CROIX COUNTY LEPC HUDSON, WISCONSIN Present: Ken Weiske - Farmers Coop; Bill Hawley -Baldwin Bulletin; Doug VanSomeren - The Shannon Group; John Mortensen - County Board; Frank Ivy - Ivy Engineering; James Harer - St. Croix County Highway; Jack Colvard, Ruth Nelson - Emergency Government; Barbara Nelson - St. Croix County Department of Health; David Hausman - DNR. The Meeting was called to order at 1:04 p.m. by Chairman Ivy. The Agenda was approved on a Hawley/Mortensen MOTION. The December 14, 1994 Minutes were approved on a Hawley/Mortensen MOTION. Next Meeting is scheduled for April 12. NEW BUSINESS: #1 -New Members: With the resignation of Ralph Bader, the recommendation was made that Sheriff Paul Burch be appointed to the committee. The New Richmond Fire Chief, Francis Otto, has expressed interest in sitting on the St. Croix County LEPC. He is trained to the operations level. Hawley/Mortensen MOTION that Otto and Burch become members of Committee. A letter will be sent to County Board Chairman, Bob Boche, requesting that he appoint Burch and Otto. Colvard questioned if EMS should be represented on the committee other than by Charles Mehls who is serving on the County Board. Hawley stated that the Baldwin area has heavy participation on the LEPC and suggested someone from New Richmond or Hudson. Colvard stated that he would approach Leon Pettee who is Ambulance Director from Hudson. Melanie Schorn stated in a phone conversation that she would like to remain on the committee. #2 -Exercise Training Class: Mortensen stated that he and Cooper attended the exercise training class. Mortensen gave an overview of the different exercises and stated he felt it was very informative. Colvard apprised the committee that in State training, the only cost to the participant is travel and this can be reimbursed through the SARA Budget Account for training. #3 -February 1 Table Top Exercise Report: Colvard reported on the Dam Site Exercise which included Dunn County. The plans were put together with Chuck Christensen. There will be another exercise in Glenwood City on March 22. This one will be a Functional Exercise and will require participation from responders. It is set up for March 22 in the Glenwood City Community Center at 2*00 p.m. #4 -LEPC Conference: The 1995 Conference is to be held March 28 and 29 in Appleton, Wisconsin. Registration is due in by March 1, 1995. Anyone that may be interested should see Jack Colvard. #5 - HMTA Training Class: Colvard apprised the committee that St. Croix County applied for training funds from the State of Wisconsin. St. Croix County is eligible for $1,100.00 to put on 5 mini classes o Incident Command for EMS o General Incident Management System o Safety Officer in Hazmat Incident o Establishment and Management of an EOC o Developing SOP's for Hazmat Incidents. The classes are available to anyone in the public sector that may be interested. Please contact the Emergency Government Office for further information. #6 -Any other appropriate LEPC Business: Colvard handed out an article "Common Ground." The committee discussed this at length. Further discussion by the committee on exercises and LEPC responsibilities/Fire Department training. The committee expressed concerns that local Fire Departments may not be trained to handle hazardous chemicals and extremely hazardous chemicals at facilities that are required to report their chemicals to the State. An item for the next agenda is "What training is required for Local Fire Departments. " Being no further business, the meeting adjourned at 3:00 p.m. on a Mortensen/Weiske MOTION.
