The meeting . was called to order at 1:05 p.mby Chairman Jacobson. The agenda was adopted on a Mortensen/Jacobson MOTION. The August 14, 1995 Emergency Government Committee minutes were approved on a Mortensen/Meals MOTION. DATE OF NEXT MEETING: The next meeting is set for Wednesday, October 25th at 9:00 a.m. UNFINISHED BUSINESS: 1. Storm Shelters for Trailer Courts: Colvard read a letter that was sent to all municipalities with trailer courts on August 21, 1995 strongly urging those municipalities to designate storm shelters for trailer court residents and assign keyholders to those shelters. As of this date, no responses have been received. After some discussion, it was decided to send a follow-up letter on October 1. Personal contact may be made by Board members living in a municipality with a trailer court, between now and then. 2. Mutual AidLMutual Assistance Response Teams: Meals updated the Committee on what he has been doing on this project. Meals has contacted 9 or 10 EMS departments in Polk, 5t. Croix and Pierce Counties and all contacted have been in favor of having a multi - county mutual aid team. An ideal team size would be four persons, per Mehls. Responders in many areas are gone during the day, so day/night personnel would need to be listed. A concern stated by Jacobson is who determines the extent of a disaster and how much aid would be needed. Colvard and Jacobson stated that to get this project going, the first step should be for a meeting to be held between the three counties, including only the Emergency Government Directors and Committee chairpersons or designees. A good meeting location would be the Baldwin Community Center. The first meeting would define the M.A.R.T. concept for all counties. Later meetings could include more staff including Emergency Communications and EMS personnel and would determine the chain of command during a major incident and iron out other details. For now, interested EMS departments should contact their County Boards regarding having a M.A.R.T. in their area and Colvard will set up a 3-County meeting date and time. It was again emphasized that these teams would be paid for and supported by the local jurisdictions participating in these teams. The County's 1 role would be that of notification and coordination in the event of a major disaster. 3. Hazardous Materials Emergency Preparedness (HMEP) Grant. Colvard stated that about half of the Fire/EMS/Police departments contacted regarding training have responded. Colvard has contacted the State regarding setting up the following classes: 1. Operations Level 1, 1 class 2. Operations Level 1 and 2 combined, 3 classes 3. Incident Command for Fire personnel, 1 class 4. Hazardous Materials for Ambulance personnel, 2 classes 5. Hazardous Materials for Hospital personnel, 2 classes 6. Incident Command for Law Enforcement, 2 classes 7. Awareness Level Refresher, 4 classes 8. Operations Level Refresher, 1 class 9. Incident Command for EMS personnel, 2 classes 10. CAMEO computer training for DEG personnel All classes will be funded and/or reimbursed 100% by the State. NEW BUSINESS: 1. Security Provisions for Emergency Government/Community Room: Boche stated there is a County committee on security/safety for the Government Center and for Human Services. The State Supreme Court strongly recommended that each County have this committee. The new committee will be starting around November 1, 1995. A public address system was discussed along with building security. At present, none is in place in the Government Center. Brantner has priced out equipment at $700 plus $300 for installation if Maintenance personnel would install the equipment. Colvard stated this could be paid for this year from the balance in the exercise account. 2. Training and Equipping a First Aid Room and First Aid Classes for Employees• Boche stated that the new Security/Safety Committee should be in charge of this. Until the new committee is functioning, Boche made a MOTION that Emergency Government be in charge of the First Aid Room, First Aid equipment, and First Aid training. Mortensen seconded this MOTION, and it was approved by the Committee. Mehls stated $150 may be needed to start/set up a First Aid Room. Discussion was also held regarding hands-on versus video First Aid classes for employees. 3. 1996 Plan of Work for Emergency Management Assistance and SARA Grant Request• Colvard stated his position description needs to be updated/reviewed 2 yearly. He handed out a position description to those present. Four classes are being offered this year that Colvard wants to attend in order to receive State certification. State DEG calendars were handed out, as well as information regarding a large crowd weather warning system, and a preliminary budget. Also discussed were the Hudson Medical Center Disaster plan update and River Falls Hospital wanting a copy of that to work on updating their own disaster plan. A Hazardous Materials class will be held on September 13 for Hudson Medical Center personnel and Hudson EMS is also interested in a Hazardous Materials class.
