I�EW BUSINESS Glenwood City Exercise A tahl.e top �xcrcisc was held on February 1 that. involved a scenario of �� dam failure at Uam #l0 on clan Lake which subsequently caused flooding problems that crossed into Dunn, County_ The flood waters ultimately reached an area where farm chemicals were l�etn.g stotcd. The turnout and participation for the table top was very good• A functional exercise was held on March 22 using tine same scenario, r1 letter was sent to all participating agencies as a reminder of the exercise and it was announced at the table top drat there would be a functional exercise on. MazCb 22; however, none of the agencies from Ulenwood City attended. Discussion. Tt was deterrnin.ed that the Committee should attempt to have a follow up meeting with the GIetawood agencies to discuss the deficiencies that were identified and to assist. with possible solutions. Fut�th.4r discussion.. Bill Hawley will contact Carlton DeWitt to discuss a possible meeting. Colvard stated lie would like to dh one more exercise. and i.s loolu.ng for' assistance with ideas and planning. `. HMTA (Hazardous ylaterials Transportation Act) Grant St. Croix County .recei.voo a grant and has contracted with WITC to put on some mini courses for elected officials and emergency service personnel. There have already been three courses held: Fire Safety Officer Class_. Mini, ,T.ncideiit Command Overview and Incident Cotntnaud/lBOC Outline. These classes were all very well attended. There will be an Incident Con .n and for EMS course for. the Baldw. n/Woodville/Flammond Fire District personnel on 4/20 and 4/26 and also an SOG/SOP course for a.11 emergency services on 514, LEPC Conference Update Art Jacobson and Jack Colvard attendc:.d the: conference• in Appleton. Art reported that he felt it was a very good conference and was worthwhile to attend, He gave the group an overview of the sessions he attended w4 ch included a Farm Plan Seminar, Communications Scniitiar and a discussion on the open meeting laws, Colvard expressed co.ttccrtl regarding seine verbage used in our plans. He indicated thrit we make a blanket statement that [ABC Fire Department is capable of handling a minor .haz mat spill]. We do not know which Fire Departments in the County are capable of handling a minor h<az mat spill -- loading to the next issue what is a MINOR spill? Discussion. Francis Otto stated that 26 of his 29 firefighters are trained at the Operations level and are identifiable at a scene by stickers on their helmets. It was determined that we need to do two things: 1. Change the verbage to strafe [The ABC Fire Department is the agency responsible for an incident at ] 23, Tnc. Their capabilities vary depending upon available personnel, timing of incident, various factors, etc..•,........,] 2. Obtain a list of all fire departments within th.e. County at�d their. training levels, Francis Otta wi11 discuss at tomorrow night's Fire Chiefs meeting. Haz Mat Trainfng � Liability Colvard presented some information that Bayfield a.nd Ashland counties had preppared regarding OSHA mandated training for all government agencies. OSHA mandates that all government agencies be trained to at least the awareness level in hazardous materials. Discussion regarding the Conijuittee's role in providing/coordinating this training. Motion by Mehls, seconded by Mortenson to pursue grant possibilities to fund awareness level classes to all municipal agencies within the County, Motion carried. Non Compliant Facilities Colvard reported that S&.S Coatings of New Riclutiond, Rapid Service Oil of Roberts and Stone Qil of Baldwin all have seine typo of compliance• activzty sing on in Madison, He indicated that them are 17-20 facilities that have failed to repork. Motion by Schorn, seconded by Pfaff to send letter from LEPC to non -compliant facilities.
