CROIX COUNTY LEPC MINUTES August 23, 1995 Meeting Those present included: Jack Colvard Government; Dan Smith, Baywest/Hudson Fire; Paul Burch, St. Croix County Sheriff, Ken Assn.; Doug Van Someren, Kolpak; Michael Leon Pettee, Ambulance/Hudson; Patrick and Pam Benson, Emergency Frank Ivy, Ayres Associates; Weiske, Farmers Coop Produce O'Connell, Hudson Fire/EMS; T. Collins, DNR; Daniel J. Fedderly, Highway Dept.; Barbara Nelson, Public Health; John Mortensen, Chuck Mehls and Arthur Jacobson, Countv Board. The meeting was called to order at 1:05 p.m. by Chairman Ivy. All present introduced themselves, The agenda was approved on a Mortensen/Smith MOTION. Pam Benson was elected secretary on a Mehls/Burch MOTION. The minutes were approved on a Van Someren/Mortensen MOTION. The next meeting will be held October 18th at 1:00 p.m. UNFINISHED BUSINESS Non -Compliant Facilities Identified Colvard stated information has been received from all but five facilities. Those five are: Glenwood City Bus Garage, Steneman Concrete in Roberts, Superstop-Conoco in New Richmond, Somerset Superstop, and Amoco Pump and Pantry in New Richmond. Colvard will wait until the end of August and then turn those facilities in to the State for non-compliance. Colvard stated West Industries in Hudson may be a new planning facility. According to Chris Olson, Hudson Fire, West Industries has a tank of anhydrous ammonia which is used for their furnace. Norflex, a new company located by NorLake, has been seen unloading an unknown product from railroad cars by using hoses. This is illegal, according to railroad regulations. Discussion followed regarding problems by the DILHR and the DNR in inspecting this facility. Burch stated that there are a lot of houses in that immediate area, in the event that there would be a hazardous materials incident. Colvard stated we need concrete evidence to request a SARA inspector from the State. This matter will be discussed again at the next meeting. It was brought up that Skoglund Oil has LP gas and may have had it for some time. Colvard will be checking into this, as the facility would then not be exempt from paying a fee. Also mentioned was that Home Oil has a new facility with LP gas. St. Croix County LEPC, cont. Minutes, 8/23/95 Page 2 Report on Governor's Conference Colvard stated he attended a seminar regarding what hospitals and nursing homes were doing for hazardous materials handling and decontamination. Mehls spoke regarding wash sites or decontamination sites for victims after a hazmat incident. Colvard stated that according to OSHA, local industries must have an agreement with a local hospital to treat hazardous materials victims from their facility and that each hospital should be equipped to do so. Training will be held at Hudson Medical Center in September for treating contaminated victims, per Colvard. Other discussion followed regarding wastewater disposal after cleaning up a contaminated site or victim (s). Weiske also stated that OSHA should have the authority to enforce their regulations. Colvard mentioned that the 1996 State Training Calendars are available. NEW BUSINESS Clean Sweep/Outreach Program Colvard stated that 5t. Croix and Polk Counties will be having a joint Clean Sweep program on September 16 from 9:00 a.m.-12 noon with local collection sites at the Deer Park Fire Department and at the St. Croix County Highway Department in Hammond. He then handed out a brochure that will be given out to all Ag Clean Sweep participants. Fedderly stated that all materials collected will be gone and the highway building in clean status by 6:00 a.m. Monday, September 18. The Waste Management Committee, headed by Einar Horne, is in charge of the Clean Sweep program. We may need to meet with this committee again in the future regarding the Clean Sweep program. SARA Table Top Exercise - River Falls Weiske spoke regarding the Table Top Exercise held in River Falls on July 24, 1995. He stated there was good participation at this exercise. Discussion followed regarding an ammonia leak at River Falls where no one shut a valve off (for two hours) until Bruce Liddle from Roberts Cenex arrived and did so. The discussion concerned tank security, valve shut-off training, Fire Department liability/ Level A response, and how to determine the seriousness of a leak. Smith spoke regarding an "Archie" Program that will evaluate the vulnerability area following a toxic release. Weiske earlier stated he was getting information regarding when and where an evacuation should take place after a release. SARA Functional Exercise - River Falls Colvard stated there will be a functional exercise at the River Falls Fire Department on September 18th at 7:00 p.m. This will be a more realistic exercise. Minutes, 8/23/95 Page 3 Health Assessment Study Nelson spoke regarding a Health Assessment Study which is being undertaken by Public Health at the recommendation of the State. The theme for this project is "A Healthier People for the Year 2000". Seven topic areas are being researched. Two areas where LEPC members are participating are Injury Prevention and Environmental Health. Each topic area will come up with 3 top needs for people and then all seven area sub -committees will decide on the top 5 health topics for the community to work on. There are about 100 people involved in this project. Plan Updates The following four plans were updated since the last meeting: Cenex Supply in Roberts, Farmers Co-op Produce Association in Glenwood City, Farmers Union Tank Farm in New Richmond, and Farmers Union Co-op Oil Company in New Richmond. All four plans were submitted and approved by the State. HMEP Grant Project Colvard described this project to members, stating that letters were sent out to the County police, fire, and EMS departments regarding free training that is available. Emergency Government has received responses from 10% of those departments so far. Colvard then handed out a new State map showing counties with Level B team status. He also handed out an old SARA brochure and asked whether it should be updated. Colvard then read part of a letter that Pierce County distributed to all responders and municipal employees regarding hazmat liability and training requirements.
