MINUTES
Emergency Government
August 14, 1995
PRESENT: Art Jacobson, John Mortensen, Charles Mehls, - County Board; Jack
Colvard, Pam Benson - Emergency Government, Paul Burch, St. Croix
County Sheriff.
The meeting was called to order at 9:02 a.m. by Chairman Jacobson. The
agenda was adopted on a Mortensen/Mehls MOTIONo The July 26, 1995 Emergency
Government Committee minutes were approved on a Mortensen/Mehls MOTION.
NEW BUSINESS:
1. Activation of Shelters: Colvard stated that Burch is concerned with the
County having shelter facilities for its trailer court residents. Burch
was interested especially regarding the Houlton trailer court, as a
Houlton constable opened up the Houlton school in the past and has now
retired. Burch stated his personnel would not always be available to
open a shelter and that a person or persons living near a trailer park
should have the key to a designated shelter. Other discussion followed
concerning Wisconsin having no laws requiring that trailer courts
provide on -site sheltering during storms or that trailers have tie -
downs.
Colvard asked if the County is responsible for providing shelter areas
for trailer courts. Burch said no, but the County should put out
recommendations to towns about having shelters available for trailer
court residents during storms or tornado warnings.
Discussion was then held regarding activation of warning sirens in the
county. Colvard stated that 3/4 of the sirens can be activated by
remote. Roberts, Woodville, Glenwood City, and Deer Park sirens can
only be activated locally.
Mortensen questioned whether cots or food/drinks would be required at
storm shelters. It was thought that sheltering during storms would only
be for short periods of time and those items would not be necessary.
Colvard will send a letter recommending that all County towns, villages
and cities with trailer courts should have shelters for trailer court
residents to use during storms. A list of the American Red Cross
shelters will be sent along with this letter. The County should then be
notified of shelter locations for each trailer park and the
person/persons with keys to open up those shelters.
2. Municipal Planning Issues:
a. Colvard stated that only two municipalities in St. Croix County
have disaster plans on file in his office, River Falls and New Richmond.
Shelter information is one item that should be addressed in each
municipality's plan. Plans should be written and then tested in an
exercise. New Richmond or River Falls plans could be used as examples
or guides for other towns or municipalities. After October, when the
nursi
ng ng home disaster plans are addressed again, emergency government
should work with each community to write individual disaster plans.
Colvard stated that communities are required by State Statute to have a
disaster plan, as well as periodically review and test those plans.
b. Mehls handed out a proposal for a Mutual Assistance Response Team
(M.A.R.T.), which would be a mutual aid response team between counties.
Mehls stated that there are no inter -county response teams at present
and that such teams would be valuable in supplementing staff at a major
incident. Colvard thought that the County could help out with
communication services and that there may be county equipment such as
stretchers that could be used by such teams.
3. Hazardous Materials Emergency Preparedness (HMEP) Grant for Training
Classes: Colvard stated there is a 1996 HMEP Grant to pay for training
classes for Fire, Police, and EMS. All departments in the County have
been sent information regarding this grant and classes which would be
held at WITC, free of charge to the departments. The deadline for
applying for classes is August 25, 1995. So far one department has
responded to this offer of free training classes. We may have to call
and remind departments of this training before the deadline.
UNFINISHED BUSINESS
After some discussion, the 1996 budget was approved on a Mehls/Mortensen
MOTION.

The next meeting date is set for September 8th at 1:00 p.m.
