UNFINISHED BUSINESS:
There was further discussion of the Alzheimer's Respite
Program being developed by the Department On Aging with
primary funding coming from the Brookdale Foundation.
Motion by Robert Stephens to approve targeting $2,000.00
of the Alzheimer Family Caregiver Support Program for
purchasing respite care services from the Department On
Aging Respite Program, second by Lee Kellaher. Motion
carried.
LTS Planning Committee Meeting
January 26, 1995
NEW BUSINESS:
Chair Ray Mealey decided that the agenda for the March 23 meeting
will include detailed information about the Medical Assistance Home
and Community Based Waiver programs.
Ron Lockwood presented the Long Term Support Program/Financial
Report for November, 1994. It was emphasized that although the

report shows no waiting list for the CIP-2/COP-W waiver programs as
of November, a waiting list is now in place for the waiver because
of increased demand and limited funding.
Ron Lockwood also presented the state required 1995 Community
Options Program Annual Review and Plan Update. The Update included
a progress report regarding goals and objectives established in the
1994 Update and Plan; Goals and Objectives for 1995; County policy
changes to comply with COP Guideline changes; and the Annual Care
Management Capacity Report. After much discussion there was a
motion by Lee Steinberger and second by Vern Dull to approve the
1995 Plan and Update as presented. A motion to amend the report
was made by Myrtle Munns, second by Lee Kellaher to add two
objectives for 1995 as follows:
To propose and advocate for changes in legislation which would
authorize county government to recover county costs involved in
certain specified adult protection activities from the estate of
the person subject to adult protection proceedings.
To support the implementation of the Alzheimer's respite care
project administered by the St. Croix County Department on Aging
and funded primarily by the Brookdale Foundation.
Motion to amend the 1995 Update by Myrtle Munns, second by Lee
Kellaher. Motion carried.
Main motion to approve 1995 Update by Lee Steinberger, second by
Vern Dull. Motion carried.
Lee Kellaher, Myrtle Munns and Marguerite Sumner spoke of their
concern for the continued funding of the Older American Act
program, especially the Nutrition Program. It appears that the
Congress is considering means testing all services which would
reduce participation in these programs significantly. Chair Ray
Mealey said he would send a letter of strong concern on this matter
to our elected representatives.
Motion to adjourn at 2:55 p.m. by Robert Stephens, second
Kellaher.
