CROIX COUNTY MINUTES September 20, 1995 Meeting Those present included: Jack Colvard and Pam Benson, Emergency Government, Frank Ivy, Ayres Associates; Ken Weiske, Farmers Coop Produce Assn.; Leon Pettee, Ambulance/Hudson; Bruce Brantner, Emergency Communications; Bill Hawley, Baldwin Bulletin, Chuck Mehls and Arthur Jacobson, County Board. This special meeting was called to order at 1:01 p.m. by Chairman Ivy. The agenda was approved on a Hawley/Jacobson MOTION. The previous meeting minutes were dispensed with and will be brought up at the next meeting. The next meeting will be held October 18th at 1:00 p.m. NEW BUSINESS LEPC/State Inspector Training-County/State Inspector Position Ivy spoke regarding the LEPC State Inspector training class which he would like to attend. The class will be held October 2-5 at the Department of Military Affairs (DMA) Headquarters in Madison, Wisconsin. All class fees, meals, and lodging would be paid for by the State Emergency Response Board for inspector candidates. The County would only be paying for mileage to and from the class if it agrees to have a State -certified SARA inspector. Per Colvard, the 6/18/92 LEPC Minutes state that St. Croix County will use the State SARA inspector out of Madison. A State inspector has never come to our County. Colvard confirmed that we have three non -compliant facilities this year. Mehls questioned Colvard regarding the citation procedure. Basically, the County sends out letters and if there is no response, the facility is reported to the State and the State sends out letters. If_there is no response then, the State Department of Justice files a citation. Jacobson wondered whether.the County would have increased liability if we had a County inspector. Colvard said there would be no increased liability, Ivy would be following State guidelines in doing inspections. No LEPC budget increases would be anticipated and mileage only would be paid to and from State -authorized inspections. A Hawley/Mehls MOTION was approved by the Committee and authorizes Ivy to attend the SARA Title III Compliance, Investigation, and Inspection training to be held October 2-5 in Madison at the DMA Headquarters. The County will pay mileage only to and from this class. A WeiskeJHawley MOTION was approved by the Committee designating Ivy the County/State Sara Inspector, upon successful completion of State training. t Sr.. Croix Minutes, Page 2 County LEPC, cont. 9/20/95 meeting OLD BUSINESS Colvard addressed previous concerns regarding a Hudson facility. An exemption for reporting has been received from the State for Norflex. Colvard visited the site and spoke with management. The forms submitted by Norflex to the State were correct, and information received from another agency was incorrect, concerning the facility. Management was very cooperative and concerned that they comply with all reporting rules and regulations. Discussion was held regarding the "guideline" training allowance for each County department being .5 % of wages. This may not be enough for small departments, such as Emergency Government and the LEPC. Mehls expressed concerns regarding the May, 1995 training exercise held in Glenwood City. Colvard stated that after the nursing home plans have been discussed again in October, the Committee may start working on promoting municipality/village plans and Glenwood City°s planning would then be addressed. Weiske spoke regarding the 9/18 functional exercise held at River Falls. He stated the problems regarding liability/legality and training have to be solved before an actual release of anhydrous ammonia takes place. As Weiske stated, the sooner a leak is stopped, the less chance there would be of casualties. ADJOURNMENT The meeting adjourned at 1:49 p.m. MOTION.
