MINUTES
June 21,1 1995 meeting
Those present included: Jack Colvard, Emergency Government; Dan
Smith, Baywest/Hudson Fire, Melanie Viney Schorn, Chandler
Exhibits; Bill Hawley, Baldwin Bulletin, Lee Cooper, WITC; Frank
Ivy, Ayres Associates, Rick Pfaff, Somerset PD; Paul Burch, St.
Croix County Sheriff, David Hausman, DNR; Bruce Brantner, 911; John
Mortenson and Chuck Mehls, County Board.
The meeting was called to order at 1:02 p.m. by Chairman Ivy.
The agenda was approved on a Hawley/Smith motion.
The minutes were approved on a Smith/Hawley motion.
The next meeting date has changed to August 23rd at 1:00 p.m. due
to the Governor's Conference being held on the 16th.
OLD BUSINESS
New Members
Leon Pettee from Hudson EMS and Mike O'Connell from the Hudson Fire
& EMS Service (and a paramedic with Health Span) have both
expressed interest in serving on the LEPC. Motion by Cooper,
second by Smith to appoint both members to the Committee. Motion
carried. Colvard will send a letter to Bob Boche requesting that
he appoint these two individuals to the LEPC.

NEW BUSINESS
SARA Exercise
LEPC, cont.
There will be a table -top exercise on Monday 7/24 at 7:00 p.m. at
the River Falls Fire Hall (Second Street) that involves a release
at the Cenex Tank Farm on the north edge of River Falls.
Apparently there was a recent release of anhydrous from one of the
nurse tanks. Dave Hausman reported that there were definitely some
things that were done correctly during this release. The table -top
will be followed up by a functional exercise on September 18 at
7:00 p.m. at the River Falls Fire Hall.
Plan Updates
The following plans were updated during the quarter: Fairest
Foods, CTS, Farmer's Produce Coop, Farmer's Coop Tank Farm, Baldwin
Feed & Seed, Cenex - Roberts, Farmers Produce Coop - Glenwood City,
and the County -wide SARA Plan.
Training Survey
As mentioned earlier, Colvard sent out a survey to the emergency
services within the County to determine their training needs. He
still has not heard from several services and will begin follow-up
next week. He stated that many services that had reported were
requesting Incident Command training and that there were some
definite training needs identified. The survey will be sent to the
State, and the training needs, by the services, will be shared with
WITC.
Governor's Conference
This will be held in Middleton on August 16-17. Colvard asked if
any members would be interested in attending and if so, they should
let him know. He stated that there is going to be an interesting
seminar held, regarding hospitals and the handling of contaminated
patients.
State of NY Department of Labor
Colvard distributed a letter from the NY State Dept. of Labor that
addresses response to a spill. They allow you to do the job that
you have been trained for - not just by level (i.e. if you have had
anhydrous training but not to a specific level you can still
respond to that type of spill). Colvard faxed a copy of this
letter to Madison for their review. Discussion regarding the
difference between Level A and Level B training which is the same
training, just different suits. Discussion.

Incident Command System Video
The State Division of Emergency Government and the DNR have
recently developed an overview tape. Frank Ivy informed committee
members that the tape would be shown after the meeting for those
wishing to view it.
