concerned with resident/patient care. The
concerns addressed at this meeting reflect those addressed
earlier involving nursing home planning.
#2. Report on Salvation Armes participation in disasters: Colvard
shared information from a current brochure with the Committee
and made copies for Red Cross personnel. The Salvation Army
information identified it's role and the type of assistance
that it can provide during an emergency or a disaster.
#3. Personnel Rosters of Volunteer Service Organizations. Chuck
Mehls stated the need for volunteer organization rosters is
needed by emergency services. Rosters should be available
from; Red Cross, Salvation Army Department on Aging, and any
volunteer organization that can be identified if represented
within the county.
Announcements and Correspondence:
A. Lois Ristow informed the Committee that the states of
Minnesota and Wisconsin along with Washington and St. Croix
Counties are planning a j oint table top exercise for sometime
next year. The exercise will be directed towards a mass
casualty event on the St. Croix River.
B. Colvard informed the Committee that the Governor's Conference
is scheduled for August 16 & 17 at the Holiday Inn in Madison.
C. Colvard informed the Committee that the state DEG has
developed a booklet to used as guidance for municipalities in
developing municipal emergency operation plans. Ristow
commented that some of the information was taken from plans
that Colvard and Clark County submitted.
D. He also informed the Committee that next year's WEMA
(Wisconsin Emergency Management Association) Conference will
probably be held in Hudson and hosted by St. Croix County
Emergency Government.
E. The Committee was informed that the week of July 16 - 22
has been declared as Hazardous Materials Awareness Week. The
focus is directed towards raising the public's awareness of
this safety issue.
F: A new secretary has been selected to replace Ruth Nelson who
quit in April. Pam Benson has been selected and will start
work on June 28th.
