MINUTES
October 18, 1995 Meeting
Those present included: Jack Colvard and Pam Benson, Emergency
Government; Frank Ivy, Ayres Associates; Doug Van Someren, The Shannon
Group; Leon Pettee, Ambulance/Hudson, David Hausman, DNR;
Daniel J. Fedderly, Highway Department; Barbara Nelson, Public Health;
Lee M. Cooper, WITC; Bruce Brantner, Emergency Communications;
John Mortensen, Chuck Mehls and Arthur Jacobson, County Board.
The meeting was called to order at 1:02 p.m. by Chairman Ivy.
The agenda was approved on a Mortensen/Mehls MOTION.
The 9/20/95 Minutes were approved on a Nelson/Cooper MOTION.
The 8/23/95 Minutes were approved on a Jacobson/Cooper MOTION.

UNFINISHED BUSINESS
1. Report on Inspector Training
Ivy reported on the SARA Inspector training he received October 2-5,
1995 at the State Division of Emergency Government in Madison. Ivy
passed the course and will be getting his credentials soon. He then
will be able to do site inspections regarding hazardous materials in St.
Croix County, if requested to do so by the LEPC. Colvard stated that
initially two or three letters would be sent to a facility regarding
compliance, before an inspection would be needed. If no response is
received to those letters, then Ivy would make an appointment to inspect
the facility.
2. Approved Hazmat Training for 1996
Colvard stated that the following classes will be put on by WITC:
National Fire Academy - Incident Command System 1 class
Hazardous Materials for Ambulances 2 classes
Hazardous Materials for Hospitals 2 classes
Operations Level Response for Hazmat 2 classes
Incident Command System - Law Enforcement 2 classes
Classes have been approved at the State level and funding has been
allocated for them. Cooper stated problems in the past with billing,
etc. have been ironed out by working through the County Emergency
Government Director.
Jacobson voiced concerns that more County area fire, EMS, and police
departments should participate in this training, which is available at
no cost to their departments.

Colvard also identified that application has been made through the
Hazardous Material Emergency Preparedness (HMEP) Grant for the following
additional mini -classes:
Incident Command System for EMS 2 classes
Awareness Level Response Refresher 2 classes
Operations Level Response Refresher 2 classes
Hazard Communication Standard 4 classes
CAMEO/Aloha Computer Training 1 class
Funding approval for these classes is pending the State Emergency
Response Board (SERB) meeting to be held November 9, 1995.
NEW BUSINESS
1. Review of 1996 SARA Plan -of -Work Requirements
Colvard stated that the LEPC By-laws and Policies need to be reviewed
annually. Van Someren recommended that a sub -committee be appointed, as
was done last year, to do this. Ivy and Jacobson volunteered to be on
this sub -committee with Colvard. A Colvard/Jacobson MOTION was approved
that Ivy, Jacobson, and Colvard be on the sub -committee to review the
LEPC By-laws and Policies this year.
2. Discussion of Potential Additional Planning and Reporting
Facilities
Discussion was held regarding the response time needed to arrive at an
incident. Consensus was that no exact time could be promised or
departments would be held legally liable if that time were not met.
Other discussion was held regarding a Regional Response Team being in
Eau Claire.
Per Colvard, facilities have 60 days to report the installation of
tanks/vats/containers with hazardous materials to the State. Farms with
less than 10 employees are exempt from paying a fee, unless they sell
the hazardous product. A Cooper/Mehls MOTION was approved that Ivy make
inquiries into several facilities in St. Croix County that may be in
violation of this State reporting/fee requirement.
Colvard stated that Cenex in River Falls is building a new tank farm
north of New Richmond.
3. Table -top and Functional Exercises Planned
A table -top and functional exercise is being planned for New Richmond at
the St. Croix County Health Center Nursing Home. The table -top exercise
will be held November 8, 1995 between 10 a.m. and 12 noon, and the
functional exercise will be held December 13, 1995. The purpose of
these exercises is to provide experience and training for local police,
St. Croix County LEPC, cont.

EMS, and fire departments, as well as to encourage pre -planning for
emergencies. Cooper stated that we should keep this disaster
drill/exercise small, so it doesn't overwhelm the participants. LEPC
members are encouraged to attend this daytime exercise. Lunch will be
provided after the table -top exercise.
Colvard stated the LEPC recommended having three exercises in St. Croix
County this year, and the New Richmond exercises will be the third held
in 1995.
Colvard stated his concerns regarding the $600 budget cut made in the
Emergency Government Exercise account, even though the overall 1996
budget was down 4.8%.
ANNOUNCEMENTS AND CORRESPONDENCE
Colvard brought up information that the State Emergency Response Board
(SERB) as well as other State boards/commissions are being discussed in
meetings held by the Lieutenant Governor in various locations around the
State. The State is considering disbanding some of these
boards/commissions. After discussion, a Cooper/Mortensen MOTION was
approved that Colvard and Ivy write a letter to the Lieutenant Governor
in support of retaining the SERB. As Colvard stated, the Federal
Government mandates having the SERB, there would be no LEPCs without the
SERB, and as a result no local input for planning and reporting
facilities. Other counties have also expressed their concerns to
Colvard and Colvard has spoken with Representative Harsdorf on this
matter.
